About this file

The document is a Single Source Purchase Description from the Florida Department of Transportation (FDOT) for a targeted advertising and safety promotion partnership with the Jacksonville Jumbo Shrimp baseball team. The contract is for a three-year term, running from 06/27/2025 to 07/22/2025, with an estimated total value of $180,000.00, focused on advertising services (Commodity Class 82100000) to promote the FDOT's Target Zero safety initiative. The procurement document was posted on 06/27/2025, with the last day for receipt of information set for 07/22/2025, and the requestor is the D2 Transportation Support division.

The justification for this single-source acquisition centers on the unique opportunity to partner with the Jacksonville Jumbo Shrimp, which attracted nearly 350,000 fans at their home games last year. The partnership will include various safety promotion methods such as a Designated Driver booth, video board displays, and promotional announcements during baseball games. The FDOT aims to leverage this partnership to spread their Target Zero message (zero fatalities and zero serious injuries) through a private entity that aligns with their community-centric approach. The contract is being pursued under Florida Statute 334.044 (5)(7) for the promotion of traffic safety, with the Jumbo Shrimp being the sole entity responsible for promotions and displays inside the 121 Financial Ballpark.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): The Florida Department of Transportation (FDOT) has adopted

Safety as one of it's key tenets that sets our direction and vision as part of the FDOT Compass. As such, we stress the importance of safety throughout our agency. Specifically, we have adopted Target Zero as our goal - Zero Fatalities and

Zero Serious Injuries. To promote Target Zero, the FDOT partners with various entities - some public, some private - to spread our message. This is accomplished with social media, universities, law enforcement, other government partners, outdoor advertising companies, etc. The Target Zero Team in FDOT District Two has developed a relationship with the

Jacksonville Jumbo Shrimp AAA minor League baseball team (Jumbo Shrimp) and organization (a private, single source entity). The Jumbo Shrimp share the centric tenet of our Compass - Communities. The Jumbo Shrimp attracted nearly

350,000 fans at their home games last year. We have a golden opportunity to partner with this organization to promote

Safety and Target Zero through various outreach sponsorships ranging from the Designated Driver booth to video board displays to promotional announcement including a portion of our tagline every time the Jumbo Shrimp score a run for

FDOTs Target Zero and the Jumbo Shrimp "get home safely." The Jumbo Shrimp are solely responsible for the promotions and displays inside the 121 Financial Ballpark, therefore they are the entity we must partner with.
