About this file

This is a Bid Specifications document (Attachment A to IFB1 2015000276) issued by the State of Colorado for the procurement of liquefied petroleum gas (LPG) storage tank systems and installation services. The project involves the supply, delivery, installation, and hookup of 1,000-gallon propane storage tanks at multiple state communication sites, with the supplier responsible for removal of existing tanks, transfer of propane from old to new tanks, and topping off new tanks to 80% capacity. All installations must be completed by June 1, 2016, with the document noting summer access-only constraints for certain sites. The supplier must coordinate scheduling with the state's designated representative, complete all required permitting and compliance documentation at no additional cost, and provide comprehensive project submittals including specifications, shop drawings, product data, operating manuals, welders' qualification certificates, test reports, and digital photos of completed work.

The specifications require that propane tanks comply with the latest ASME Code for Pressure Vessels Section VIII Division I, NFPA 58, State of Colorado requirements, and be listed by Underwriters Laboratories. Installation must adhere to multiple codes including the 2011 NFPA series standards, 2012 International Building Code, ASME B31.2, and current Motorola R-56 grounding standards. The supplier must employ qualified installers with a minimum of five previous similar projects and welders certified under ASME Boiler and Pressure Vessel Code requirements. Tank specifications include epoxy paint finish, ratings for 250 psig operation from -20°F to 125°F, evacuation capability to full vacuum, and mounting footings custom-welded to match existing foundation dimensions as detailed in referenced attachments. LPG distribution piping systems must accommodate 2,250,000 BTU/HR primary and 1,000,000 BTU/HR secondary regulator ratings, with specific materials, sizing, and installation requirements for above-grade steel piping and below-grade polyethylene piping.
