SECTION 1 - DESCRIPTION

1.1 SCOPE OF WORK

This work statement identifies the operations and technical support required to augment and operationally implement the comprehensive safety program of the 45th Space Wing (45 SW). The contractor shall provide resources to support the safety operations and launch safety functions described herein. The contractor shall support required functions and operations at any location on Cape Canaveral Air Force Station (CCAFS), Kennedy Space Center (KSC), and Patrick Air Force Base (PAFB). Support may be required at Los Angeles Air Force Base (LAAFB), Vandenberg Air Force Base (VAFB), or any remote location as required by 45 SW Range Safety. Remote locations include, but are not lim-ited to: Sacramento California, Decatur Alabama, Denver Colorado, Brigham City and/or Magna Utah, Kings Bay Georgia, Wallops Island Virginia, Anchorage and Kodiak Alaska, Clearwater Florida, Antigua, and Ascension. The contractor shall attend and participate in safety-related meetings or events as deemed necessary by 45 SW Range Safety. The contractor shall provide a work breakdown structure (WBS) that adequately addresses the work tasks associated with the PWS. (CDRL A100)

It should be understood that the nature of the support is subject to changes in launch scheduling due to fluctuations in the launch manifest. Launch vehicle programs may end and new programs begin making it difficult to truly predict exact workloads.

1.2 PAD SAFETY

1.2.1 Certified Personnel

The contractor shall provide and maintain experienced, trained, and certified personnel to perform the pad safety function for generally known and expected activities IAW Ex-hibit B. (CDRL A103)

1.2.2 Support Requirements

All requests for support of operations scheduled at least 24 hours in advance shall be met. Requests made less than 24 hours in advance shall be met to the maximum extent possible, consistent with the availability of qualified personnel and other essential re-sources. All emergencies requiring safety response shall be physically supported, at the scene of the emergency, within 90 minutes of notification. Contractor resources shall be managed to ensure adequate support of planned and unplanned activities that may oc-cur at any time, 365 days per year, 24 hours per day. Activities that are not time-critical shall be planned and scheduled to best meet the overall needs of the various range users. The results of all reviews, supports, inspections, tests, etc., shall be documented and made available to the Government. Explosives safety inspections shall be con-ducted IAW AFI 91-202 and documented using a 45 SW/SEW provided data base. The data base will be made accessible to all 45 SW/SEW personnel for reference and audit purposes.

1.2.3 General Responsibilities

General responsibilities are described in United States Space Force Manual (USSFMAN) 91-710 Volume 6, ¶2.1.3.1. Similar requirements exist in the previous ver-sion of AF Safety documentation (Eastern and Western Range [EWR] 127-1) which some heritage programs remain contractually bound to. In this instance the similar re-quirement is found in EWR 127-1 Chapter 6, ¶6.2.2.1. (CDRL A109)

1.2.4 Hazardous and Safety Critical Pad Support

The contractor shall provide safety oversight of hazardous and safety critical operations from pre-launch activities through post-launch pad safing in accordance with (IAW) the requirements of USSFMAN 91-710 Volume 6, ¶ 2.1.3.2. (EWR 127-1 Chapter 6, ¶6.2.2.3).

Surveillance Checklists

The contractor shall provide surveillance checklists detailing operations safety actions (or verifications) needed for each hazardous and safety critical operation requiring over-sight (CDRL A102)

Safety Oversight Expertise and Training

The contractor shall provide safety expertise for the operation being overseen and shall possess the capability to technically advise the systems engineer on the hazards, rec-ommend alternate solutions, and ensure public and launch area safety. The contractor shall provide a detailed plan that describes, at a minimum, the required personnel train-ing and certification necessary to perform oversight of hazardous operations (CDRL A103). At a minimum, all personnel providing safety oversight of hazardous operations shall have training on the relevant range user’s program, systems, facilities, and proce-dures. Deviations from the certification and training plan will be approved by 45 SW Range Safety. The contractor shall possess the capability to trace/interpret hazardous and safety critical systems as necessary (e.g., electrical schematics, ordnance circuits, pressure systems diagrams).

1.2.5 Notifications

Provide required notifications in accordance with USSFMAN 91-710 Volume 6, ¶2.1.3.3.

(EWR 127-1 Chapter 6, ¶6.2.2.5) (CDRL A104). The term immediate indicates notifica-tion should be accomplished no later than (NLT) 15 minutes after the incident has oc-curred and it is safe to report. The phrase as soon as possible (ASAP) indicates notifi-cation should be accomplished NLT 1 hour following an incident as long as it is safe to report.

