About this file
This is a Questions and Answers document for IFB1 EGBA 2015000145, a propane tank replacement solicitation. The project involves replacing existing propane tanks at multiple sites with new vapor service tanks and associated components including standard POL pigtails, manifold T, and primary regulators. The scope includes installation of strainers on the supply side of control valves, pressure reducing valves, pressure regulating valves, solenoid valves, and other locations as specified. All installations are to be vapor service only, with liquid service openings required to be located under tank protective domes or deleted entirely with secure locking provisions to prevent LPG theft. Technicians are expected to be on-site at the time of tank delivery and installation to perform necessary hookup and coordinate leak tests, flow tests, and lockup tests. The sites are identified by coordinates compatible with Google Maps entry, and the standby backup generators at these locations do not require estimation of annual consumption volumes for delivery purposes.
Key technical specifications include the use of specialized vapor return valves (Sherwood 1876 or equivalent) designed for temporary service applications and pressure testing, and all replacement tanks must be new only with no refurbished tanks permitted. Bidders should clarify special duty valve specifications by PSI or WOG ratings and their intended applications. Site location mapping coordinates are provided in a referenced Attachment B-1 spreadsheet. The document addresses coordination of work between the awarded vendor and other service providers to ensure efficient installation and testing without requiring multiple trips to remote sites.

Propane Tank Replacement

Are all the installations to be vapor service only?
Yes
Typically the liquid service opening on new tanks is not located under the tank protective dome. Will it be acceptable to have the liquid service opening not under the dome?
The liquid service port needs to be under the dome. If this is not typical then the port needs to be deleted or a means provided to securely lock the port from LPG theft.
Typically with new new regulators and piping a series of tests need to be performed called a leak test, flow test and lockup test. These tests cannot be correctly performed until the appliance is hooked up and ready to run. I note in the bid packet that hookup is to be done by others. Will they be responsible for the leak, flow lock up tests or will we have to coordinate with that supplier? Obviously if we need to do double trips to these remote sites it will affect costs significantly.
Our technician will be on site at the time of delivery and installation. Hookup will be performed at that time so that the tests can be performed by the awarded vendor.
Bid packet notes "special duty valves", is there a code or spec they are referencing? Typically valves are rated with either a PSI rating or WOG rating: i.e.
400 WOG.
Only applicable if specifying special duty valves noting the psi rating or WOG rating and the special application of the valve.
Section 3.0 Sites marked as new piping See Attachment B-1 spreadsheet The supplier shall replace the existing tank(s), the standard POL pigtails, manifold T, and the primary regulator at the sites with existing tanks utilizing the vapor return valve that is present or install a new one if not present.
Should the text "vapor return valve" be replaced with "vapor service valve" ? The vapor return valve is a specialized tank valve designed for temporary service applications, such as vapor equalization during loading and unloading processes. It is not designed for permanent service applications.
We utilize this valve to check pressure after the 1st stage regulator. It is tee’d into the gas line right after the regulator. We have gas pressure gauges set up to do a quick primary pressure test with the 1-1/4 acme thread adapter to fit this valve. Sherwood 1876. If there is another valve that will work for this application then it will be considered.
2.1.1 Install strainers on the supply side of each control valve, pressure reducing valve, pressure regulating valve, solenoid valve, and elsewhere as indicated.
Typically strainers are only used in liquid service, are you sure that you want strainers as specified?
The stand by generator manufacturer shows the strainer for their installations
Do you have site location maps or other map references that are more compatible with Google Maps?
The coordinates can be entered into google maps and it will show the location. They have to be entered as:
40-09-49N 103 -15-50W for Akron as an example
Are these standby backup generators or do you have average annual consumption stats per site so that we can estimate required delivery volumes?
They are standby backup generators
Is there an option to provide refurbished tanks and if so to what specification?
No refurbished tanks will be allowed. New tanks only.
