CLASSIFICATION AND CATALOG DATA

CARDINAL HEALTH SUPPLYLINE

STATEMENT OF WORK

A. BACKGROUND

The Defense Logistics Agency (DLA) Troop Support gathers and manages a central repository of Medical-Surgical including War Readiness products to support the War Fighter. The Medical-Surgical product data management and data quality management is a challenge due to the constant change that occurs to the key product data elements that identifies the product. There is a need for the standardized product information to be able to identify the product throughout the DoD Supply

Chain and to be able to find alternate products, group clinically equivalent products to assist the consumers in procuring the product and assist in deriving the procurement patterns.

B. SCOPE

The Statement of Work outlines the requirements to receive standardized key product data elements Manufacturer/Supplier Name and Manufacturer/Supplier Part Number product classification to group the products into functional groups and to identify clinically equivalent products.

The Defense Logistics Agency (DLA) Troop Support will submit the Medical-Surgical products to the contractor and the contractor will provide the standardized key data elements and classifications (Group clinically equivalent products etc.) within the agreed upon time.

C. REQUIREMENTS

The offeror is requested to submit a quote reflecting pricing for the requirements listed below.

1. License

• Master License

Required: Contractor shall provide DLA TROOP SUPPORT with a Master License of the product monthly as the source of medical related catalog data for use by DoD systems developers including assigned contractors acting on their behalf.

The product supplied to DLA TROOP SUPPORT shall include the following levels in a classification hierarchy:

• Categories

• Class

• Product Lines

• Product

• Sub-Class

• Classification code

• Clinical Product Descriptions

• Manufacturer SKUs

• Manufacturer Name

• Distributor SKUs

• Distributor Name

This license shall grant full access to all data elements for use within the Defense Medical Logistics Standard Support (DMLSS) organization and other DoD related medical systems. This license shall grant full access to the data contained in the product as well as the products provided as the result of classification supplies. This development license shall provide:

a. Access to classification data elements within applications as search and display criteria either by code or description.

b. Access to product descriptions as search criteria that can be displayed in their respective applications.

c. Ability to download its data elements into reporting applications and to display the data in their reports.

Distribution of or access to any systems in which proprietary elements are incorporated shall be limited to the authorized licensee locations.

2. Classifications

• DLA Troop Support shall provide the contractor with a standing list of new

Medical Surgical and Equipment items including National Stock Numbers for classification in the DOD_NEW_ITEMS File listed in the Data Dictionary.

• The contractor will process the submitted new items and provide the standardized product and product classifications in the SLINE files

(Deliverables).

3. Classifications for Product Variations

• Contractor shall provide clinically equivalent products distinguishing and grouping them for each individual feature from different manufacturers and suppliers that have same attributes (i.e., Description, Size, Length, Color, Package).

4. Standardized Product Data Elements.

The contractor is required to provide the standardized data for the manufacturer name, manufacturer part number, distributor name, distributor part number and extensive product description for the product along with the classification data.

5. Unclassified Items.

The government shall provide an equal number of new products for classification as required to meet its contractual minimum of medical/surgical items per year for each contract performance period.

The contractor shall provide the reasoning why they are unable to classify the items using the reason cd and reason desc below.

6. Manufacturer and Distributor Packaging Data

• The contractor will provide the Manufacturer packaging data and the Distributor packaging data for all new items classified.

7. Data Quality

The Contractor shall maintain data integrity between files. As Contractor is made aware, through their internal processes of vendor mergers and acquisitions and/or obsolete/discontinued products, Contractor will assure that intelligence is applied to DoD’s classification records.

D. Deliverables

Contractor is responsible to deliver the Files listed below on weekly basis to the DOD SFTP server.

DOD Troop Support is responsible to deliver the files listed below on weekly basis to the DOD SFTP server for the contractor.

D.1 Classifications

Monthly DVA Classifications (Medical/Surgical Items/ Hospital Consumable Items)

Contractor shall provide classification supplies monthly for data provided by VA through DLA TROOP SUPPORT for medical/surgical products associated with

Department of Veterans Affairs (DVA) standardization programs. The classification record for each item shall retain the manufacturer name and part number submitted by

DLA TROOP SUPPORT in order to match the classification’s standardized manufacturer name and new part number, as required. The classification record shall include a

CREATE date and MODIFY date, as appropriate Contractor shall classify these items and return them monthly in a file to DLA TROOP SUPPORT that contains all items classified to date. The records are due no later than the 12th of each month. If the 12th of the month falls on a weekend or holiday, the contractor shall provide the file on the last business day prior to the 12th.

The number of items provided by the government for classification per contract performance period shall be 1806 Hospital Consumable and VA Medical Surgical items.

At a minimum, the contractor shall provide an average of 150 new item classifications per month after the vendor is setup with the team to support, which is estimated to be 8 weeks after award.

E. CONTRACT ADMINISTRATION

The Contractor shall designate an individual to be the Point of Contact (POC) for contractual matters. This individual shall be responsible for handling performance issues and coordinating with the DLA TROOP SUPPORT Contracting Officer.

The parties agree to meet (via Telephone or Web-Conference) at least one time per month to conduct operational oversight meetings or as required. Topics may include, but not be limited to data efficiencies, process improvements, pain points and general administration of the program. Each party shall ensure individuals attending have the requisite knowledge, experience, and authority to participate in such discussions.

The contractor shall not use, alter, amend, modify, change in any respect, reproduce, or distribute, any of the data provided by the government under this Statement of Work on behalf of any third party, on a service basis or otherwise, unless such data and proposed services are specifically authorized and consented to by the government in writing.

Under no circumstances shall contractor use the data provided by the government under this Statement of Work, or any portion thereof, to develop a competitive product offered in the commercial or private marketplace. The contractor acknowledges and agrees that this paragraph shall survive the expiration of the period of performance and continue in perpetuity.