1.2.6 Flight Termination System (FTS) Installation, Checkout, and Status

Monitor and verify the installation, checkout, and status of the FTS in accordance with Range Safety instructions at locations designated by Range Safety, including subma-rines (Reference USSFMAN 91-710 Volume 6, ¶2.1.3.4. (EWR 127-1 Chapter 6, ¶6.2.2.6)). (CDRL A111)

1.2.7 Inspections, Tests, Audits, and Visits

The contractor shall perform safety inspections, audits, and on-site visits not directly related to operations support or incident response to verify overall compliance with safety requirements in accordance with USSFMAN 91-710 Volume 6, ¶2.1.3.5., 5.8.3.

and 13.4.2. (EWR 127-1 Chapter 6, ¶6.2.2.7, 6.5.8.3 and 6.13.4.2.) and AFI 91-202 The US Air Force Mishap Prevention Program, para 3.6 and 3.7. In-depth annual and peri-odic spot inspections shall be performed on each facility that conducts explosives activ-ities that require an Explosives Site Plan (ESP) or explosive license (EL). Explosives safety assessments and inspections (annual and spots) shall be conducted IAW AFI 91- 202 and documented using the 45 SW/SEW provided data base. All data entries will be made accessible to all 45 SW/SEW personnel for reference and audit purposes. Inspec-tion documentation and reporting requirements will be met by data entries into this da-tabase. Spot inspections will be performed as directed by the Chief of Safety policy let-ter. Inspection and documentation for testing facilities is to determine their suitability for use as launch day shelters and managing the launch day toxic shelter program but will be on an as required basis.

(a) Extensive annual assessments, inspections and periodic spot inspections shall be performed on each facility that conducts explosives activities that require an Explosives Site Plan (ESP) or explosive license (EL). The minimal number of 3 spot inspections will be conducted and documented monthly based on the Chief of Safety policy letter but more frequently if determined by the govern-ment.

(b) Explosives safety assessments and inspections (annual and spots) shall be documented using the 45 SW/SEW provided data base. Training and access to this data base will be provided by 45 SW/SEW and all data entries will be made accessible to all 45 SW/SEW personnel for reference and audit pur-poses. Inspection documentation requirements will be met by data entries into this database. The reports generated from the data base will be included in CDRL 104 report.

(c) Inspection and documentation of testing facilities is to determine their suitability for use as launch day shelters and managing the launch day toxic shelter pro-gram but will be on an as required basis.

1.2.8 Documentation Preparation and Maintenance

The contractor shall prepare and maintain safety plans (e.g., Operations Safety Plans (OSPs), Safety Operating Plans (SOPs)) per USSFMAN 91-710 Volume 6, ¶2.2.4.15.

(EWR 127-1 Chapter 6, ¶6.2.2.2.) for all hazardous processing facilities located on CCAFS. The Operations Safety Plans and Safety Operating Plans shall be updated an-nually or as required by Wing Safety. The safety plans must be reviewed by the appro-priate wing safety divisions prior to approval.

1.2.9 Incidents

The contractor shall provide safety support for anomalies, emergencies, mishaps, ca-tastrophes, or any other incident with potential safety consequences IAW the referenced instructions in USSFMAN 91-710 Volume 6, ¶2.1.3.1.10. (EWR 127-1 Chapter 6, SECTION 1 - Page 4

¶6.2.2.1.l). Incidents will be investigated for information and lessons learned when re-quested. Sound judgment and specific program knowledge will be used to ensure safety while minimizing impacts to on-going operations and activities. Additionally, the contrac-tor will participate in Wing readiness exercises and inspections as directed. (CDRL A104)

1.2.10 Launch Operations

The contractor shall provide safety support as described in USSFMAN 91-710 Volume 6, Chapter 2, ¶2.1.3. and Chapter 17, ¶17.1 through 17.4 (EWR 127-1 Chapter 6, ¶6.2.2.4. and 6.17.2). All personnel supporting launch operations shall be trained on the particular range user program at least twice within a 24-month period (CDRL A103).

Deviations from the certification and training plan will be approved by 45 SW Range Safety. The contractor shall provide surveillance checklists that detail pad safety actions (or verifications) that need to be performed for each launch operation for which the con-tractor is expected to provide oversight (CDRL A102).

