About this file
This is a Professional Services Bulletin (PSB 26-4) issued by the Illinois State Toll Highway Authority (Illinois Tollway) advertising fourteen professional services contracts for engineering and design work across multiple tollway corridors throughout Illinois. The bulletin solicits Statements of Interest (SOIs) from qualified consultants for Phase II engineering services and related work, with SOIs due by 4:30 p.m. Central Time on October 30, 2026. An optional in-person pre-proposal networking and meeting will be held on October 15, 2026, at the Marriott Chicago Naperville, with registration required. The fourteen projects include roadway reconstruction and bridge rehabilitation on the Reagan Memorial Tollway (I-88), Tri-State Tollway (I-294 and I-94), Jane Addams Memorial Tollway (I-90), Veterans Memorial Tollway (I-355), and Illinois Route 390 Tollway, spanning multiple counties including Ogle, DeKalb, Kane, Cook, DuPage, Lake, and Winnebago. Project scopes range from Phase II engineering services for design and permits to Design Corridor Management services, with Phase II design services anticipated to be completed approximately 12 to 24 months after authorization to proceed, and substantial completion dates ranging from 24 to 48 months depending on the project.
Prime consultants must be prequalified by IDOT in specified categories including Highways (Freeways), Structures (Highway: Typical or Complex), Environmental Reports, and various special services, with some categories allowable through subconsultants. Direct labor multipliers of 2.8 apply to Phase I and II services, with project construction estimates ranging from Category A ($0M-$25M) to Category F ($150M-$200M). All projects include Disadvantaged Business Enterprise (DBE) participation goals ranging from 17 percent to 28 percent and Veterans Small Business (VOSB) participation goals of 3 percent. Consultants must demonstrate good faith efforts to meet DBE/VOSB goals and may request waivers if sufficient commitments cannot be secured. Key personnel requirements include Illinois-licensed professional engineers and structural engineers for project manager, project engineer, roadway designer, and structural designer positions. The Illinois Tollway uses its web-based project management system and requires consultants to comply with CADD Standards and BIM Implementation manuals; selected consultants will participate in scope briefings and quality program reviews. All questions must be submitted electronically through the Trimble Unity Construct SOI Mailbox by October 21, 2026, at 4:30 p.m. Central Time.
