The contract is intended for AECOM Technical Services, Inc. to provide ongoing development, maintenance, and enhancement services for SWEPT, a secure, web-based application designed to standardize and automate the preparation, review, approval, tracking, and reporting of environmental documents and reports. SWEPT supports the Department's environmental review, documentation, and compliance activities during the Project Development and Environment (PD&E) phase and subsequent project development stages, including functions under National Environmental Policy Act (NEPA) assignments. The notice was posted on January 16, 2025, with the internal tracking number DOT-SS-26-9045-DG, and the primary contact is Destyne Grayson at the Office of Environmental Management.

The contract value is $4,950,000.00 for the 2023-2025 period. AECOM is identified as the sole source provider based on its unique institutional knowledge of the application's architecture, code-base, data structures, and workflow logic, having been the exclusive developer, maintainer, and technical support provider for SWEPT since its inception. The procurement includes technical support and help desk services, information technology consultation services, and permanent information technology software developer and staffing needs. The single source justification emphasizes that maintaining the existing partnership with AECOM is essential to ensure continuity of operations, system reliability, and uninterrupted compliance with federal and state environmental requirements. Protests to this intended decision must be filed in accordance with Section 120.57(3), Florida Statutes.