45 SWI 91-206 Danger Area Information Plan

The contractor shall comply with specific functions IAW 45th Space Wing Instruction (SWI) 91-206. The contractor shall also provide unique roadblock access information for each launch mission (CDRL A105).

1.2.11 Process Safety Management (PSM)

When directed by the contracting officer, the contractor shall provide a comprehensive process safety management (PSM) program report for the 45 SW IAW 45 SWI 91-101 that supports both DoD and commercial customers. This will be accomplished via a PSM triennial audit for Wing Safety. (CDRL A107)

1.3 PRESSURE VESSEL MECHANICAL INTEGRITY (PVMI) PROGRAM

PVMI task support will be provided on a case-by-case (work request) basis when funding becomes available. This support is intended for 45th Space Wing (SW) but may include range customer support as well. When so directed, the contractor shall provide experi-enced, trained, and certified personnel to administer, facilitate, and implement a pressure vessel and systems certification/recertification, process safety information, and mechan-ical integrity program at the 45 SW IAW the requirements of USSFMAN 91-710, Volume 6, Chapter 2, ¶2.2.4.8 through .10 (EWR 6.2.3.4.h through .j), ESMC-TR-88-01, 29 CFR 1910.119, 40 CFR 68, and any other applicable federal laws and national consensus standards applicable to PVMI. (CDRL A106)

1.3.1 PVMI Support Requirements

For highly hazardous pressurized systems operated and maintained by 45 SW and/or 45 SW contractors, tasks will include, but are not limited to, system documentation re-view, design engineering analysis, inspection and test planning, nondestructive exami-nations, hazard assessments, design reviews, establishing/maintaining inventory of highly hazardous pressurized systems, field inspections, review of systems configura-

SECTION 1 - Page 5 tion, compliance analyses, managing and implementing the in-service inspection pro-gram, and management of the pressure system information and mechanical integrity database and making it accessible to the Government. Reports, evaluations, analyses, inventories, plans, etc., shall be provided (CDRL A106).

1.4 GENERAL INFORMATION

1.4.1 Administrative Services

The contractor shall provide all management, administration, training, supervision, la-bor, materials, supplies, and equipment, except those designated as government fur-nished, necessary to perform all tasks related to the operations and flight safety func-tions as described within this work statement. Maintain complete property records for all Government Furnished Property (GFP) and Government Furnished Equipment (GFE) in accordance with FAR Part 45 and PWS paragraphs 3.1 - 3.4. The contractor shall submit all CDRLs as required (CDRL A114).

(a) Security (DD Form 254 and PWS paragraph 3.5.9.5)

The contractor shall ensure that its personnel have the necessary security clearances to perform its duties. A SECRET clearance will be required of all personnel handling up to SECRET information.

(b) Vehicles

The contractor is responsible for employee transportation in support of 45 SW Range Safety or range users. Some support vehicles shall be capable of providing off-road access to locations not typically accessed by motorized vehicles in order to adequately meet the requirements of the PWS. Vehicles must be certified for launch pad entry on CCAFS. POV (privately owned vehicles) are not permitted in some locations therefore the contractor must provide transportation by the most economical means available.

(c) Communications and Safety Equipment

The Government will provide hand-held communication radios to safety contractor per-sonnel providing on-site support (GFE). The contractor shall provide adequate commu-nications capability (cell phone, etc.) to key personnel to ensure an around-the-clock response capability. The contractor shall provide its personnel the necessary protective equipment to perform required duties.

(d) Management Information System (MIS)

The contractor shall have the capability to adequately interface with the government and the 45th SW financial accounting system utilizing the 45 SW local area network (LAN).

The contractor must be able to estimate work as identified on the range schedule/launch manifest. (CDRL A112)

(e) Launch Risk Forecast SharePoint Portal

The contractor shall provide and maintain a SharePoint (SP) site that allows access by both government and non-government personnel. The site shall have restricted access

SECTION 1 - Page 6 with password protection, and be capable of uploading/downloading large docu-ments/presentations. The SP site shall be hosted as necessary to meet this require-ment.

(f) Explosives Safety SharePoint Portal

The contractor shall provide training, supervision, labor, materials, supplies, equipment and maintain a SP site that allows access by both government and non-government personnel. The contractor shall provide training to personnel granted access to the SP site. The site shall be accessible via CAC, PIN or password and be capable of uploading and downloading large documents and presentations. The site will be administered by 45 SW/SEW and used to document requirements of DoD and AF explosives safety standards. The site shall be structured such that program proprietary information shall be protected. The site shall be available for inspections if required. The SP site shall be hosted as necessary to meet this requirement.

