About this file
This is a Synopsis/Solicitation for MIL-PRF-19500 Parts issued by the Defense Microelectronics Activity (DMEA) in McClellan, California under Solicitation No. HQ072726RNR03. The Government seeks to mitigate obsolescence of MIL-PRF-19500 components through a firm-fixed-price contract with all-inclusive unit pricing. The recommended contract line item structure includes CLIN 0001 for "Mitigating Obsolescence of MIL-PRF-19500" valued at one project delivery. Quotes must be submitted by 1400 Pacific Standard Time on Thursday, 14 May 2026 to Contracting Officer Nicholas Roberts at nicholas.s.roberts8.civ@mail.mil using contractor-generated quote forms. The solicitation is issued under FAR Part 12 commercial acquisition procedures, and the Government reserves the right to reject any or all quotations and cancel the solicitation at any time without reimbursing proposal preparation costs.
Offerors must demonstrate MIL-PRF-19500 qualification, confirm on-shore manufacturing capability, and provide estimated impact metrics including the number of affected components and DoD programs. Proposals should include a technical capability narrative demonstrating probability of success in mitigating obsolescence, a detailed performance schedule with major milestones and entrance/exit criteria, proposed reporting formats beyond the Performance Work Statement requirements, past performance narrative demonstrating explicit MIL-PRF-19500 component production experience, fixed support pricing with high-level scope breakdown, and a milestone-based payment schedule. Evaluation will prioritize technical capability and past performance significantly over price, with assessment factors including MIL-PRF-19500 qualified supplier status, on-shore manufacturing facility confirmation, impact scope, probability of success, completion schedule, and demonstrated experience with MIL-PRF-19500 component production. Attachment 1 contains the DMEA Performance Work Statement (PWS) No. 26-6D6, dated 30 March 2026.
