1 OVERVIEW AND OBJECTIVE

1.1 Overview:

The 5th Munitions Squadron, Armament Flight at Minot Air Force Base (AFB), North Dakota has purchased a Chicago Pneumatic air compressor Model No. RCP-C581V. This air compressor is required to provide service air to ProFormer Cabinet System (bead blaster). The Armament Flight has received approval from the 5th Civil Engineer Squadron (CES) to have the forementioned compressor installed into the existing facility;

to include, utilizing existing electrical panel board, existing mechanical room space, penetrating walls for electrical and piping, tying into existing pneumatic service lines, and affixing pipe hangers to existing rafters. The Armament Flight requests contract support to make the already procured air compressor fully operational which enables the bead blaster to be utilized.

1.2 Notes and Definitions:

1.2.1 While the term “Government” applies to the Government as a whole, the Contracting

Officer’s Representative and Contract Administrator help the Contracting Officer in the administration of the contract while only a warranted contracting officer may bind the Government to any changes to the contract.

1.2.1.1 The terms “Minot AFB”, “installation”, and “base” refer to all property and land controlled by the 5th Bomb Wing and the 91st Missile Wing.

1.3 Objective:

1.3.1 The Contractor must provide all personnel, equipment, tools, materials, transportation, and supervision, in support of making air compressor completely functional and provide the desired air to operate the bead blaster, unless specifically identified with in this performance work statement.

1.4 Description Of Service:

1.4.1 The Armament Flight requires the air compressor to be installed, electrically and pneumatically in accordance with all manufacturer instructions to code to allow for the bead blaster to become fully operational. All work is to be performed to manufacturer specifications and incompliance with state, federal, and local codes.

1.5 Codes and Standards:

1.5.1 Contractor work must follow the standards in this requirement and all proper local, state, and federal or national codes. All work must conform to local installation facility standards when shown. All products and equipment must be UL Solutions standards (UL) or equal. All codes and standards must be the latest edition of applicable local, state, and federal or national codes at the time of award.

1.6 Place of Performance:

1.6.1 The primary place of performance is at Building 975 Bomber Blvd located on Minot

AFB. The address for the central office of the 5th Munitions Squadron is building 859 Fighter Rd, Minot AFB ND 58705.

2 SCOPE

2.1 End result is to have a fully operational air compressor (already procured and available for contractor to install) to utilize Armament Flights bead blaster.

2.1.1 Task 1: Install Air Compressor: Secure into position and level air compressor; without interfering with existing infrastructure (ductwork, HVAC, conduits, etc.) provide, install, and route 230V service (conduit, conductors, straps, and anchors) through CMU wall, 2-pole 50AMP breaker from electrical room through CMU wall, utilizing breaker spaces 56 and 58 from existing panel board identified (Panel L1) located in electrical room. Provide and install 30AMP fused electrical disconnect/safety switch nearby air compressor and in accordance with manufacturer specifications. Provide, install, and route approximately 50 feet of 110-120V surface mounted service (conduit, conductors, straps, anchors, etc) From existing electrical room Panel L1 breaker 50 through CMU wall to air compressor’s condensate auto vent.

2.1.2 Task 2: Provide, install, and route approximately 150 linear feet of new pneumatic airline and modify existing facility airline, to create two separate pathways; one isolated pathway to the bead blaster, and one isolated pathway for existing facility air.

2.1.3 Task 3: Provide and install approximately 30 linear feet of quarter inch condensate piping from compressor system’s auto vent to drain floor.

3 GENERAL REQUIREMENTS

3.1 Contractor Personnel:

3.1.1 The Contractor must provide the Government with a point of contact to act as the

Contract Manager. The Contractor must supply an alternate point of contact to the Government if the primary point of contact becomes unavailable. The Contract Manager must have full authority to act on the Contractor’s behalf on all matters relating to daily operation of this requirement. The Contract Manager must be available during normal work hours listed under “Hours of Operation”.