(g) Invoicing/JOCAS Reporting

The contractor shall provide on a bi-weekly basis, Job Order Cost Accounting System (JOCAS) uploads via a File Transport Program (FTP) upload to the government server, (IP 147.74.225.45) which is authenticated on the Patrick LAN inside the firewall. The IP address is recorded and accept by the JOCAS Server (CDRL A110). Unique user names and passwords are used for each contract. All contractor submitted invoicing is required to be completed no later than 30 days after completion of work and is required to match the corresponding JOCAS submission(s). (CDRL A112) Each invoice submitted to the WAWF for processing, the contractor will include in the remarks the date of the JOCAS upload that validates the invoice’s numbers submitted for payment. Additionally, all In-voices must contain in the invoice description, the work request that applies to the sub-mitted invoice. (CDRL A108). Invoices will not be approved without a corresponding JOCAS file that supports and matches the dollar amount of the invoice. (CDRLs A108, A112)

(h) Cost Management Status

The contractor shall keep detailed records of payment/invoice history that includes up-dates to a living spreadsheet for all costs by CLIN (CDRL A112). This spreadsheet will be updated on a monthly basis. This spreadsheet will include charges by CLIN with re-maining funding on all task orders that are still being worked. Range customer support updates will be provided as soon as possible. Strong oversight of customer funding is essential in order to properly manage reimbursements and critical in properly funding the contract.

1.4.2 Quality Assurance

The contractor shall establish, document, implement and maintain a quality manage-ment system and continually improve its effectiveness. Note: The quality system is not required to be certified, but shall be in accordance with the intent of International Organ-ization for Standardization ISO 9001:2015, “Quality Management Systems – Require-ments.” This includes providing a quality assurance program plan (QAPP) to implement the applicable ISO elements (CDRL A113).

1.4.3 Metrics

The contractor shall provide a bi-weekly financial submission via a JOCAS upload to the 45th Space Wing JOCAS server (CDRL A110) and a monthly activity report (CDRL A101). The contractor shall develop performance metrics linked to a service summary (SS). They shall be derived from data that can be readily collected and repeated, dis-tinguish between desirable and undesirable results, are easily understood, and reveal trends. Utilizing the intent of ISO 9001:2008, the contractor shall review metrics for va-lidity and identify deviations, reasons for deviations, and recommendations for adjust-ment. Performance objectives and thresholds for critical services are provided in

SECTION 2.

1.4.4 Physical Security

The contractor shall be responsible for safeguarding all government property provided for the contractor’s use. At the close of each work period, all government facilities, equipment and materials shall be secured.

1.4.5 Key Control

The contractor shall establish and implement methods of ensuring that all keys issued to the contractor by the Government are not lost or misplaced and are not used by un-authorized persons. No keys issued to the contractor by the Government shall be du-plicated. The contractor shall develop procedures covering key control that will be in-cluded in the quality control plan.

1.4.6 Sensitive Material

PRIVACY ACT (PA) and FOR OFFICIAL USE ONLY (FOUO) materials shall be safe-guarded IAW DoDM 5400.07/AFMAN 33-302 Freedom of Information Act Program, and AFI 33-332, Air Force Privacy and Civil Liberties Program.

1.4.7 Hours of Operation

(a) Normal Hours

When working on Government sites, normal duty hours are 0730 – 1630, Monday through Friday unless otherwise specified. Circumstances may require the contractor provide services after normal duty hours.

(b) Overtime Hours

Contractor personnel shall be able to work overtime when no satisfactory alternative exists while complying with the work time limitation requirements of USSFMAN 91-710, Volume 6, ¶5.1.3 (EWR 127-1, Chapter 6, ¶6.5.1.3) if applicable.

The contractor shall actively seek the means and methods to support the required safety functions described herein while minimizing manpower and other costs. Overtime is not authorized for support pertaining to CLIN X001 unless extreme need is justified.

(c) Travel

Some travel is required to perform the tasks outlined herein. A trip and/or meeting report may be required for specific safety-critical issues as determined by the government pro-gram manager (CDRL A111).

