About this file

This Performance Work Statement (PWS) details lodging services for the Virginia Army National Guard's 180th Engineer Support Company pre-deployment training in Powhatan, VA from 6-9 September 2025. The solicitation (W912LQ25QA022) seeks hotel accommodations for approximately 47 soldiers, requiring single and double occupancy rooms within 35 miles of Powhatan, with specific room standards including two queen beds, operational bathrooms, security locks, and essential furnishings like chairs, mirrors, televisions, and telephones. The procurement is a 100% small business set-aside under NAICS code 72111 with a small business size standard of $40,000,000, and the government intends to award a single firm-fixed price purchase order to the lowest-priced, responsible vendor that meets all performance requirements.

Vendors must submit their responses via email by 11:00 a.m. EDT on August 18, 2025, including pricing, representations and certifications, past performance references, and an information sheet. The government will evaluate offers based on lowest price, with preference given to vendors closest to the Powhatan Armory and those able to accommodate all soldiers at a single venue. Interested vendors must be registered in the System for Award Management (SAM), and the government plans to make an award without discussions, though reserves the right to conduct them if necessary. The period of performance covers three nights from September 6-9, 2025, with specific quality control and assurance requirements outlined in the Performance Requirements Summary.
