About this file

This is a Quality Assurance Surveillance Plan (QASP) for Portable Restroom Task Standard and Cannon Renovation Services for West Point Military Academy. The primary scope requires a contractor to remove two historically significant cannons from the Visitor's Center, transport them to a contractor-operated facility, perform blast cleaning, and apply multiple protective coatings and finishing products in accordance with industry professional standards. Upon completion and notification that the West Point installation site is ready for acceptance, the contractor must securely bind the finished cannons for travel and deliver them to Dobco at Goethals Hall on an agreed-upon date.

The QASP also outlines ancillary portable restroom services to be provided during the cannon renovation project, requiring the contractor to empty the waste tank every other day (Monday, Wednesday, Friday or Tuesday, Thursday, Saturday) and provide twice-weekly interior cleaning of the trailer with restocking of soap and paper supplies. These restroom services may be performed concurrently with waste tank emptying. The work is being solicited by Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis under solicitation number W911SD26QA110 as a Pre-Solicitation (Request for Information); interested contractors should submit a capability statement to the listed Point of Contact with no pricing required at this stage.