1.4.8 Continuation of Essential DoD Contractor Services During Crisis

Performance of these services are considered to be mission essential during time of crisis as described by DoDI 1100.22, Policy and Procedures for Determining Workforce Mix. Contractor will perform tasks as assigned IAW 45 SW Installation Emergency Man-agement Plan (IEMP) 10-2 CCAFS Launch Incident Appendix.

1.4.9 Records

The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in the PWS or required by provi-sions of a mandatory directive listed in APPENDIX C. If requested by the Government, the contractor shall provide the original record, or an electronic copy.

(a) A government record generated by the contractor is a document (i.e. soft or hard copy of Excel, PowerPoint, Word, etc.) prepared by the contractor to fulfill a requirement of the Pad Safety Support Contract in accordance with the Per-formance Work Statement (PWS).

(b) The contractor shall securely maintain and store, for the government, all rec-ords including those which the PSSC contract does not expressly require the contractor to deliver to the government.

c) At the completion of the contract, the contractor shall turn over to the govern-ment or a successor contractor all government records under the contractor’s management at that time. The contractor shall accomplish this turnover of rec-ords in accordance with the instructions in the contract or, in the absence of any such instructions, in accordance with the direction of the Contracting Of-ficer.

1.4.10 Services Report

The contractor shall provide an “Inventory of Contracts for Services Report” in accordance with CDRL A115.

1.4.11 Key Personnel

Certain skilled, experienced professional and/or technical personnel are es-sential for successful accomplishment of the work to be performed under this contract IAW AFSPCMAN 91-710 V1 A8.2.5. These are defined as key/essen-tial personnel and are those persons whose qualifications were submitted for evaluation in the initial proposal. The contractor agrees that such personnel shall not be removed from the contract work or replaced without compliance with the following:

(a) The contractor shall immediately provide written notification to the contracting officer if (1) one or more key personnel becomes (or is expected to become) unavailable for work under this contract for a continuous period exceeding 20 work-days, or (2) one or more key personnel is expected to devote substantially less effort to the contract, or (3) one or more essential personnel is unavailable as described in (1) above.

(b) In conjunction with the written notification in paragraph (a) above, the contractor will submit a plan, which provides replacement or recruitment options. The plan will also include the qualifications (AFSPCMAN 91-710 V1 A8.2.5 & A8.2.6) and/or background of the potential candidates and will identify the anticipated date the new employee(s) will commence work. Upon selection of the new employee, the contractor will provide written notification to the government.

1.4.12 Associate Contractor Agreements

(a) Associate contractor agreements will be acquired as necessary in order to meet the requirements set forth in these performance work statements. The Contrac-tor shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Govern-ment’s requirement. The agreements shall include the basis for sharing infor-mation, data, technical knowledge, expertise, and/or resources essential to the integration of the (Launch and Test Range Integrated Service Contract (LISC)), which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract.

(b) ACAs shall include the following general information:

(1) Identify the associate contractors and their relationships.

(2) Identify the program involved and the relevant Government contracts of the associate contractors.

(3) Describe the associate contractor interfaces by general subject matter.

(4) Specify the categories of information to be exchanged or support to be pro-vided.

(5) Include the expiration date (or event) of the ACA.

(6) Identify potential conflicts between relevant Government contracts and the ACA; include agreements on protection of proprietary data and restrictions on employees.

(c) A copy of such agreement shall be provided to the Contracting Officer for review before execution of the document by the cooperating contractors.

(d) The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagree-ment with an associate contractor.

(e) Liability for the improper disclosure of any proprietary data contained in or ref-erenced by any agreement shall rest with the parties to the agreement, and not the Government.

(f) All costs associated with the agreements are included in the negotiated cost of this contract. Agreements may be amended as required by the Government during the performance of this contract.

1.4.13 OPSEC

(a) The contractor shall comply with 45 SW OPSEC requirements to protect critical information as defined in AFI 10-701, Operations Security, and the 45 SW OPSEC plan.

(b) The contractor shall appoint in writing a primary and alternate OPSEC Repre-sentative to work with the 45 SW OPSEC Signature Manager performing OPSEC duties within the contract.

(c) Contractors shall receive unit-specific OPSEC training within 90 days of as-signment to a contract. Training will be obtained from the 45 SW OPSEC Sig-nature Manager.

(d) Contractors shall complete annual refresher training distributed by the 45 SW OPSEC Signature Manager as well complete the Advanced Distribution Learn-ing System course titled OPSE 1301, OPSEC Fundamentals.

