About this file
This Performance Work Statement (PWS) details a service contract for the Naval Medical Research Unit San Antonio (NAMRU-SA) to obtain annual maintenance and on-site service for a Nikon Instruments A1R-MP confocal microscopy system. The contract requires a vendor to provide comprehensive support including one preventative maintenance (PM) visit per service agreement year, unlimited technical support via telephone and email, NIS-Elements software updates, and coverage for specific microscope components such as the A1R MP Scanner Module, laser fixtures, controllers, optical units, and detectors.
The microscopy system is critical for NAMRU-SA's biomedical research involving microbial biofilms, cellular interactions, wound dressing scaffolding, and nanoparticle studies. The PWS emphasizes that any system downtime or performance degradation can significantly impair research productivity and mission effectiveness. The vendor must have technical expertise to support the system, and the contract will include a Non-disclosure Agreement (NDA) signed by performing personnel. The delivery address is located at JBSA Fort Sam Houston, Texas, with the point of contact being Dr. John W. Simecek.

PERFORMANCE WORK STATEMENT
FY ‘25 Page 1
Nikon Instruments, Inc. A1R-MP Confocal Microscopy Service Contract
1. Scope of Work The Naval Medical Research Unit San Antonio (NAMRU-SA) requires, via this PWS, a vendor to provide annual maintenance and an on-site service agreement for the Nikon Instruments, A1R-MP confocal microscopy system. NAMRU-SA conducts biomedical research involving microbial biofilms in vitro and in vivo, procaryotic and eucaryotic cellular interactions, electrospun wound dressing scaffolding and nanoparticles utilizing the Nikon A1R-MP confocal microscopy system with NSI data collection and analysis software. Any down time due to inoperable components, parameters out of line with factory specifications or reductions in performance not maintained within factory determined specifications leads to significant losses of time, man-hours, critical data acquisition and research productivity. This loss of time, data, and productivity directly harms the mission of NAMRU-SA to provide gap driven research to improve the survival, operational readiness, and safety of DoD personnel.
2. Definitions and Terms The Nikon A1R-MP Nikon’s multiphoton confocal microscope clearly visualizes fine structures deep within living organisms. The A1 R MP is equipped with a high-speed resonant scanner with 2K resolution and can capture in a single scan, dynamics that span a wide area with superior spatial and temporal resolution. In addition, the innovative NSPARC super-resolution detector utilizes a newly developed SPPC array detector to collect a two-dimensional image at each scanned point, achieving a significant improvement in resolution. This enables macro-to-micro imaging with a single microscope system. This system also enables the user to capture wide views at high speeds with both resonant and Galvano scanners. Bright, high-definition imaging of deep structures is also made possible with the system as well as deep imaging with super resolution. The system also includes NIS software which acquires and analyzes the data and enables users to visualize deep, wide imaging of very high quality.
3. Support Requirements The contracted laboratory/company shall provide a preventative maintenance service contract as required by NAMRU-SA on an as-needed basis. The vendor must include on-site technical support, repairs, preventative maintenance, and equipment qualification. The vendor must also provide unlimited technical support via telephone and/or email communications. Specific support requirements include but are not limited to the following:
Task 1: Consultation with authorized Nikon Technical Experts via web or phone support.
Task 2: NIS-Elements software updates.
Task 3: One Preventative Maintenance (PM) visit per Service Agreement Year Task 4: Repair Parts, Labor, and travel expenses to reduce costs.
The following components of the confocal microscopy system must be included in the preventative maintenance service contract Components covered are: 1) Coverage for the A1R MP Scanner Module (S/N 502071), Controller and Detector, LU-N4 Laser Fixture (S/N 41120), LU Controller (S/N 456064), IOU Optical Unit, GaAsP NDDD Epi, Detector Unit (S/N 590780), Spectral Detector (S/N 545111), NIS Software Updates, and a Preventative maintenance service (PM) visit once per contract year. One preventative maintenance visit is also included in the service agreement. All travel, parts and labor costs are covered by the contract as well.
4. Additional Requirements/Qualifications The vendor selected for the contract of this Performance Work Statement must have the expertise required to facilitate customer queries and provide support.
This contract shall include a Non-disclosure Agreement (NDA) signed by the personnel performing on the contract and counter-signed by their management.
