Performance Work Statement (PWS)

Faith Group: Protestant

1. Title. Musician for the Protestant Worship Community, here in called “Contractor,” consults, coordinates with and is monitored by the Resources and Requirements Lead Protestant Chaplain or Designee.

2. Scope of Responsibilities. The Contractor provides music services for the Protestant Worship Service at Buckley Space Force Base, Colorado. Contractor shall provide labor and management to support the responsibilities outlined in this PWS. The purpose of this contract is for the musician to lead contemporary worship for the Protestant service, fostering connection among the congregation and setting an atmosphere conducive to congregational worship. Responsibilities include, but are not limited to: playing, singing, practicing and scheduling music for Protestant worship in collaboration with the Lead Protestant Chaplain.

3. Roles and Definitions.

3.1. Delta Chaplain – the chaplain responsible for chapel personnel and operations at Buckley Space Force Base, in accordance with AFI 52-101.

3.2. Lead Protestant Chaplain – The Deputy Delta Chaplain, unless the Deputy is of a different faith group. Then this chaplain is designated by the Delta Chaplain for overall responsibility for Protestant programs at Buckley SFB.

3.3. Protestant Parish Pastor or Responsible Chaplain – The Protestant Chaplain assigned for specific responsibility over weekly worship services at Buckley SFB.

3.4. Musician – the person(s) performing the contract to lead worship music for Protestant services. May be the contractor, or approved substitute, as required by the PWS.

3.5. Buckley Chapel – May refer to the location or organization, also designated as SBD 2/HC.

4. General Responsibilities. The Contractor shall:

4.1. Have a 2 or more years of college in music performance (or related field), or equivalent years of experience leading contemporary worship in a chapel/church setting. The contractor must have experience and knowledge playing contemporary Protestant worship music.

4.2. Provide a written theology of worship statement by each candidate for Musician (outlining personal understanding/convictions pertaining to worship).

4.3. Demonstrate skills in singing vocals and playing at least one (1) of the following instruments: acoustic guitar, piano and/or keyboard. Additionally, must be able to read music for appropriate instrument.

4.4. Demonstrate skills in planning and coordinating praise/contemporary music support in keeping with the type of worship being celebrated, in coordination with the Protestant Parish Pastor.

4.5. Furnish a resume including academic and work-related references. These references will be submitted and checked by the Lead Protestant Chaplain. In addition, the Musician must submit a sample video of leading worship before being approved.

4.6. Possess the ability to develop and maintain a healthy and positive relationships with chapel staff, contractors, and volunteers. Demonstrate ability to work with participants and volunteers from different denominations or faith groups (for ecumenical functions). The Contractor will be responsible for helping recruit and lead volunteer singers and/or musicians for contemporary Protestant worship. Must show patience with different levels of musical talent from volunteers.

4.7. Demonstrate ability to operate and troubleshoot a multi-channel sound board, and to set up and tear down basic music/sound equipment, including but not limited to: microphones, amplifiers, monitors, and associated cables.

4.8. Demonstrate ability to work unsupervised in a fluid and diverse environment. Possess an ability to maintain healthy, functional interpersonal relationships with co-workers and customers. Maintain professional standards of conduct. Submit a proposal for this contract to interview and audition for the Lead Protestant Chaplain and designee.

4.9. Demonstrate fluency in reading, writing, and speaking English, in order to perform all responsibilities outlined within the PWS.

4.10. Demonstrate ability to use projectors and projection software (e.g., PowerPoint, ProPresenter, or similar) to create, edit, and display song slides showing song lyrics for worship.

5.0. Specific Responsibilities. Contractor shall:

5.1. Provide contemporary worship leader services (including singing, playing music and leading the congregation in signing worship music) for Protestant worship services at Buckley Chapel, Buckley Space Force Base, Colorado.

5.2. Tailor music to meet the worship needs of the Protestant congregation, in collaboration with the Protestant Parish Pastor assigned to lead the service.

5.3. Meet weekly with the Protestant Parish Pastor to plan and coordinate music and order of service for Protestant Worship.

5.4. Be responsible for creating or ensuring current/updated song lyrics for all worship songs at Protestant worship service, under the direction of the Protestant Parish Pastor. Responsibilities include recruiting and training volunteers to manage worship slides.

5.5. Provide services for a minimum of 1 rehearsal (not including Sunday mornings) and 1 worship service each week.

5.6. Arrive prior to the worship service to set up all musical equipment and then lead a 30-minute rehearsal with the worship team prior to the worship service start time. Contractor will remain until all service clean-up has been accomplished.

5.6.1. Be in place on stage, ready to start on time with the

conducting/performing of appropriate music for the service, as planned with the Protestant Parish Pastor.