(e) 45 SW OPSEC personnel will provide guidance on protecting critical infor-mation, including training materials, AFI 10-701, Operations Security, and other instructions as needed. The contractor shall contact the unit OPSEC Signature Manager with any questions.

SECTION 3 - GOV’T FURNISHED PROPERTY AND SERVICES

3.1 PROPERTY MANAGEMENT

1.1.2. The Contractor shall submit a written Property Management Plan (PMP) for review to the Government Property Administrator (GPA) or Contracting Officer (CO) within 90 days of contract award to determine adequacy. The PMP shall be approved by the Con-tracting Officer.

1.1.3. The Government will provide the equipment listed in Attachment 3. The property will be made available to the contractor for inspection.

1.1.4. The Contractor will manage all Government Property (GP) IAW the FAR, DFARS, contract requirements, current policy and approved procedures regarding the accounta-bility and control of Government Property.

1.1.5. The Contractor shall provide an annual list of equipment requirements and a yearly update of the Property Management Plan for equipment replacement, including estimated value of the identified equipment to the Government Property Administrator or Contracting Officer.

1.1.6. The Contractor shall disclose any significant changes to its property management system to the Government Property Administrator or Contracting Officer prior to imple-mentation of the changes.

3.2 GOVERNMENT PROPERTY CONTROL SYSTEM PROCEDURES

1.2.1. The contractor shall establish, implement and maintain a Government Property System IAW FAR 52.245-1(f) and DFARS 252.245-7003.

1.2.2. The contractor shall act as a Property Custodian for Government Property.

1.2.3. The contractor shall document the loss, theft, damage, or destruction of Govern-ment or user-accountable property to the GPA or CO within 48 hours. FAR 52.245-1(h) and DFARS 252.245-7002.

1.2.4. The contractor shall document, reutilize, and dispose of GP IAW FAR 52.245-1(j) and DFARS 252.245-7004.

1.2.5. The contractor shall tag, label, and mark GP IAW DFARS 252.245-7001.

3.3 COMPUTER EQUIPMENT

The contractor shall ensure that all computers with access to the Government infrastruc-ture are compliant with protocols and approved software licensures IAW Information Technology Commodity Council (ITCC) Policy Memorandum 04-01, dated July 13, 2004, Mandatory Desktop/Laptop Strategy. All computers connected to the Government net-work shall be purchased utilizing AFWay/NETCENTS. All computers purchased using AFWay/NETCENTS will be considered GFP.

3.4 FACILITIES

The Government will provide at CCAFS: approximately 2700 square feet of net office space currently located at Building 1645 (Spacecraft Support Center). The Government reserves the right to provide same size accommodations at any location at CCAFS at the Government’s discretion. Any unused space will be returned to the Air Force for reas-signment. Space allocation will be determined IAW AFMAN 32-1084, Standard Facility Requirements, Chapter 4.

The contractor shall maintain all facilities in a neat and orderly condition and shall be responsible for repairs beyond fair wear and tear for contractor-caused damage. Facilities maintenance, refurbishment, repair, alteration, plan engineering services, minor construc-tion, refurbishment of post-launch damage, and facilities corrosion prevention/control will be provided on government furnished facilities. Furnishings will not be provided other than those already established at the office location or identified in the GFP list.

3.4.1 Facilities Management

The contractor shall assign facilities manager to perform the responsibilities detailed in 45 SW Instruction 32-9001, Building/Facility Care - Real Property Management.

3.5 GOVERNMENT FURNISHED SERVICES

3.5.1 Government-Furnished Utilities & Utility Conservation

Electricity, water, sewage, air conditioning and heating for facilities shall be provided at government-furnished buildings.

The contractor shall ensure employees do not waste utilities. Lights shall be used only in areas where and when work is actually being performed. Mechanical equipment con-trols for heating, ventilation, and air conditioning systems shall not be adjusted by the workers.

3.5.2 Postal/Installation Distribution

Official Government-contractor mail that is generated as a result of this contract only shall be provided to the contractor. Each item shall be appropriately marked IAW DoDM 4525.8_AFMAN 33-306, paragraph C3.6. The Official Mail Center (OMC) shall not be https://afway.af.mil/

SECTION 3 - Page 14 used for contractor company mail and postage for company mail shall be at the contrac-tor’s expense. The contractor will received official mail through central location desig-nated by the Government.

