About this file

This addendum to the Request for Qualifications (RFQ) No. PW-26-01 issued by the City of Roseburg Public Works Department in Oregon clarifies project requirements for the Water System Master Plan consulting services. The addendum, issued on December 15, 2025, addresses two critical questions regarding project scope and data availability. The first clarification confirms that the City intends to include internal and external inspections of thirteen (13) municipal water reservoirs, with internal inspections to be conducted by divers as part of the comprehensive infrastructure evaluation. The second clarification addresses data provision, stating that the City will furnish active GIS files for the existing water system to the selected consultant upon project commencement; for the Statement of Qualifications submission phase, proposers may reference the existing 2010 MSA water master plan and may request information regarding specific system improvements implemented since that earlier plan. The original RFQ submission deadline was December 18, 2025, at 2:00 p.m. Pacific Time, with anticipated City Council approval scheduled for February 23, 2026, and notice of award by February 24, 2026.

Acknowledgment of receipt of this addendum is required on the submittal form, with failure to do so potentially resulting in bidder disqualification. The addendum does not introduce new pricing terms, set-asides, or funding information beyond what was established in the original RFQ, which requires proposers to carry $2,000,000 in professional liability insurance, $2,000,000 in commercial general liability with a $4,000,000 aggregate, and $2,000,000 in automobile liability coverage. The project requires a final draft completion within twelve months of the notice to proceed, with deliverables including twenty physical copies and a PDF version of the master plan documents, as well as a fully developed hydraulic network analysis tool that becomes the property of the City.

This addendum forms a part of the Request for Qualifications (RFQ) and modifies the original Documents as noted below. Acknowledge receipt of this addendum in the space provided on the submittal form. Failure to do so may subject the Bidder to disqualification.

Clarifying Information:

Question #1: Under the Water System Mast Plan Format, within exhibit “C”, section A.7.c. states “perform visual inspection of interior and exterior of the City’s thirteen (13) reservoirs and provide specific recommendations with planning level estimates regarding recoating, cathodic protection, and miscellaneous improvements.

Is it the City’s intent to have these inspections done as part of the

Water Master Plan evaluation?

Response: Yes, we want the tanks to be inspected externally, and internally with divers, as part of the existing infrastructure evaluation.

Question #2: Can the City provide GIS files for the existing water system?

Response: The City of Roseburg will provide the active GIS files for the existing water system to the selected consultant when they begin work on the planning document. For this SOQ the existing system can be closely summarized by referring to the existing water master plan (MSA,2010). Specific improvements that have happened since that plan can be provided if requested.
