About this file

This file is a Performance Work Statement (PWS) Attachment 2 detailing the deliverable schedule and formats required for a Laundry and Dry Cleaning Services contract at Fort Bliss. The contractor must submit numerous recurring reports and documentation to the Contracting Officer (KO) and Contracting Officer's Representative (COR) across multiple operational areas. Monthly deliverables include authorized customer lists (due the first business day of each month via hard copy on DA Form 1687), workload data trackers, and customer contact information (all in Microsoft Excel format). Weekly submissions are required on Mondays for the previous work week, including rework trackers, damaged items reports, lost item trackers, pickup/delivery schedules, and customer complaints (all in Microsoft Excel). Training-related deliverables must be completed within 30 calendar days of contract award, including Antiterrorism Level 1 Awareness, iWatch, OPSEC, and TARP training records. Quality Control Plan (QCP) documentation is due at contract award, with modifications required 10 business days prior to any changes and revised plans due 10 business days after receiving notification of unacceptable submissions.

Additional deliverables include an Organizational Chart and Employee Information (both due 10 business days prior to contract start and updated within 10 business days of new employee arrivals), a Training Program Plan (within 30 calendar days of award), CAC access arrangements (prior to contract start and within 10 days of new employees), and Performance Management Reviews (PMR) submitted quarterly within 5 business days after each quarter ends in PowerPoint format. A Contractor Dress Code and Internet-Enabled Mobile Device requirements are due at contract award. All submissions must be made electronically unless otherwise specified, with specific technical exhibit formatting requirements referenced throughout. The file contains internal government threaded comments questioning certain requirements, including whether the mobile device mandate remains an Armed Services Command (ASC) requirement, whether PMR thresholds exist, and whether equipment/linen provision language should be retained.