3.5.3 Telephone Services

The Government will furnish on-base and local area off-base telephone service, includ-ing Defense Switched Network (DSN). FTS 2001 commercial long distance service will be provided on a reimbursable basis. Commercial long distance calls can only be made when the party cannot be called via DSN capability. Government-furnished telephone service will not be used for personal business. The contractor must provide its own non- Government telephone service through off-base switching equipment for personal or unofficial business. Specific service requirements will be requested through the base communications requirements process. Contractors shall comply with, and assure ad-herence to, AFI 10-701, Operations Security (OPSEC).

3.5.4 Custodian Service, Refuse Collection & Recycling

Basic custodial service and refuse collection shall be provided by the Government for work centers on base in accordance with current contracts. The contractor shall utilize the base-recycling program for disposing of recyclable materials.

3.5.5 Pest Control and Grounds Maintenance

The government shall provide insect and vermin eradication on a periodic and on-call basis. The government shall provide roads, parking lot and grounds maintenance.

3.5.6 Fire Fighting and Emergency Medical Treatment

The Government shall provide emergency medical treatment for contractor personnel.

Contractor personnel shall prepare necessary paperwork and the contractor shall reim-burse the Government for the cost of medical treatment.

3.5.7 Security

The Government will provide general installation security services.

3.5.8 Other Services

(a) Land Mobile Radios (LMR) Management and Inventory

The government will provide LMR maintenance services in accordance with 45 SW pol-icies. The contractor shall manage and conduct annual inventory on LMRs provided by the government IAW AFI 17-210, Radio Management, para 3.10. A written appointment of a primary and alternate point of contact for LMRs is required for accounts managed.

Training for account managers will be provided by the government, 45 Space Commu-nications Squadron (45 SCS). The contractors shall report lost or damaged equipment to 45 SCS and the Government functional; Replace lost or damaged LMR equipment.

If damage is due to regular wear and tear, or acts of God, the contractor will not be required to repair or replace the LMR equipment.

(b) Locksmith

The government shall provide locksmith services for government owned facilities and equipment.

(c) Directives, Publications, Instructions, Regulations, Manuals, and Forms

Most DoD and Air Force directives, instructions, regulations, manuals, and forms are provided for the contractor via the Air Force e-publishing internet web site. Documents designated as classified are not available. Documents not found on the AF e-publishing web site shall be requested through the Contracting Officer.

(d) Meteorological Services

The government will provide weather forecasting service. Services will include forecast-ing, tracking, observations, consultant services, and weather warning (hurricanes, light-ning, and local severe weather conditions).

3.5.9 Local Area Network (LAN)

(a) Network Account and Access

The Government will provide For Official Use Only (FOUO) intranet and internet access for accomplishment of work in support of this PWS. The contractor shall comply with Defense Property Accountability System and MPTO 00-33B-5006 Computer Security (COMPUSEC) for network account and access to the 45 SW ENTNET.

(b) 45 SW Computer Hardware, Software and other Information Technology Equipment (ITE).

The Government monitors, approves and disapproves information technology (IT) in-stallations and changes that affect 45 SW network architecture. The contractor shall use the government approved requirements process to request access (new or changes) to the network or changes to hardware, software, LAN, data, voice, and video configurations

The contractor shall notify the Contracting Officer by letter not later than 30 days after contract award: the name and appropriate contact information of the primary and alter-nate point of contact (POC) for all computer hardware, software and other ITE related issues.

(c) Software Management.

The contractor shall manage software inventory IAW AFMAN 17-1203, Information Technology (IT) Asset Management (ITAM). The contractor shall maintain a listing of

SECTION 3 - Page 16 all Commercial-Off-The-Shelf (COTS) computer software in use and a central repository of original delivered copies of all COTS computer software, and authorized upgrades for the duration of the contract. Only approved software is authorized for use on a system that process DoD/Air Force information. If the desired software is not on the list, the contractor shall request approval utilizing the most current DoD/Air Force software ap-proval process, which is currently Air Force Network Integration Center (AFNIC)’s soft-ware approval process.

(d) IT Equipment Management

The contractor shall comply with AFMAN 17-1203, Information Technology (IT) Asset Management (ITAM). The Contractor Equipment Custodian (CEC) will be trained within 30 days of appointment. Inventory of Government Furnished ITE will be conducted an-nually starting on the first calendar month of the year or as otherwise directed by the CO. The contractor shall conduct inventory, track, transfer and maintain ITE using the on-line Defense Property Accountability System (DPAS). The contractor shall notify the 45 SW Equipment Control Officer (ECO) of Automatic Data Processing Equipment (ADPE) maintenance, disposition instructions, or replacement requirements. The con-tractor shall recommend candidate equipment to the Government for lifecycle replace-ment on a quarterly basis.

