The system must operate within segmented network environments supporting mission-critical operations with greater than 99.9% uptime for production servers and greater than 99% uptime for client environments, with real-time alarm ingestion and correlation capabilities.
Vendors must demonstrate direct and verifiable experience supporting complex security system environments, including enterprise PSIM integration, mission-critical system engineering with high-availability architecture, physical security subsystem integration, advanced video analytics integration (particularly facial recognition and license plate recognition systems), GIS and spatial data integration, cybersecurity compliance support for FISMA-aligned environments, and tiered operational support models including 24/7 Integrated Operations Center support. The anticipated contract structure includes labor-based service Contract Line Item Numbers for engineering, integration, and global sustainment services over a base period with option years, informed by vendor responses. Interested vendors must submit responses by May 7th, 2026, at 3:00 PM ET to Jennifer C. Willis at WillisJC2@state.gov, limited to 20 pages single-sided using 12-point font and 1-inch margins, with additional technical data sheets permitted. Responses should focus on company information, business size classification, relevant past performance within the past five years, PSIM platform experience, mission-critical system support capability, and 24/7 operational environment support capability.

Enterprise Physical Security Information Management (PSIM) Platform
Global Integration, Engineering, and Operations Support
REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT (SS)
19AQMM26N0033
1. Purpose
The Government is seeking industry capability information from firms with demonstrated experience integrating and sustaining enterprise Physical Security Information Management (PSIM) systems within secure government or similarly controlled environments. The requirement involves engineering, integration, sustainment, and operational support of a globally deployed PSIM platform integrating multiple physical security subsystems including enterprise video management systems, access control systems, intrusion detection systems, GIS-based facility mapping, 3-D modeling environments, and advanced video analytics capabilities including facial recognition and license plate recognition technologies.
The system operates within segmented network environments supporting mission-critical operations, requiring high-availability architecture, controlled software release management, and integration of multiple security technologies into a unified operational platform. The Government is particularly interested in vendors with demonstrated experience supporting large-scale integrated security systems operating within secure or regulated environments and capable of providing continuous operational support for mission-critical platforms.
This notice is for market research purposes only and does not constitute a solicitation.
2. Unique System Architecture
The environment supported under this requirement is not a conventional enterprise IT system.
The PSIM platform operates within a distributed, multi-tier security architecture integrating multiple security technologies and data environments into a unified operational platform.
The architecture integrates:
• Enterprise Video Management Systems (VMS)
• Access Control Systems (ACS)
• Intrusion Detection Systems (IDS)
• Geographic Information Systems (GIS)
• 3-D facility modeling and visualization platforms
• Enterprise relational databases and data warehousing environments
• Event correlation and alarm management engines
• Secure API integration with external security platforms
The environment supports global deployments across secure facilities and operates within network environments that include:
• Segmented network enclaves
• Virtualized server infrastructure
• High-availability production environments
• Configuration-controlled software release pipelines
• Secure enclave cybersecurity requirements
• Strict configuration baselines and system authorization controls
The system must maintain the following operational standards:
• Greater than 99.9% uptime for production server environments
• Greater than 99% uptime for client environments
• Real-time alarm ingestion and correlation across integrated security systems
• Continuous centralized system health monitoring and reporting
The architecture requires experience integrating physical security subsystems with enterprise software platforms operating in controlled security environments.
3. Advanced Video Analytics Integration
The PSIM environment incorporates advanced video analytics capabilities used to enhance situational awareness and automated security detection functions.
The architecture integrates both camera-edge analytics and centralized server-based video analytic processing platforms supporting technologies including:
• Facial Recognition (FR)
• License Plate Recognition (LPR)
• Object detection and classification
• Motion-based event analytics
• Behavioral detection analytics
The system must support ingestion and correlation of analytic outputs generated from:
• Edge analytics embedded within IP cameras
• Server-based analytic engines
• Video management system analytic modules
• Third-party analytic platforms
Analytic events are correlated with other security system events and presented within the PSIM environment to support operational decision making.
The architecture must support high-volume analytic event processing while maintaining system performance and operational availability.
