Performance Work Statement Galley Equipment Yearly Planned Maintenance at ACU-5 Camp Pendleton, CA 92055

1.0 BACKGROUND

Assault Craft Unit FIVE at Camp Pendleton, CA seeks a qualified contractor to perform maintenance inspections, needed repairs and emergency repair services as needed according to the subsequent service list and equipment list. Hotwork will not be needed; all equipment is bolted down.

1.1 Planned maintenance required schedule between 3- and 6-month intervals including corrective maintenance on an as needed basis on all galley equipment for both floor and countertop to maximize longevity and ensure the full lifespan and safety operation of galley equipment at Assault Craft Unit Five located at MCB Camp Pendleton, CA.

2.0 SCOPE OF WORK

Contractor shall conduct planned maintenance and provide tools and materials required to complete services listed in 2.1,2.2,2.3,2.4, 2.5 and ACU-5 Galley equipment in section 2.6.

2.1 Contractor shall perform preventative maintenance services which include the following:

· Verify existing equipment warranties.

· Labeling all circuitry per equipment to appropriate breaker.

· Performing an operational test on all galley equipment to determine current functionality.

· Securing and maintaining freezer & chill room door gaskets and heaters.

· Replacing indicator lights and control knobs.

· Troubleshooting and replacing of worn-out faulty control parts.

· Calibrating temperature settings on griddles, ovens, and thermostats.

· Making mechanical adjustment and leveling as needed.

· Cleaning controls, contacts, and terminals while ensuring all connections are securely tightened.

· Lubricating gearboxes and bearings as part of routine upkeep.

2.2 Contractor shall perform corrective maintenance services

· Installing any major parts required for repairs.

· Restoring equipment to its good working condition and operating within Government and Manufacturer predetermined tolerances and limitations

Corrective Maintenance (CM) performance shall be performed on equipment when triggered by one of the following:

· Routine COR Request

· CM requirement identified during PM

Prior to beginning corrective maintenance services, a cost estimate shall be provided to the COR and will include equipment description, number of hours required to make the repair and the associated labor cost, replacement parts name and cost, and the grand total cost of the repair. All cost estimates for CM or repairs must be approved by the Contracting Officer Representative (COR). Communication will be by email for routine requests. Services shall be completed within three (3) working days, unless, as determined by COR, is not feasible due to event or situation beyond the control of the Contractor. In such a case, Contractor shall provide a reasonable target date of completion for COR approval. If in the COR opinion that provided target date will create emergency situation, and the Contractor refused to change proposed target date to an earlier date, the COR deemed it necessary to prevent an emergency, the Government reserves the right to enter into a contract with another Contractor to complete the CM.

CM requirement identified during PM. When CM requirement is identified on an equipment undergoing PM service, CM shall be performed by the Contractor to the equipment as long as: (a) it can be performed during normal working hours, and (b) can be accomplished without deviating from the original scheduled equipment PM (i.e. all equipment originally scheduled are serviced). When CM cannot be completed during the PM day for whatever reason, additional time for a separate visit may be communicated to the COR for approval. Otherwise, the CM may be continued during the next scheduled PM day (where the equipment is located). COR approval is not required when required CM is discovered during performance of scheduled PM and ONLY when there is no associated additional cost to the Government. All other CM requiring parts and/or labor must be pre-approved by the COR.

The contractor is responsible for tracking the Contact Line-Item Number (CLIN) ceiling and at no time will the contractor exceed the Not-to-exceed (NTE) amount for corrective maintenance.

The Government estimates approximately three hundred (300) hours of CM per year based on historical data for planning and proposal purposes.

2.3 Contractor shall perform as needed emergency repair services which include the following:

· Onsite emergency repair of inoperable galley equipment.

· 24 hours on call for all emergency issues.

· On-demand response time of three (3) hours

· As needed basis only

For emergency repairs, the cost estimate as described in section 2.2 above may be performed via phone conversation between COR and Contractor but confirmed and approved of via email before emergency repair performance.

The Government estimates approximately fifty (50) emergency repair hours per year based on historical use.

2.4 Parts.

The Contractor shall acquire brand new OEM only parts needed to complete performance of CM and emergency repair using the most economic means to ensure equipment is repaired with minimal downtime. Re-conditioned or re-furbished components or parts may only be used if it can be shown that use of such component or part is customary commercial practice - subject to prior COR approval. All replacement parts must be pre-approved by the COR. The contractor is responsible for tracking the CLIN ceiling and at no time will the contractor exceed the NTE amount for parts. Parts will be reimbursed at actual cost based on submitted receipts, and no profit/indirects may be applied to the parts CLIN.

The NTE ceiling for the parts CLIN is $15,000 for minor repairs. Parts for major repairs will be purchased directly by the Government.

2.5 Major Repairs:

Major repairs are defined as any repair requiring parts and labor valued over $3,000. Minor repairs are defined as any repair valued under $3,000. Any major repair recommended by the contractor will be reviewed and purchased by ACU-5. Contractor will then install necessary parts required to fix galley equipment listed on this SOW.

2.6 Detailed Service Report:

Contractor will provide Galley Leading Chief and the COR with a detailed report during each maintenance visit. This report must be highly specific and include:

1. Detailed description of the equipment serviced, including manufacturer, model and serial number.

2. Current operational functionality and status of the equipment.

3. Summary of preventative maintenance actions performed.

4. Detailed breakdown of any corrective or emergency repairs completed, including specific parts replaced, actual labor hours expended, and material costs.

5. Professional recommendation for any additional repairs, safety upgrades, or full equipment replacement if necessary.
