About this file

This is a Proposal and Schedule of Prices document for the State of Iowa, Division of Soil and Water Conservation, regarding Bid No. 26-08 for the Cal883432B Nutrient Reduction Wetland Project located in Section 32, Township 88 North, Range 34 West, Calhoun County, Iowa. The project encompasses selective clearing, excavation and grading, tied-concrete block mat placement, tile and outlet structures, riprap placement, and seeding across approximately 13,800 cubic yards of earthwork, 2,750 square feet of tied-concrete block mat, 769 linear feet of tile installation, one water control structure, 31 tons of riprap and erosion stone, and 4 acres of seeding. Bid submissions are due by 3:00 PM on August 26, 2026, with the bid opening occurring at the same time via Microsoft Teams conference. The project completion date for all work except seeding is November 30, 2026, with buffer and structure seeding required by December 15, 2026. Bidders must submit a notarized affidavit confirming they have reviewed all contract documents and have not engaged in collusion or fraud.

The estimated construction cost range is $135,000 to $155,000. A Proposal Guarantee equal to 10% of the base bid is required with submission. The successful bidder must execute a Performance Bond in an amount not less than 100% of the contract award within fourteen days of receiving the Notice-of-Award. Liquidated damages are assessed at $175.00 per day for work except seeding and $125.00 per day for seeding work. The document includes language acknowledging that liquidated damages bear a reasonable relationship to anticipated losses and fairly approximate the Division's actual losses resulting from contractor delays. Bidders must acknowledge receipt of any addenda issued prior to bid submission, and the affidavit must be notarized or the bid will be rejected.
