ARGONNE NATIONAL LABORATORY

PROTECTIVE FOOTWEAR STATEMENT OF WORK 10/13/2023

1. All protective footwear must meet or exceed standards identified in ASTM F2413-05 Standard Specification for Performance Requirements for Foot Protection.

2. Protective Footwear Requirements

a. At a minimum, the contractor must offer the following brands.

· Timberland, Wolverine, Caterpillar, Harley-Davidson, Hushpuppy Professional

b. Other desired brands are:

Florsheim, Doc Marten, Reebok, Rockport, Keen

c. A minimum total of 15 styles for men and women must be included in the cumulative number of brands offered. The styles should include 6 pairs of 6- inch boots, 4 pairs of 8-inch boots, and 5 pairs of casual work shoes for each gender.

d. Protective footwear must be available in sizes (including half sizes) and sufficient widths to fit 95% of the Argonne's population. Sizes offered must include narrow, medium, and wide widths, minimally.

e. A variety of protective footwear should be available that include metatarsal guarded, slip-resistant, dielectric, conductive, cold environment, heat resistant, chemical-resistant, etc.

f. Several styles of protective footwear with removable innersoles must be available to accommodate individuals requiring orthotics.

g. "General Styles of Protective Footwear Required at Argonne" can be found in Attachment A.

3. Service Requirements

a. The contractor must provide shoemobile service on-site one-day (preferred same day) each week from 8:00am-12:00pm in the Bldgs. 200-203 parking lot, and from 1:00pm-4:00 pm in the Bldg. 360 parking lot. The safety of the shoemobile is of paramount importance and is subject to unannounced safety inspections while on-site. Any significant safety violation found could result in immediate dismissal from the site until action has been taken by the contractor to correct the violation. Re-inspection must occur before the shoemobile will be allowed to return to the site.

b. The contractor must provide an attendant on the shoemobile who is trained in the classification of footwear and its design to provide protection against various workplace hazards. The attendant must have a minimum of 3 years’ experience fitting protective footwear, and including the proper use of a Brannock device.

c. Protective footwear displayed on the shoemobile while on the Argonne site should be:

· Steel or nonmetal (safety-toed) only,

· Be under or near the Argonne allowable reimbursement amount of $150.00, and

· Represent a variety of brands and styles.

d. Protective footwear accessories (e.g., laces, traction aides, Bear Guard, insoles, Boot Savers, etc.) must be available on the shoemobile.

e. Catalogs describing protective footwear that is available from the contractor must be available on the shoemobile. Copies of catalogs for distribution within the Laboratory must be available upon request from the Technical Liaison.

4. Other Requirements

a. Protective footwear must be guaranteed for 6 months under normal working conditions.

b. Protective footwear must be guaranteed to fit if fitted by the shoemobile attendant.

c. Protective footwear requests in sizes not carried on the shoemobile and need to be ordered must be delivered within 7 days. If the contractor cannot supply the ordered protective footwear, the customer must be notified by telephone within 48 hours of the date of ordering. Exception: Footwear requiring medically-prescribed corrections or unusual options must be available no later than 21 days from the date of ordering. A customer satisfaction form must be available on the shoemobile that identifies the Technical Liaison as the point of contact for complaints.

d. The contractor must have a complaint resolution procedure.

e. The contractor must submit monthly electronic billing that includes an invoice summarizing individual purchases and attaches a copy of each ANL-9 form listed on the invoice. The electronic invoice must be compatible with the Argonne financial system; an Excel spreadsheet or similar format is preferred. The invoice must include the name of the employee, payroll number, the cost code (from the request form), the brand/style of footwear, manufacturer's price list, the discount and any extended discount price, and any special options.

f. Upon request by the Technical Liaison, the contractor must participate in an on-site show of protective footwear. The show will be at the convenience of the Laboratory in consultation with the contractor and may be on a day other than the regularly scheduled day for the shoemobile.

NOTE: For reference, the most popular brands/styles of shoes purchased on the Argonne site in an approximate 6 month period are identified in Attachment B. As information, these popular brands/styles were included in over 400 pair of shoes purchased from the shoemobile during this period.

ATTACHMENT A

GENERAL STYLES OF PROTECTIVE FOOTWEAR REQUIRED AT ARGONNE

1. a. 6-inch high boots for men. Tan nubuck leather. Must have padded leather collar and cushioned insole. Must be very well-cushioned and comfortable for standing or walking long periods of time. Good support for the ankle needed.

b. Similar to la. but in a women's version.

2. a. 8-inch high boots for men. Brown or tan leather. Very well cushioned insole. Must be comfortable for standing and walking for long periods of time. Good support for the ankle needed.

b. Similar to 2a. but in a women's version.

3. a. Men's Oxford shoe, lace-up, black, extra cushioning for all day walking or standing.

b. Women's Oxford shoe, lace-up, black, similar in function to 3a.

4. a. Men's slip-on casual shoe.

b. Women’s slip on casual shoe.

5. a. Men's 8-inch high, waterproof, thermal insulated boots for winter wear outdoors, slip-resistant soles for snow and ice.

b. Women’s version of Sa.

6. a. Men's 6-inch high, water-resistant work boot with good cushioning for long periods of standing or walking.

b. Women's version of 6a.

7. a. Men's black "athletic" shoes.

b. Women's "athletic" shoes, black mid-ankle.

8. a. Men's white "athletic" shoes.

b. Women's "athletic" shoes, white mid-height.

9. a. Men's electrical hazard boots.

b. Women’s electrical hazard boots.

10. a. Men's black uniform shoes.

b. Women’s black uniform shoes.

11. a. Men's lace-up casual shoe, made on a different last than the others.

b. Women's lace-up casual shoe, made on a different last than the others.

12. a. Men's 6-inch boot made on a different last than the others. Extra cushioned version for all-day comfort.

b. Women’s 6-inch boot made on a different last than the others. Extra cushioned version for all-day comfort.

13. a. Men's 8-inch boot, similar to 11a. above.

b. Women's 8-inch boot, similar to 11b. above.

14. a. Men's oblique toe boot in either 6- or 8-inch height.

b. Women's version or similar.

Emphasize comfortable styles of 6- and 8-inch height boots and casual work shoes since these are the most commonly used styles. At least ten versions of 6-8 inch boots and five versions of a casual shoe for each gender are required. They are to be well-constructed and use good materials but vary in styles, lasts, and manufacturers. A 10-inch high lineman's and a rarely ordered metatarsal boot should also be available for order as needed. In addition, NFPA 70E requires shoe material to be leather. Outdoor safety boots for winter weather should also be available as needed.
