About this file

This is a Request for Information (RFI) issued by the Montana Department of Public Health and Human Services seeking organizational capacity information for delivering 24/7 crisis support services to individuals with developmental disabilities and complex behavioral health needs. The RFI stems from Recommendation #3 of the Behavioral Health Systems for Future Generations Commission Report (2024), established through HB 872 with $300 million allocated for behavioral health and developmental disabilities system reform. The Department is soliciting information on existing infrastructure and organizational capabilities to provide comprehensive training, technical assistance, and crisis response support to the 0208 Comprehensive Waiver provider network. Respondents are asked to address organizational experience, services provided, staffing models, and cost data within a 20-page response limit. Responses are due by January 20, 2026, at 2:00 PM MST via the eMACS system. No formal contract award date, site visits, or bidder conferences are specified, as this is explicitly a fact-finding exercise to assess market readiness.

The RFI requests itemized cost data with identification of services reimbursable through existing funding streams such as Medicaid Waiver and Medicaid State Plan services, though no specific budget range or contract amount is designated. No set-asides, incumbent vendors, or specific organizational type restrictions are identified, making the solicitation open to non-profit organizations, healthcare providers, and specialized service contractors. Responses should demonstrate experience serving rural populations, providing 24/7 availability, utilizing telehealth and virtual support services, and implementing crisis intervention training for staff working with individuals with intellectual and developmental disabilities. The anticipated outcomes include increased ability for people with complex support needs to remain in their local communities while leveraging natural supports and adequate resources. Technical support for the RFI process is available through the eMACS Help Desk at 406-444-2575, with primary contact April Pfeiffer at April.Pfeiffer@mt.gov or 406-444-5329.

Purpose and Objectives This RFI is a result of Recommendation #3 of the Behavioral Health Systems for Future Generations (BHSFG) Commission Report (2024). The BHSFG Commission was established in 2023 by the Montana Legislature through HB 872, which allocated $300 million to stabilize, study, and reform Montana’s behavioral health and developmental disabilities systems. The Commission was tasked with drafting a report that included recommendations on how to utilize the $300 million.

Among these recommendations, the Commission identified a pressing need to establish a more robust continuum of care for people with developmental disabilities with complex and/or dual diagnosis (developmental disability and behavioral health diagnosis) support needs by providing technical assistance and crisis response to existing 0208 Comprehensive Waiver providers.

The Department seeks information on existing infrastructure and organizations’ abilities to provide comprehensive training and on-demand technical assistance to assist the developmental disabilities provider network in supporting people with complex needs and crisis response. Responses to this Request for Information will be used for additive support of individuals with intellectual/developmental disabilities and behavioral health support needs in addition to a planned START Clinical Team model.

Anticipated outcomes included in the BHSFG Recommendation #3 include increased ability for people with complex support needs to remain in their local communities, leverage natural support, and receive adequate services and resources to meet their needs.

RFI Response Instructions The following information requested is intended to guide responses and ensure that the Department receives comprehensive information to assess the availability of 24/7 crisis response services in Montana.