(e) Information Assurance (IA)

The contractor shall comply with DD Form 254, Department of Defense Contract Secu-rity Classification Specification, and the Computer Security Act of 1987. The contractor must comply with DoD Instruction 8500.2, Information Assurance Implementation, Table E3.T1 for investigative levels for users with information assurance management access to DoD unclassified information systems. These privileged user assignments comply with personnel security criteria established in DoDI 5200.02, DoD Personnel Security Program (PSP).

The Contractor shall comply with AFMAN 17-1303 Cybersecurity Workforce Improve-ment Program and DoD 8570.01-M Information Assurance Workforce Improvement Pro-gram in regards to obtaining and maintaining elevated privileges on the AFNet.

The contractor shall provide administration, implementation, and maintenance for data-base and applications servers IAW COMPUSEC policies, regulations, and local supple-ments.

Title III of the Electronic Government (e-Gov) Act of 2002, Federal Information Security Management Act (FISMA), directs annual information technology security reviews; per-form annual tests on contingency plans, security controls, security review, security inci-dent response, and document a plan of action & milestones (POAM) for all system level weaknesses. Certify & accredit all information systems that process DoD/Air Force in-formation IAW the most current certification and accreditation (C&A) process guidance.

Contractors shall ensure certification and accreditation is accomplished for all DoD/Air Force systems that process DoD information. Certification and accreditation shall be

SECTION 3 - Page 17 accomplished utilizing the most current DoD/Air Force certification and accreditation process IAW AFI 17-101 Risk Management Framework (RMF) For Air Force Information Technology.

(f) Computer Security

IT security planning, implementation, and compliance is integral to all work performed at CCAFS and therefore responsibility includes any contractor workforce. Report to the Government any observed suspicious network protocol/traffic behavior for further inves-tigation or initiate IT security incident response action with-in one hour of detection.

APPENDIX B. DEFINITIONS

B.1. GENERAL DEFINITIONS

Contracting Officer (CO) - The authorized government representative responsible for administering the contract after award. The CO is the only individual who can make changes in the contract, bind the Government monetarily, and direct the contractor.

Functional Commander/Functional Director (FC/FD) - The Government person having the overall responsibility for ensuring that the services are provided by the contractor.

Responsible for nominating to the commander qualified QA Personnel. The FC does not direct the contractor, but works through the CO.

Quality Assurance (QA) - Those actions taken by the Government to assure services meet the requirements of the Performance Work Statements (PWS).

Quality Control (QC) - Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS.

Service Summary (SS) - Identifies the key service outputs of the contract that will be evaluated by the Government to assure contract performance standards are met by the contractor.

B.2. TECHNICAL DEFINITIONS

Launch Vehicle - Launch vehicles are vehicles that carry and/or deliver a payload to a desired location; this term includes, but is not limited to, airplanes, all types of space launch vehicles, manned launch vehicles, missile and rockets and their stages, probes, aerostats and balloons, drones, remotely piloted vehicles, projectiles, torpedoes, and air-dropped bodies.

Safety Operations Plans – Includes documented plans for conduct of hazardous and safety critical operations (e.g., Operations Safety Plans (OSPs), Safety Operating Plans (SOPs), Explosive Safety Plans).

Workday - Throughout this PWS, the term “workday” is provided as defined for Govern-ment employee “normal duty hours,” typical periods when regular contractor support is required. “Workday” means a normal duty day, Monday through Friday (except Federal holidays) from 0730 through1630.

APPENDIX C. MANDATORY PUBLICATIONS

The contractor shall support and carry out launch vehicle operations and launch safety requirements of AFSPCMAN 91-710 or EWR 127-1 as outlined in the PWS. If no specific version is specified for a particular facility, operation, or program, the latest revision will be used (as tailored and approved by 45 SW Range Safety for that particular use or pro-gram).

NOTE: The contractor will be responsible for obtaining and complying with the most cur-rent version of the regulations. If there is a significant impact of noncompliance they will be required to notify the Contracting Officer immediately. Contractor is responsible and must comply with all applicable federal, state, and local requirements.
