About this file
This is a Special Notice announcing a pre-solicitation Industry Day event for the Fighter Engine Re-competition program involving the F100 and F110 engines. The Department of the Air Force, through Air Force Materiel Command's Life Cycle Management Center (AFLCMC), Propulsion Contracting Division (AFLCMC/LPA) at Wright-Patterson Air Force Base, Ohio, is conducting market research and seeking direct industry feedback on propulsion modernization priorities. The event is scheduled for Monday, November 9, 2026, in an in-person format near Wright-Patterson AFB, with a general government briefing in the morning and 1-on-1 technical breakout sessions with Government Integrated Product Teams in the afternoon. Attendance is strictly limited to five verified representatives per company CAGE code. The primary discussion topics include manufacturing and supply chain resilience, engine durability and fleet supportability ("Time on Wing" maximization), digital engineering and modern system integration, and lifecycle affordability with performance-based contracting incentives. All briefings will be conducted at the Controlled Unclassified Information (CUI) level and contain defense-critical technical data subject to ITAR and EAR export controls.
Attendance requires meeting all security prerequisites prior to the November 2, 2026, registration deadline: active SAM.gov registration with verified CAGE code and UEI, active DLA Joint Certification Program (DD Form 2345), U.S. Person status certification, and executed CUI Non-Disclosure Agreements for all attendees. No personal electronic devices, recording equipment, or cameras are permitted in briefing areas. Registration packages must be submitted via email to Ms. Laura Burnette (laura.burnette@us.af.mil) by Monday, November 2, 2026, at 1600 EST and must include company information, attendee details with U.S. Person certifications, executed NDAs, and a one-page capability statement for those requesting 1-on-1 sessions. The Government strongly encourages small business and component supplier participation, with provisions for vetted small businesses unable to attend in person to request CUI technical briefing output following the event through an authorized Data Custodian. Approved attendees will receive confirmation notices and facility access directions by November 5, 2026. This announcement does not constitute an RFP or obligate the Government to issue a solicitation or award a contract.

2. PURPOSE AND ACQUISITION OBJECTIVES
The Government is hosting an in-person Industry Day for the Fighter Engine Re-competition (F100 & F110). In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 10 (Market Research), specifically RFO 10.001(c), RFO Subpart 15.1 (Presolicitation and Solicitation), specifically RFO 15.101 (Early exchanges with industry), and the FAR Companion (FC 10.001(c) & (d)), the primary purpose of this event is to conduct robust, two-way pre-solicitation market research, brief the Government’s propulsion priorities and operational timelines, and solicit direct industry feedback.
This exchange supports the strategic mandates of Executive Order 14265 (Modernizing Defense Acquisitions and Spurring Innovation in the Defense Industrial Base) and Executive Order 14372 (Accountability and Resilience in the Defense Industrial Base). The strategic intent is to move beyond legacy transactional procurement toward a partnership paradigm that drives manufacturing resiliency and propulsion modernization that maximizes "Time on Wing" (ToW), and aggregates global demand signals to secure optimal outcomes.
DISCLAIMER: This Special Notice is issued solely for market research and acquisition planning purposes. This announcement DOES NOT constitute a Request for Proposals (RFP) or a Fair Opportunity Proposal Request (FOPR). Participation is strictly voluntary and does not commit the Government to issue a solicitation, award a contract, or reimburse any costs incurred by industry participants in preparing for, attending, or responding to this event.
3. DISCUSSION TOPICS AND AREAS OF SENSITIVITY (BROAD CONTEXT ONLY)
To ensure a highly productive technical exchange and focused market research during the general briefings and private sessions, industry partners are encouraged to prepare high-level perspectives on standard business and technical factors impacting the Fighter Engine Re-competition (F100 & F110). Broad examples of topics that may be discussed include, but are not limited to:
· Manufacturing and Supply Chain Resilience: General industrial base capacity, lead times for raw materials, and sub-tier supplier health to support surge and mobilization requirements.
· Engine Durability and Fleet Supportability: Standard commercial and military practices to maximize "Time on Wing" and minimize base-level maintenance footprints.
· Digital Engineering and Modern System Integration: Industry design philosophies regarding modular interfaces, digital twin development, and open systems architectures.
· Lifecycle Affordability and Incentives: Broad cost-reduction drivers across the production and sustainment lifecycles, and the structuring of performance-based contracting incentives.
4. DATE, AGENDA, AND ON-SITE VENUE LOGISTICS
· Date of Event: Monday, November 9, 2026
