Summary

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated July 15, 2026, for a sole-source contract valued under $10 million with the Air Force Sergeants Association (AFSA). The contracting activity is Air Force District Washington (AFDW) under the agency HAF/CCC. The justification authorizes a new Firm Fixed Price contract to support the AFSA SUMMIT scheduled for August 8-12, 2026, in Orlando, Florida, which will concurrently host the Enlisted Leadership Conference (ELC) and Professional Education and Development Symposium (PEDS).

The requirement is justified under 10 U.S.C. 3204(a)(1) based on the determination that AFSA is the only responsible source capable of meeting agency needs. The rationale centers on the Office of the Chief Master Sergeant of the Air Force policy to co-locate the ELC and PEDS with the AFSA SUMMIT to achieve cost savings through hotel discounts (up to 45%), eliminate transportation costs and lost conference time, and enable cross-functional collaboration among Air Force and Space Force senior leaders and personnel from all COCOMs, MAJCOMs, field units, and major wings. The document notes this requirement has been sole-sourced to AFSA since Fiscal Year 2014 and recommends establishing a multi-year contract vehicle. The Government will continue market monitoring and research to identify potential alternative sources. Contracting Officer Cordarrell D. Hammond and Technical and Requirements Personnel Morganne Tilley-Lafitte certified the justification on July 15, 2026.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: HAF/CCC Contracting Activity: Air Force District Washington (AFDW) PKH

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This is a sole-source justification to establish a new Firm Fixed Price contract with the Air Force Sergeants Association (AFSA).

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The Air Force Sergeants' Association (AFSA) SUMMIT will be taking place 8-12 August in Orlando, FL. The aim is to also host the Enlisted Leadership Conference (ELC) and Professional Education and Development Symposium (PEDS) at the same time and same venue. The collocation of the ELC and PEDS with AFSA in the same venue allows for cost savings to the government, cross-functional collaboration and professional development by attending Air Force and Space Force senior leaders and personnel. The attendees will include members from each COCOM, MAJCOM, Field Unit, NAF, DRU, FOA, and large Wing, not subordinate to a NAF, will send representatives (smaller group for DAs). Additionally, MTI/MTL, DAF Recruiters, USAF Honor Guard, First Sergeant Special Duty Manager, USAF First Sergeant Academy (FSA) Commandant, FSA instructors, NCOA Commandants, and select FTAC facilitators.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

In accordance with FAR 6.302-1, the AFSA is the only responsible source and no other services will satisfy agency requirements. It is the policy of the Office of the Chief Master Sergeant of the Air Force to hold the Enlisted Leadership Conference (ELC) and Professional Education and Development Symposium (PEDS) around the AFSA SUMMIT in order to leverage attendance, cross functional collaboration, professional development, and cost-savings to the Government. As such, until that policy changes the AFSA is the only vendor who can meet this requirement.

If another location is selected this will add on the additional cost of transportation to and from the conferences. In addition, transportation time will take away from the respective conferences to get to professional development forums. Based on the current agenda this would cause of loss of several hours of valuable conference time. AFSA has obtained up to 45% discounts on hotel conference room spaces. This arrangement provides efficiencies through time savings for USAF and USSF members participation in both events based on these conferences close proximity.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Market research was conducted to ensure the location used by the AFSA SUMMIT fits the needs of the ELC and PEDS.

However, as long as it is the policy of the Office of the Chief Master Sergeant of the Air Force to hold the Enlisted Leadership Conference and Professional Education and Development Symposium around the AFSA SUMMIT this requirement will be sole-sourced to AFSA.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

None

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

Since Fiscal Year 2014, this requirement has been supported under a sole-source environment with the Air Force Sergeants Association. To secure long-term continuity and support the OCMSAF intent to co-locate annual conferences with the AFSA symposium, establishing a multi-year contract vehicle is highly recommended.

The Government will continue to monitor the market and conduct market research to identify new sources.