5.6.2. Arrive at least 15 minutes prior to scheduled pre-service rehearsal to set up and coordinate with other musicians/singers and other volunteers.

5.7. Coordinate with worship team (which may include volunteers, staff or other contractors) and Protestant Parish Pastor the upcoming week’s worship selection by 1600 Wednesday, providing Christian Copyright License Incorporate (CCLI) song sheets to the musicians along with a sample video clip of the arrangement for personal review prior to the group practice. In addition, the Musician shall report all songs to CCLI as necessary.

5.8. Adapt performances and rehearsals to altered worship service content and adjusted times. It is understood that service times and content have the potential to change due to changing needs of the worship community and/or assigned Protestant Parish Pastor. Service times may also be impacted by weather delays.

5.9. Have custodial responsibility for musical equipment and supplies used for his/her work, such as songbooks, sheet music, etc., ensuring each is returned to its proper location.

5.10. Assume responsibility for restoring the performance and rehearsal areas to a neat and orderly condition after each performance or rehearsal. All music equipment and supplies shall be displayed in a neat and orderly fashion. The Contractor shall not depart the area until the music equipment and supplies are returned to their original position.

5.11. Assume responsibility in conservation of energy (turning off all lights, equipment, etc.) before leaving any service, rehearsal or special event. In addition, the Musician will ensure the building is locked and secured before leaving.

5.12. Assist the Lead Protestant Chaplain or their designee in developing the following regarding the Musician programs, as appropriate: annual calendar of events, Chapel Tithes and Offerings budget requirements, appropriated funds requirements, and volunteer training requirements.

5.13. Coordinate all support requirements with the Lead Protestant Chaplain or their designated representative.

5.14. Conduct themselves in a professional and business-like manner, always maintaining a professional appearance. The Lead Protestant Chaplain will resolve questions on appropriate appearance.

5.15. Perform duties at the Buckley Chapel, located at 16401 E. A-Basin Ave, Buckley SFB, CO 80011. Contract services will be performed at this location unless otherwise directed or approved by the Lead Protestant Chaplain.

5.16. Meet with the Protestant Parish Pastor each month to discuss/review the status of the program and exchange feedback on the current status and future direction of the program.

5.17. Ensure the physical security of all U.S. Government property and facilities under control. Ensure that facilities and storage areas are secured according to chapel facility procedures.

5.18. Not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the Government to liability for penalties under existing or future copyright laws. SBD 2/HC does maintain a Christian copyright license (CCLI). Understanding the limits of that license and adherence to the law is the Contractor’s responsibility.

5.19. Return any and all U.S. Government owned music scores, property and equipment obtained in the performance of the required duties following the last service provided under the contract.

5.20. Must provide a temporary replacement in the event of absence or sickness/illness as necessary to ensure 100% coverage for all responsibilities listed within this PWS. The replacement shall meet or exceed the qualifications of the Musician. This shall be coordinated with and approved by the Deputy Delta Chaplain and/or their designee at least 7 days prior to the start of performance of the approved replacement. Approval of a replacement will be handled on a case-by-case basis.

5.21. Request and maintain all supplies and resources necessary for running the Protestant music program, in accordance with local processes and guidelines.

5.22. Complete facility requests, as required, to reserve chapel facilities IAW local Chapel Policies or Operating Instructions. When completing facility requests, all facility requests must be approved by the Delta Chaplain or his/her designee before assuming space has been reserved for Protestant Music activities.

6.0. Criminal History Background Check. A favorably adjudicated background check is required for individuals performing this contract. Contractor shall:

6.1. Submit completed background check applications to the Chaplain Corps background check program manager for processing. It is mandatory that all Musicians working with children under the age of eighteen (18) undergo a background check investigation in compliance with DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, and DAFI 52-101.

6.2. Derogatory information on background checks can be grounds for automatic termination as referenced in DoDI 1402.5. All other derogatory information findings must be reviewed and approved by the Delta Chaplain.

6.3. Successfully complete the required background checks for this contract within 30 days of hire. The Chaplain Corps shall reserve the right to terminate the contract on failure of a successfully completed background check.

6.4. Have the right to obtain a copy of any background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report.

6.5. Re-accomplish a complete background check in the event of a break in U.S.

Government service and upon expiration of current/previous checks.

6.6. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, or applicable Air Force or

Department of Defense regulations. The Musician will also ensure that each volunteer remains under Line-of-Sight Supervision until such a time as the volunteer receives a ‘favorable’ background check as notified by the background check monitor. There is no charge to the Musician for these Criminal History Background Checks.

6.7. However, at all times while children are in the care of that individual and until background checks are complete, the Musician shall be within sight and continuous supervision of a Chapel staff person whose background check has been completed, a chaperone, or parent/guardian.