3.1.2 Contractor personnel must present a professional appearance proper to the duties performed. Contractor personnel must be easily recognizable while performing contract work on Minot AFB. The Contractor may do this through the wearing of distinctive clothing, overcoats, or hats bearing the company name or logo. The coloring or design of the items selected should allow easy identification.

3.1.3 When attending meetings, answering government telephones, and working in other situations where the Contractor’s status is not obvious to third parties, the Contractor employees and subcontractors must identify themselves as Contractors.

3.1.4 The Government may restrict base access to anyone identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

3.2 Training:

3.2.1 The Government may need the Contractor to complete government provided training during this requirement. The Government will provide this training to the Contractor at no cost. This includes training to protect government resources and personnel. This training consists of subjects like information protection, operational security, force protection, use of government systems, etc.

3.3 Hours of Operation:

3.3.1 Work Hours:

3.3.1.1 Normal work hours are [7:30 a.m. to 4:30 p.m. CST], Monday through Friday excluding

Federal Holidays. If the Contractor would like to work outside normal work hours, the Contractor must request approval at least three days in advance. The Contractor must make all requests to the Government in writing. The Government will make the final determination and will let the Contractor know of the decision. The Government reserves the right to deny work outside normal hours. The Contractor must carry out any change to work hours at Contractor request at no added cost to the Government.

3.3.2 Federal Holidays:

3.3.2.1 The Government recognizes all Federal Holidays. The Contractor is not authorized to perform services on the following Federal Holidays. See https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/ for specific dates and more information.

3.3.3 Family Days:

3.3.3.1 Minot AFB has occasional “Family Days” prior to or following federal holidays.

Government offices may adjust or restrict access to base and facilities during these days.

3.4 Base Closure:

3.4.1 The Government may stop or delay work at Minot AFB due to weather, exercises, or mission necessities. This requirement is not considered mission essential. The Contractor is not expected to continue work during weather emergencies. The Contractor must listen to local radio, television, or other alerting systems to learn the condition of the base.

When applicable the Government will let the Contractor know of the delay.

3.4.1.1 US Highway 83 between the town of Minot and Minot AFB is prone to road closures during inclement weather.

3.4.2 Work scheduled but not carried out because of base closure due to weather, exercises, or mission necessities must begin as soon as possible after the base reopens, unless otherwise directed by the Government.

3.4.2.1 If weather, exercises, or mission necessities delay Contractor work, the Contractor must let the Government know of the consequence of the delay as soon as possible.

3.5 Tobacco Use:

3.5.1 The Government prohibits tobacco use on its installations except in designated tobacco areas. Tobacco use includes cigarettes, cigars, electronic cigarettes, stem pipes, water pipes, hookahs, and smokeless products that you chew, dip, or snuff. Following contract award, the Government will identify the designated tobacco areas to the Contractor. The Government prohibits the use of tobacco in government vehicles.

3.5.2 Medical Treatment Facility campuses are tobacco free. Medical Treatment Facility campuses consist of the area surrounding the clinic or hospital, to include parking and other outdoor areas surrounding the Medical Treatment Facility.

3.6 Fire and Emergency Reporting:

3.6.1 For emergencies on Minot AFB property call 723-2461 from a mobile or standard phone or 911 from a standard phone. Calling 911 from a mobile phone will connect the Contractor to the nearest civilian agency which may delay the response.

3.7 Site Maintenance:

3.7.1 The Contractor must keep a safe and clean work site during this requirement. This includes:

3.7.1.1 Properly disposing of all trash and waste per local laws and regulations.

3.7.1.1.1 Placing all trash and waste in a suitable container while waiting for disposal.

3.7.1.2 Safely storing all materials, tools, and equipment not in use.

3.7.1.3 Properly collecting any waste scattered by natural or man-made events unless the waste moves into an area which the Contractor may not enter.

3.7.1.4 Performing a final cleanup of any remaining material, tools, equipment, and waste to return the work site to its original state.

