Definitions of Permissiveness
| Permissive Environment | A "permissive" environment refers to an environment or context (at the national and/or sub-national level) characterized by certainty, stability, accessibility and/or security, and in which the ability of the vendor's network to safely and effectively operate is unconstrained. |
| Semi-Permissive Environment | A "semi-permissive" environment refers to an environment or context (at the national and/or sub-national level) typically characterized as non-permissive, but because of mitigating factors such as globalization, urbanization, burgeoning youth populations, innovation and the digital age's effects on increasing mobility and connectedness, opportunities exist for the vendor's network to access those environments in a less constrained manner. An environment may be deemed semi-permissive if a limited portion of the non-permissive factors below are present to a non-critical degree. |
| Non-Permissive Environment | A "non-permissive" environment refers to an environment or context (at the national and/or sub-national level) characterized by uncertainty, instability, inaccessibility and/or insecurity, and in which the vendor's ability to safely and effectively operate is constrained. Factors that may contribute to a "non-permissive" environment include: 1) Armed conflict to which the U.S. is a party or not a party; 2) Limited physical access due to distance, disaster, geography, or non-presence; 3) Limited digital access due to government control/oversight or poor infrastructure; 4) Restricted political space due to repression of political activity and expression; and/or 5) Uncontrolled criminality, including corruption. |