7.0. Duty Hours.

7.1. Musician shall be required to be present for performance times, including all rehearsals, worship services, and special services. Regular worship services are on Sundays and special services may be scheduled for weekdays, weekends or holidays. Requirements vary per season/month to fulfill this contract. The number of session over the course of 12 months shall not exceed 114.

7.2. The standard duty location for contract services (e.g. worship services, rehearsals, etc.) is the Buckley Chapel, unless otherwise approved by the Lead Protestant Chaplain (or his/her representative).

7.3. Absences due to illness or family emergency will be dealt with on a case-by-case basis. The Musician shall not employ/sub-contract any person to perform any work required by this PWS without prior approval. Unless they have previously completed a background check, replacements must be approved by the Delta Chaplain (or representative) and, at a minimum, be supervised via Line-of-Sight requirements.

7.4. Rehearsals shall be held at an appropriate time to allow for maximum participation of volunteers.

7.4.1. Rehearsals shall be held separate from, and in addition to, the 30-minute window prior to services and special services.

7.4.2. Duration of rehearsals shall be an appropriate length to ensure adequate preparation for performances at weekly services or special services (no less than 1 hour and no more than 3 hours in length). The length of rehearsal must be considerate of the time of volunteers participating therein.

7.5. Hours of Operation. Normal Chapel workdays are Monday through Friday except US Federal Holidays and family days. Hours of operation for Chapel staff are from 0730 to 1630 Monday through Friday. The Contractor may be required to work on holidays, when holidays coincide with scheduled regular or special services. Federal holidays include:

7.6. Contractor will be granted base access during the hours of 0500-2200 on the days approved by Delta Chaplain and Base Contracting Office to provide music support services only.

8. Other.

8.1. Taxes. The Musician will be responsible for filing any applicable social security, federal, state or host nation taxes. The Musician will also obtain any applicable business licenses and registrations and otherwise compliance with host nation law.

8.2. Inspections. The Contracting Officer and chapel staff may observe the Musician at any time to assure that the programs and services are operating in accordance with this PWS. The Contracting Officer and chapel staff may inspect files and records at any time.

8.3. Keys. The Musician shall establish and implement methods of making sure all keys/combinations issued to the Musician by the Government are not lost or misplaced and are not used by unauthorized persons and all keys are returned upon contract termination.

8.4. Personal Belongings: The Government shall not be held responsible for damage to the contractor's supplies, materials, equipment or personal belongings brought into the building or onto the grounds due to fire, theft, accident, mishap or disaster.

8.5. Contractor Furnish Property: Contractor shall provide his/her own transportation to fulfill this contract.

8.6. The Musician shall not duplicate any keys issued by the U.S. Government.

The Musician shall immediately report to the Lead Protestant Chaplain any occurrences of lost keys. In the event keys, other than master keys, are lost the

Musician may be required, upon written direction of the Lead Protestant Chaplain, to re-key or replace the affected lock or locks without cost to the U.S. Government. The U.S. Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Musician. In the event a master key is lost the U.S. Government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the Musician.

8.7. The Delta Chaplain or designee will notify the contractor when any base security initiatives are planned and give at least 24-hour notice if possible.

8.8. Government property that is incidental to the place of performance only IAW FAR 45.000(b) (5). The Government anticipates on-site support for this contract. The Government will provide equipment and materials, and access to necessary networks and systems required to support the activities required under this contract. Government owned equipment will not be removed from the Chapel without written authorization from the Superintendent or NCOIC, Religious Affairs.

8.9. The Chapel will provide music equipment (including a piano, acoustic guitar and basic sound equipment), materials and facilities necessary to perform their duties, and responsibilities.

8.10. The contractor shall arrange for facility use, equipment and supply needs in accordance with local policy and procedures and also ensure coordination and security for any facilities, equipment and/or materials used in the program.

8.11. The Buckley Chapel will provide telephone and copier access for official use only. Computer access will be provided under the terms of this contract.

The contractor will have the necessary access to the Chapel facility as needed in performance of the activities scheduled. U.S. Government owned instruments and sound equipment are available for the use by the Musician. U.S.

Government owned equipment shall not be removed without the permission of the Equipment Custodian or their designee.

8.12. The U.S. Government will maintain proper care of instruments. Normal wear and tear will be acceptable. The Musician shall report to the Chapel staff on the condition of Government’s musical instruments and identify any needs for maintenance on them. The Musician will be responsible for repair or replacement of damaged equipment due to negligence or misuse.

9. Number of Sessions: This position shall not exceed 114 sessions during the contract period. These sessions may consist of:

(52) Worship services

(52) Weekly rehearsals

(5) Special service performances

a. Christmas Eve

b. Good Friday

c. Special Praise nights (as scheduled by the Protestant Parish Paster and coordinated at least 14 days in advance)