3.7.2 The Government may charge the Contractor for the cost of any cleanup completed by the

Government, due to failure or neglect on Contractor’s part. To do this, the Government may establish a debt against the contract for the cost of the cleanup.

3.8 Damage to Government Property:

3.8.1 The Contractor must let the Government know any time the Contractor damages government property. The Contractor must report the damage, the cause if known, and a proposal for repair. The Contractor must repair the damaged items to their previous condition or replace any damaged property at the Contractor’s expense. The Government may charge the Contractor for the cost of any repairs completed by the Government due to failure or neglect on the Contractor’s part. To do this, the Government may establish a debt against the contract for the cost of the repairs.

4 SECURITY REQUIREMENTS

4.1 Base Access:

4.1.1 Unescorted: The Contractor must obtain all necessary passes or other items needed for access to the work performance areas. The Contractor must request contractor passes through the Government by supplying the name, Social Security number, date of birth, work phone, and home phone of employees requiring passes. To better ensure access, the Contractor must adhere to the REAL ID Act. The Government will send pass requests to the 5th Security Forces Squadron Visitor Control Center for approval and issue.

4.1.1.1 Upon completion or termination of the contract, the Contractor must return all passes issued to the Contractor to the Visitor Control Center. Upon resignation or termination of an employee, debarment from base, or termination of a subcontract, the Contractor must collect the passes from those individuals and return those passes to the Visitor Control Center.

4.1.1.2 The Government will supply the Base Access Request template at contract award. The request form is due to the Government within ten days after award. Visit https://www.minot.af.mil/About-The Government/Newcomers/ for information concerning base access. The Contractor is subject to all base regulations.

4.1.1.3 Personnel requesting vehicle access to Minot AFB must supply a valid, REAL ID Act compliant driver's license, current vehicle registration, and insurance.

4.1.2 Escorted: When requesting access to Minot AFB, the Contractor must have a valid state or government picture identification card. Individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require more documentation to gain base access. More documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that has a photograph, or identification cards issued by federal, state, or local government agencies that include a photo and biographic information. The Contractor can find more information, including a full list of REAL ID Act compliant states at https://www.dhs.gov/current-status-states-territories.

4.1.3 Personnel requesting vehicle access to Minot AFB must supply a valid, REAL ID Act compliant driver's license, current vehicle registration, and insurance.

4.2 Physical Security:

4.2.1 Safeguarding Government Property: The Contractor must safeguard all provided government property and controlled forms. At the end of each work period, the Contractor must secure all government facilities, equipment, and materials under the Contractor’s control.

4.2.2 Reporting Requirements: The Contractor must report any information or circumstances the Contractor believes may pose a threat to the security of DoD, civilian, or contractor personnel and resources. The Contractor must also report any threat to DoD classified or unclassified defense information. The Contractor must make the report to a law enforcement officer or security forces member. The Contractor must inform Contractor employees and subcontractors of the reporting requirement before they enter the base for the first time under this requirement.

4.2.3 Weapons, Firearms, and Ammunition: The Government prohibits contractor employees from having weapons, firearms, or ammunition on themselves or within their Contractor-owned or privately owned vehicle while on Minot AFB.

4.3 Motor Vehicles:

4.3.1 Vehicle registration: The Contractor may need to register Contractor vehicles, either permanently or temporarily, with the State of North Dakota Motor Vehicle Department, per applicable State Law. 4.3.2 Traffic Laws: The Contractor must follow all base traffic regulations. The Contractor must not use hand-held cellular telephones, Global Positioning System, and other portable electronics while driving on Minot AFB properties.

4.3.3 Restricted worksite notification:

4.3.3.1 The Contractor must schedule work with the Government a minimum of [24 hours] prior to start of the work to guarantee access to the worksite.

