Summary of Question & Answer Report
This is a Question & Answer Report issued by Napa County Public Works for Request for Qualifications (RFQ) No. PW260801 regarding the Napa County Animal Shelter Phased Expansion Feasibility and Design project. The County is soliciting qualified architectural and engineering teams to provide feasibility studies and phased design services for expanding the existing animal shelter facility located at 942 Hartle Court, Napa, California. The project scope includes planning for 80 double-compartment feline kennels for strays, 70 double-compartment feline kennels for adoptions, 15 additional indoor-outdoor dog kennels across various categories, a dedicated spay/neuter room, expanded laundry and cleaning facilities, and additional storage space. The Statement of Qualifications response deadline is September 14, 2026, at 5:00 PM, with questions due by September 2, 2026, at 12:00 PM. Virtual interviews are scheduled for September 24 and 28, 2026, and contract award is estimated for November 3, 2026. The contract term extends five years from the effective date. No in-person site visit will be held; however, virtual meetings and electronic information will be provided through future addenda.
The County has not established a set budget for this project and does not anticipate acquiring additional property. Professional liability insurance requirements have been established at $2 million per claim, general liability at $2 million combined single limit, and employer's liability insurance at $1,000,000 (reduced from the initial $2,000,000 requirement upon review by the Napa County Risk Manager). The Qualifications Based Selection process requires evaluation of company history, background and experience, communication and responsiveness, and sustainable business practices. Geotechnical and hazardous materials subconsultants may be required depending on the ultimately defined scope of work. Compensation will be structured as a not-to-exceed budget per task with progress payments based on percentage completion, and the County reserves the right to award without further competition, negotiate with respondents in order of ranking, or reject all responses.
