About this file

This is a Request for Information (RFI) issued by the State of Montana Department of Public Health and Human Services, Office of Procurement and Contracts, seeking information regarding organizational capacity to provide 24/7 psychiatric technical assistance and crisis support services throughout Montana. The RFI was released on December 16, 2025, and is open for responses until January 20, 2026, at 2:00 PM MST. The solicitation addresses multiple mental health service areas including crisis centers, suicide prevention, mental health counseling, severe disabling mental illness, and substance and alcohol abuse services. No formal contract will result from responses to this RFI; rather, it is designed to gather market intelligence on service availability and associated costs. Responses must comply with all instructions provided and should address the organization's past experience with similar services, identification of necessary project components, potential risks and mitigation strategies, project completion timeframes, and estimated pricing.

Vendors are required to submit responses to seven specific questions addressing their interest in providing services, relevant experience, identification of major project components, potential problems and risks, project timeline estimates, and price range estimates from lowest to highest. The RFI explicitly states this is a fact-finding solicitation and should not be construed as a commitment or intent to procure services. Interested vendors must register in the eMACS system and accept the State's standard RFI language, Q&A Board information, and the Request for Information notice before responding. The primary contact for this RFI is April Pfeiffer at April.Pfeiffer@mt.gov or 406-444-5329, with technical support available through the eMACS Help Desk at 406-444-2575.