5 QUALITY ASSURANCE AND CONTROL PROGRAMS (QA/QC)

5.1 Contractor Quality:

5.1.1 The Contractor must manage the quality of Contractor services tendered under this contract.

5.1.2 The Contractor must only tender for acceptance those items that conform to the requirements shown in this performance work statement.

5.1.3 For recurring services shown in this performance work statement, the Government defines “tendered for acceptance” to identify either:

5.1.3.1 The scheduled time of completion for any recuring services plus sufficient time for the

Contractor to complete internal quality assurance and Corrective actions, or

5.1.3.2 Any time the Contractor has marked the services as complete through internal processes, i.e., inspection checklist or certificate of completion.

5.1.4 The Contractor must develop and maintain a quality control program, ensuring the services follow this requirement and commonly accepted commercial practices.

5.2 Government Quality:

5.2.1 The Government will rely on the Contractor’s quality assurance system as a substitute for

Government inspection and testing unless customary market practices include in-process inspections.

5.2.2 Upon the tendering for acceptance, as found under “Contractor Quality”, The Government will inspect and evaluate Contractor performance to ensure services meet the requirements in this performance work statement.

5.2.2.1 The Government reserves the right to inspect or test any supplies or services that the Contractor has tendered for acceptance. The Government may ensure conformance with the requirements, check required reports, investigate customer complaints, confer with facility managers, and review the task or its results to decide whether performance meets all standards. Results of the surveillance then become the official Air Force record of Contractor performance.

6 ENVIRONMENTAL

6.1 Notification of Environmental Spills:

6.1.1 The Contractor must report any spills at once by calling the Fire Department at 723-2461 or 911 from a standard phone. If the Contractor spills or releases any substance listed in 40 CFR 302, Designation, Reportable Quantities, and Notification, the Contractor must report the type of material and quantity spilled. The Contractor is liable for the spill or release of such substances and must clean up all spills of less than twenty-five gallons.

The Contractor is liable for the cleanup and cost of any spill greater than twenty-five gallons that occurs through Contractor negligence.

6.2 Hazardous Materials:

6.2.1 The Contractor must have Safety Data Sheets on all the Contractor’s hazardous materials.

The Contractor must supply a list of all hazardous materials to the Government at least 30 days prior to bringing the hazardous material on base. The Government will distribute the list to all proper agencies for approval. The list must have the following information: the name, an estimated quantity, and the expected storage location of each hazardous material. The list must also include a copy of the Safety Data Sheet for each hazardous material. The Contractor must not bring any hazardous materials on base without written approval.

6.3 Compliance with Environmental Laws and Regulations:

6.3.1 The Contractor must know and comply with all applicable federal, state, and local laws, regulations, Department of the Air Force Instructions and Manuals, and other requirements regarding environmental protection to include; AFI 32-7001, Environmental Management (23 August 2019), AFMAN 32-7002, Environmental Compliance and Pollution Prevention (4 February 2020), 40 CFR 273, 40 CFR 133, North Dakota Administrative Code 33-24-02-06, and the Base Hazardous Waste Management Plan (September 2024). If a change to an environmental law or regulation occurs during the term of the contract, the Contractor must follow the laws and regulations as changed. The Contractor must notify the Government of any impact resulting from the change in the laws and regulations. The Contractor must follow the Base Hazardous Waste Management Plan (October 2017) when turning in wastes generated from spill cleanup.

7 ADMINISTRATIVE RECORDS MANAGEMENT

7.1 Records, Files, and Documents:

7.1.1 All records, files, and documents, regardless of media, that are Contractor responsibility to record and keep are the property of the Government and remain so upon termination or completion of the contract. The Contractor must maintain and dispose of them following the requirements established in Air Force Instruction 33-322, Records Management, and Information Governance Program (23 March 2020, IC 1 28 July 2021), and the Air Force Records Disposition Schedule. The Contractor must turn over all records to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Acts. The Contractor may contact Minot AFB Installation Records Management Office (5 BW/IPR), 723-7917, for help and training on records management to ensure compliance with federal record keeping requirements.
