(U) MISO Authority Crosswalk:

(U) Assessment Description:

· Target Audience (TA): Male and female Venezuelan citizens living in the areas of Caracas, Distrito Federal; Maracaibo, Zulia; and Maracay, Aragua.

· Assessment Timeline: July 2020 – July 2021

· Assessment Intent: The intent of this assessment is to 1) refine the target audience, 2) establish a baseline, 3) develop trend data to inform Measures of Effect (MOE), and 4) enable the ability to answer requests for information (RFIs) related to the research question and/or to conduct pre-/post-tests on MISO products when required.

· Assessment Objective: The objective of this assessment is to measure the awareness of Venezuelan citizens of Russian and Chinese influence in their country, to include influencing their local economies and influencing politics through disinformation campaigns. Assessment of sentiment toward Russia and China is needed to determine not only awareness, but how the TA feels about the presence of these nations in Venezuela, and whether that sentiment is positive or negative. Cognitive and Affective measures, as well as behavioral intention and self-reported behavior regarding active resistance to Russian or Chinese influence, will need to be captured via multiple survey iterations throughout the year to establish trend analysis and determine whether MISO series in execution are having the intended effects.

(U) Assessment Requirements:

· 12x Quantitative Assessments – face-to-face randomized surveys; 4 assessments per city

· 12x Qualitative Assessments – 2x face-to-face in depth interview & 2x focus groups per city

· 72x Automated Data Efforts, primarily executed through internet or cell phone (via app, MMS, SMS, email, or other means), to answer near-real time RFIs and/or do interim data collection in support of pre-/post-testing of MISO products – 24x efforts per city

· Publically Available Information (PAI) & Open Source Intelligence (OSINT) must be included in analysis

(U) Deliverables:

· Recommended assessment plan, to include power analysis

· Recommended survey/interview questions

· Refined survey in English and target language

· Data visualization interface with near-real time data population

· Raw data

· Standard reports due to requesting unit

· Baseline report will include a recommendation for target audience refinement

· Subsequent reports will include statistical analysis to inform effectiveness of MISO series

· Quarterly reports due to USSOCOM

(U) DoD Role:

· USSOCOM J39 submit task order to GSA. USSOCOM J39 will advise the requesting MISO unit, as required, on assessment plan and survey/interview questions developed by the vendor. USSOCOM J39 will provide assessment of the vendor back to the KO determining whether the vendor is meeting thresholds identified in the PWS.

· SOCSOUTH/MIST Venezuela will work with the vendor point of contact to ensure a sufficient assessment plan has been developed and that it is aligned with MISO objectives, LOEs, and desired behavior. SOCSOUTH/MIST Venezuela will submit RFIs to the vendor monthly, and will communicate any pre/post-test requirements as they arise. MIST Venezuela will assess vendor performance and report any issues or concerns back to USSOCOM J39.
