About this file
This document is a template listing FAR provisions and clauses applicable to federal service solicitations (non-construction). It outlines mandatory representations and certifications that offerors must provide, including compliance with the System for Award Management, Commercial and Government Entity Code reporting, and ownership or control disclosures. The document addresses small business program representations and includes a total small business set-aside notice provision.
A key requirement covered is the Federal Acquisition Supply Chain Security Act (FASCSA) Orders provision (FAR 52.204-29), which requires offerors to represent whether they are subject to any active exclusion or removal orders for covered articles (information technology or operational technology products, services, or systems). Offerors must identify themselves as either subject or not subject to such orders and, if subject, must identify the covered articles and provide additional information required by the Contracting Officer. The provision also mandates immediate disclosure to the Contracting Officer if an offeror becomes subject to an exclusion or removal order after submitting its offer. Additionally, the document requires offerors to disclose any subcontractors performing more than 20 percent of total contract value or critical performance elements, including the subcontractor's name, business size, and work description, with the prime contractor remaining fully responsible for all contract performance regardless of subcontractor use.

Offerors shall identify any subcontractors proposed to perform more than 20 percent of the total contract value or any critical elements of performance. The submission shall include, at a minimum, the subcontractor’s name, business size, and a brief description of the work to be performed. The Government will evaluate the offeror’s proposed use of subcontractors as part of its assessment of technical capability and performance risk, including the offeror’s ability to manage subcontracted effort and ensure timely, compliant performance. The prime contractor shall remain fully responsible for contract performance, regardless of the use of subcontractors. Failure to identify a subcontractor in the offer does not relieve the prime contractor of responsibility for compliance with all applicable contract requirements.
