About this file
This statement of objectives describes a requirement to mitigate obsolescence risks for components certified under MIL-PRF-19500. The Defense Microelectronics Activity seeks to fund activities that avoid large-scale obsolescence issues for such devices. Performance objectives include identifying and addressing specific obsolescence problems or risks through measures such as equipment upgrades, facility improvements, workforce investments, second sourcing, or bringing raw material suppliers in-house. Funded work must be performed by a qualified manufacturer under MIL-PRF-19500 and cannot involve end-of-life buys, inventory increases, or activities outside the United States. Mitigation activities must be completed within five years and provide long-term solutions beyond one year of additional component life. The related solicitation from Defense Microelectronics Activity concerns proposals for mitigating large-scale obsolescence risks for MIL-PRF-19500 certified components.

Project Engineer:
Contract Officer Representative:
1.0 SCOPE:
1.1 TITLE: Mitigating Obsolescence of MIL-PRF-19500 Certified Devices
1.2 APPLICABILITY: Defense Microelectronics Activity (DMEA), Defense Logistics Agency (DLA), United States Army, United States Navy, and other Department of Defense entities.
1.3 BACKGROUND: DMEA’s mission is deliver microelectronics solutions to meet the needs of the Department of Defense. To accomplish this, DMEA engages with both government and industry to leverage appropriate solutions for existing technology sustainment including addressing issues of obsolescence. DMEA’s mission goal is aligned with the CHIPS Act of 2022 and the Department of Defense Microelectronics Vision in developing secure supply chains and improving the manufacturing base in the United States.
1.4 PURPOSE: Fund activities to avoid large scale obsolescence of MIL-PRF-19500 certified devices.
2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES:
2.1 GOVERNMENT DOCUMENTS:
Document No. Date Title MIL-PRF-19500R 24 Jul 2021 Semiconductor Devices, General Specification for Department of Defense QML-19500 Qualified Manufacturers List of Products Qualified Under Military
Specification MIL-PRF-19500 QPDSIS-19500 10 May 2023 DLA Land and Maritime – VQ Supplemental Information Sheet for
Electronic QML-19500
3.0 PERFORMANCE OBJECTIVES:
3.1 Mitigate current obsolescence issues or mitigate risk to future obsolescence of one or more MIL-PRF-19500 qualified components. Mitigation could include, but are not limited to:
3.1.1 Purchase of needed equipment upgrades.
3.1.2 Purchase of facility upgrades.
3.1.3 Investment of labor.
3.1.4 Bringing raw material supplier operations in-house.
3.1.5 Qualification of a second facility.
3.1.6 Qualification of second qualified manufacturer for certain components.
3.2 Provide a report detailing identifying the obsolescence issue or risk and what components are impacted and its severity and what Department of Defense programs would be affected by obsolescence (if known).
3.3 Provide a program summary. The contractor shall summarize all work accomplished under this effort, including significant technical accomplishments, problems encountered, solutions implemented, recommendations for improvement, and a comparison of planned schedules and costs with final performance.
4.0 OPERATING CONSTRAINTS
4.1 Mitigation of risk cannot be achieved by a performing an ‘End-of-Life’ buy or increasing inventory of the component(s).
4.2 Mitigation cannot be used to fund activities outside of the United States.
4.3 Funding is limited to what is provided in this contracting action.
4.4 Completion of all mitigation activities must be completed within 5 years or less.
4.5 Mitigation must be a long term solution. It cannot be a stop gap measure that extends component life by less than one year.
4.6 Mitigation must be performed by a Qualified Manufacturer certified to MIL-PRF-19500 as listed in QML- 19500.
