About this file

This file contains property walk images for the Napa County Animal Shelter Phased Expansion Feasibility and Design project, a Request for Qualifications issued by Napa County Public Works. The project involves feasibility and design services for the expansion of the existing animal shelter facility located at 942 Hartle Court, Napa, California. The scope encompasses a planning feasibility study followed by shelter expansion design and construction documents, including space planning for 80 double-compartment feline kennels for strays, 70 double-compartment feline kennels for adoptions, 15 additional indoor-outdoor dog kennels across isolation, stray, and adoption categories, a dedicated spay/neuter room, expanded laundry and cleaning facilities, and additional storage space. The existing facility contains approximately 23,000 square feet of enclosed shelter space with additional site area available for expansion. The Statement of Qualifications deadline is September 14, 2026, with virtual interviews scheduled for September 24 and 28, 2026, and contract award estimated for November 3, 2026. The contract term extends five years from the effective date, with County right to suspend for up to 60 days or terminate for convenience with 30 days' notice. Services extend through construction-phase oversight.

Compensation is structured as a not-to-exceed budget per task with progress payments based on percentage completion. A local-vendor preference applies to firms with billing addresses within Napa County when qualifications are otherwise equal. The selected design team must comply with California prevailing wage requirements for design and feasibility phases. Qualifications-based selection will employ a two-phase evaluation process, with the Statement of Qualifications phase carrying 100 points weighted across company history (20 points), background and experience (55 points), communication and responsiveness (20 points), and sustainable business practices (5 points), and an additional 200 points available during the interview phase. The consultant must maintain professional liability insurance of $2 million per claim, general liability of $2 million combined single limit, and workers' compensation at statutory limits. Questions are due September 2, 2026, at 12:00 PM. The County reserves the right to award without further competition, negotiate with respondents in order of ranking, or reject all responses.
