Attachment 4
Section M: Evaluation for Award Table 3.3 states the Relevancy Areas PVMI Support ….Magnitude: $1M annually or greater. This magnitude is extremely high for this scope. $1M annually or greater implies a staff of approximately 10 FTE per year supporting the effort. The recommendation is reducing the Relevancy Magnitude for PVMI Support to $250K per year.
Section M has been revised/updated accordingly.
RFP Section L Subsection 2.4.2 Sub factor 2: Pad Safety Support 2.4.2.8
Describe your process to develop and provide pad safety training courses; maintain training records; collect, store, analyze, and report injury data; develop and implement an injury database; and develop and maintain a hazard abatement program. a) What is the current method for maintaining training records and injury data?
b) If it is software based, is it government furnished or contractor furnished?
c) Is the scope of the injury database for just PSSC II Staff or is the scope much larger (e.g., all contractors at CCAFS and Patrick
AFB)?
Will the Government provide an updated Statement of Equivalent Rates for Federal Hires and Labor Categories which were provided in the previous FRFP FA2521‐15‐R‐0002 issued December 10, 2015? To be provided at a later date.
Given the COVID pandemic complications impacting proposal production, will the Government consider switching to an all electronic submission?
Hard copy with DVD at original submission – any revisions will be handled through DOD SAFE system but the size of the original submission creates a problem for electronic delivery.
Information provided in the latest betaSAM.gov release indicate the FRFP release is planned for on or about 30 December 2020.
Recommend a full DRFP release prior to the FRFP and a preproposal conference (virtual) be scheduled.
RFP is Tentatively scheduled for February 2021.
Recommend the Technical Reference Library (Section L, 1.1.7) be provided prior to the FRFP and include both historical data and projections of support requirements for PWS elements 1.2.2 and 1.2.4 – 1.2.10. This data is important in the establishment of a level playing field for all bidders. Typically prospective bidders would be able to gather data through meetings and discussions, but restrictions put in place because of the COVID pandemic have made it impossible to schedule customer meetings to gather data relative to this acquisition.
Reference library items will be provided as soon as possible.
27 PSSC II Draft PWS The Draft PWS provides references to Space Force, AFSPC, and local 45th SW requirements. Please confirm this a Space Force acquisition.
This is a Space Force Acquisition for the 45th SW.
28 PSSC II Draft PWS Para 1.3
For the PVMI program (PWS 1.3) recommend bidders be provided with a complete list of pressure vessel and pressure system assets the contractor is responsible for including the date of certification/recertification, and the date and results of the last inspection.
Not all PMVI assets are owned by 45th
SW.
RFP Section L Para 1.2.1 Section L, paragraph 1.2.1, Table‐1.0 specifies both hard copy and CD‐ROM submittal requirements. Based on access restriction resulting from the COVID pandemic, recommend a secure Large File Transfer (LFT) website be established and bidders be authorized to submit proposals electronically to the LFT.
Hard copy with DVD at original submission – any revisions will be handled through DOD SAFE system but the size of the original submission creates a problem for electronic delivery.
Recommend the Government provide bidders with plug numbers for travel and ODC cost elements. Requirements for these items are not provided in sufficient detail to permit accurate estimates.
Plug number for travel will be provided.
31 RFP Section L Para 4.5.3, 4.
Although no CLIN structure is provided with the draft documents that have been released, Section L, Paragraph 4.5.3 ‐ 4.5.7, Table
4.2 indicate a 10‐year period of performance and paragraphs 4.5.5.3 – 4.5.5.7 show the PSSC II as a blend of CFPP and FFP. We assume PSSC II has a potential 10‐year performance period.
PSSC II is a 10 year period of performance; with an additional (optional) 6 month extension period to follow, if needed)
32 Please define the base period and option periods
Initial 60 day phase in period; 3 year base plus 7 options years; additional (optional) 6 month extension, if needed.
33 Please identify CPFF CLINs and FFP CLINs To be provided by 45 CONS
Establishing indirect rates for a 10-year performance period with a high degree of confidence is extremely difficult given the high possibility of significant economic variances. We recommend consideration be given to renegotiation of indirect rates at the end of the base period and at least one more time during the option periods so unanticipated significant impacts can be addressed without penalty to the contractor.
Indirect labor rates ill be submitted according to parameters provided by 45 CONS in the RFP.
Does the Government intend to release a draft Section M in the near future, and prior to, release of the Final Request for Proposal
(FRFP).
Section M has been provided.
Does the Government intend to evaluate proposals in the upcoming competition in the same manner, i.e. Past Performance/Price Tradeoff and Acceptable/Unacceptable for the Technical Capability/Risk Factor?
The evaluation of the proposals will be fully detailed in the RFP.
37 PSSC II CDRLs A108 & A110Block 12

All invoices will have in the description box the date the JOCAS file or files which were uploaded”. PSSC II CDRL A110 (COST DETAIL REPORT) states: “The contractor is required to upload financial reports bi‐weekly”. Does the government then require bi‐weekly invoices to be submitted in WAWF?
No; JOCAS file uploads bi‐weekly;
invoicing NLT 30 days is the norm; 60 days is rare, extreme circumstance.
38 PSSC II CDRLs A103 Block 12 PSSC II CDRL A103, Block “12” refers to Appendix “K”. Where can Appendix K be found?
39 PSSC II CDRLs A110 Block 12 PSSC II CDRL A110 requires JOCAS file submittal utilizing File Transfer Protocol (FTP) upload. Is FTP allowed under the current cyber security architecture at the 45 SW? Yes.
