About this file

This Public Records document outlines the City of New Smyrna Beach's compliance requirements for public records management related to the T-Hangar E Renovation solicitation (ITB 11-26-AIR). The document establishes that all material submitted in response to this sealed competitive bid becomes City property and is subject to public inspection ten days after the public opening. Solicitation documents for the T-Hangar E Renovation project at the New Smyrna Beach Municipal Airport are available for review by any person, with the resulting contract available for public review after execution. The non-mandatory pre-bid meeting and site visit occurred on March 9, 2026 at 10:30 am at Hangar E (270 Industry Park), with written questions due by March 17, 2026 at 5:00 pm. Sealed bids were required to be submitted electronically through the City's eProcurement Portal by March 31, 2026 at 5:00 pm, with public opening scheduled for April 1, 2026 at 10:00 am and City Commission award recommendation on April 28, 2026. The project involves complete renovation of a 16,600 square foot hangar with a maximum total contract time of sixty consecutive calendar days from Notice to Proceed, divided into two work areas with thirty-day completion requirements each.

Contractors are required to maintain public records necessary to perform the contract services and must provide copies or allow inspection of requested records within a reasonable timeframe at no cost exceeding statutory limits. Upon contract completion, all public records must be transferred to the City at no cost, or contractors must maintain records in compliance with applicable retention requirements. All electronically stored records must be provided in formats compatible with the City's information technology systems. The contract is federally funded through FDOT grant funding combined with local share, making it subject to Davis-Bacon Act prevailing wage requirements, FAA Advisory Circular AC 150/5370-2 compliance, and disadvantaged business enterprise participation requirements. Contractors must maintain comprehensive insurance with the City named as additional insured, provide bid bonds of no less than ten percent of the bid amount, and submit performance and payment bonds equal to one hundred percent of the contract price within fourteen days of bid acceptance. Liquidated damages are assessed at $250 per calendar day for project delays. The City's Custodian of Public Records (City Clerk) can be contacted at 386/410-2630 or clerk@cityofnsb.com regarding public records inquiries.
