About this file

This document is a three-part attachment to a federal contract specification detailing grounds maintenance, cleaning services, and sewage removal requirements for a recreation area facility.

Attachment 1 – Grounds Maintenance specifies grass mowing and herbicide application requirements across eleven sites totaling approximately 75 acres. Mowing is divided into Type I (more frequent, higher-quality cuts for developed areas) and Type II (less frequent cuts for less-developed areas) with frequency varying by season from April through October. Site 1 (Dam site) requires 11 acres mowed 2–3 times weekly during peak season; Site 3 (Tionesta Recreation Area) requires 15.5 acres; Site 4 (Outflow Recreation Area) requires 5.2 acres plus 250 square feet of weed whacking; Site 5 (Kellettville Recreation Area) requires 4.1 acres; and sites along the spillway and boat launch require additional Type II mowing. Prior to mowing, all visible debris must be removed per environmental protection standards. Leaf mulching is required twice annually (spring and fall) at two sites totaling 11.6 acres. Herbicide applications target specific areas including dam slopes, rock surfaces, and graveled campsite parking pads at five locations, with applications timed for mid-summer or pre-holiday periods to prevent weed growth.

Attachment 2 – Cleaning Services establishes restroom and office cleaning schedules across five main sites. Water-borne restroom facilities at Sites 1–5 require cleaning 3–5 times weekly from Friday before Memorial Day through Labor Day, with emphasis on holiday visitation periods; vault restrooms at Sites 4 and 5 require three cleanings weekly Thursday through Monday starting Friday before trout season. Specific facilities include the Concession Building (960 sq ft) and Tionesta Boat Launch (558 sq ft) with men's and women's restrooms; four restroom buildings at Tionesta Recreation Area (ranging 1,088–1,848 sq ft) with shower houses; seven facilities at Outflow Recreation Area including single-vault and flush-type restrooms; and two facilities at Kellettville Recreation Area. All water-borne restrooms require interior and exterior pressure washing in April and August. Office and information center cleaning is performed bi-weekly year-round, with Information Center cleaning frequency increasing to bi-weekly from mid-May through Labor Day and reverting to monthly September through April.

Attachment 3 – Raw Sewage and Sludge Removal specifies pumping and removal services for six septic and vault system locations totaling 23,000 gallons capacity, ordered as needed. Sites include Tionesta Boat Launch (7,000 gallons), three systems at Outflow Recreation Area (5,000 gallons each), and two systems at Kellettville Recreation Area (8,000 gallons each for dump station and double-vault restroom).
