About this file
This is a Performance Work Statement (PWS) for DMEA 26-6D6, dated 30 March 2026, establishing requirements for a Microchip Sustainment Plan focused on maintaining access to MIL-PRF-19500 certified semiconductor devices. The PWS applies to the Defense Microelectronics Activity (DMEA), Defense Logistics Agency (DLA), United States Army, United States Navy, and other Department of Defense entities. The effort directly supports the 2026 National Defense Strategy objective to supercharge the U.S. Defense Industrial Base through domestic manufacturing infrastructure investment, obsolescence mitigation, supply chain resilience, and restoration of organic sustainment capabilities for critical microelectronics.
The contractor must be a Qualified Manufacturer certified to MIL-PRF-19500 as listed in QML-19500 and shall perform program, administrative, technical, and financial management throughout the effort. Key requirements include mitigating current obsolescence issues and future obsolescence risks for one or more MIL-PRF-19500 qualified components through activities such as equipment upgrades, facility upgrades, in-sourcing raw material supplier operations, qualifying secondary facilities or manufacturers, or transferring processes to more readily available wafer substrates. Operating constraints prohibit end-of-life buys or inventory increases, restrict funding to United States-based activities only, limit funding to the amount provided in the contracting action, require completion within five years or less, and mandate that sustainment activities constitute long-term solutions extending component life by more than one year rather than serving as stop-gap measures. Referenced government documents include MIL-PRF-19500R24 (Semiconductor Devices General Specification), QML-19500 (Qualified Manufacturers List), and QPDSIS-19500 (DLA Supplemental Information Sheet).

PERFORMANCE WORK STATEMENT (PWS)
DMEA 26-6D6
30 Mar 2026
Project Engineer:
Contract Officer Representative:
1.0 SCOPE:
1.1 TITLE: Microchip Sustainment Plan for Maintaining Access to MIL-PRF-19500 Parts
1.2 APPLICABILITY: Defense Microelectronics Activity (DMEA), Defense Logistics Agency (DLA), United States Army, United States Navy, and other Department of Defense entities.
1.3 BACKGROUND: The 2026 National Defense Strategy (NDS) identifies the "Supercharging of the U.S. Defense Industrial Base" as a primary line of effort essential to national security. The NDS mandates a generational investment in our nation's defense through the revival of American industry, the re-shoring of strategic manufacturing, and the bolstering of organic sustainment capabilities. The assured access to critical microelectronics underpins this entire strategy, as our military's warfighting advantage is directly linked to the ability to securely develop, field, and sustain its systems. Obsolescence and vulnerabilities within the microelectronics supply chain represent a direct threat to this strategic imperative. DMEA's mission to deliver microelectronics solutions directly supports the NDS by engaging government and industry to address these critical technology sustainment and obsolescence issues.
1.4 PURPOSE: The purpose of this requirement is to directly execute the objectives of the National Defense Strategy by investing in the domestic manufacturing infrastructure for MIL-PRF-19500 certified devices. This effort will mitigate critical obsolescence issues, reduce reliance on fragile supply chains, and restore industrial capacity within the United States, thereby ensuring the long-term, secure, and uninterrupted availability of essential semiconductor devices for Department of Defense weapon systems.
