About this file

This document is a Questions and Answers record from a site visit regarding a federal contract opportunity at Tionesta.

The document addresses seven key inquiries raised by vendors during the site visit. Regarding equipment storage, no permanent storage is available on site, though temporary storage may be permitted with coordination; the Government assumes no liability for stored equipment. Emergency cleaning services are to be coordinated on an as-needed basis. For vegetation trimming around culverts and ditches, contractors must refer to contract sections C2.5 and 2.5F, which require uniform trimming heights across all vegetation adjacent to woody plants and structures such as trees, shrubs, signposts, light posts, roadways, parking lots, sidewalks, curbs, buildings, fences, and signs. The document clarifies that different mowing designations (Mowing 1 versus Mowing 2) on opposite sides of Spillway Road reflect different terrain moisture levels, necessitating different cutting frequencies. Regarding sewage sludge removal, the estimated quantity of 23,000 gallons represents historical usage at the project and is not subject to a maximum limit. Early mowing start times of 6 AM in non-campsite areas may be approved on an as-needed basis upon request, subject to coordination with the Contractor, Contracting Officer (COR), and Assistant Contracting Officer (ACOR).

Questions from the Site Visit

1. Is it possible to leave a trailer on site at Tionesta Answer: There is no permanent storage available. Equipment may be temporarily stored on site if coordination is made and a suitable location is found but the Government assumes no liability for any equipment temporarily stored on site.

2. Emergency cleanings.

To be coordinated on an as needed bases.

3. Weed eating around culverts and ditchs.

Please see section C2.5 and 2.5F Ground maintenance – Trimming shall ensure that all vegetation adjacent to woody plants and structures, including, but not limited to, trees, shrubs, mulch beds, signposts, light posts, roadways, parking lots, sidewalks, curbs, buildings, fences, signs, and surface areas be uniform in height as designated for each area…. So if it’s a type 1 area the trimming would be done at that height in all areas through out

4. On Map 2, a narrow strip along Spillway Rd is labeled Mowing 1, while Map 7 shows Mowing 2 on the opposite side of the same road. Terrain appears identical on both sides, so the difference in mowing type seems inconsistent.

These are different. One are is wetter than the other. So one area will need to be cut more than the other.

5. The contract attachment estimates up to 23,000 gallons of sewage sludge removal.

Vendors expressed concern about the absence of a maximum limit.

– That is a estimated quantity that we have historically used at the project.

6. A vendor asked whether mowing could begin as early as 6 AM in non-campsite areas due to high summer temperatures.

This could be something we can approve upon request on a, as needed basis with the Contractor and COR and ACOR
