About this file
This is a Pump Station Details document for the South Carolina Department of Parks, Recreation & Tourism's maintenance contract for the sanitary lift station located at the Landrum Welcome Center in Landrum, South Carolina. The contract encompasses comprehensive monthly inspections and maintenance services including wet well pull-down, pump and float inspection and cleaning, debris removal, and control and alarm verification, along with bi-annual services such as mowing, vegetation pruning, sediment removal, and monthly report generation. Annual air release valve maintenance by a confined-space-certified technician and emergency response within four hours of notification are also required. A non-mandatory pre-bid conference is scheduled for August 20, 2026 at 2:00 PM at the Landrum Welcome Center, with site visits strongly encouraged and available by contacting David Gilson at 864-878-9813 or Rusty Zahler at 803-734-7218. Proposals are due September 3, 2026 at 2:00 PM, with award notification posted September 10, 2026. The initial contract term is one year with four one-year renewal options, providing a maximum five-year term with an estimated start date of September 21, 2026.
The lift station infrastructure consists of a precast structure with a wet well, electric pumps, electronic controls, telemetry capabilities, a backup generator, and associated appurtenances. The contractor must provide fixed unit pricing for monthly service, bi-annual service, yearly air release valve maintenance, and remote telemetry monitoring with text, email, and phone notification capabilities, plus separate rates for additional repairs and emergency call-outs. All work must comply with SCDOT Standard Specifications for Highway Construction (2007 edition), SCPRT Sewer Specifications, and SCDHEC and EPA regulations, with the contractor assuming financial responsibility for any DHEC fines resulting from non-compliance. The contractor must handle all material and hazardous waste disposal, submit comprehensive monthly operational reports, and manage confined-space work, electrical repairs through licensed electricians, crane support, and force main pipe repairs as needed. All offers must be submitted electronically through http://www.procurement.sc.gov, and contractors must obtain a South Carolina state vendor number and register in the SCEIS system.
