Purchase Description Request for Propane Date:
Product/Service Description The contractor is tasked to provide and transfer 200,000 gallons of propane to storage tanks located at building 8216 on Marchbanks Road. The propane should be provided in accordance with the rules and requirements of the Propane IDIQ contract.
Background The propane plant has twelve 60,000 gallon propane storage tanks and two fill points for offloading with a total capacity of 612,840 gallons. It is necessary for the system to be able to supply base demand to ensure RAFB will be able to maintain functionality throughout a curtailment period.
Historical data from curtailment periods shows that we can burn from 10,000 gallons to 60,000 gallons per day (regularly usuage being 10,000 – 20,000 gallons per day).
Performance Requirements The period of performance is to deliver the amount requested at the time of purchase within 15 calendar days, contract will be awarded within 72 hours or less from receipt of Proposal at the task order level. During inclement(Cold) weather the need will be to get at least 60,000 gallons within 7 calendar days of award and a minimum of 20,500 gallons per day for the next 10 days until the total purchase has been delivered. For offseason the period of performance is to deliver at least 30,000 gallons within 7 days of contract award and a minimum of 18,500 per day for the next 7 days. All loads shall be delivered during normal business hours which are 0730-1530 Monday thru Friday, excluding holidays. During winter time the plant may have personnel working 24/7 so deliveries can be done at any time,if delivering before or after normal hour’s coordination must be done to make sure we have the personnel to receive.
Offerors will submit Attachment #2 with proposed Mulitpliers included. The Total Evaluated Price will be the sum of the estimated quantities multiplied by the Proposed Multipliers as shown in the sample provided in Attachment #3. Market index cost with transportation multiplier and all other costs should be quoted. The Point of Origin/Pipeline Pickup Points to consider (but not limiated to) are (1) Milner, GA -65 miles, (2) Albany, GA - 96 miles and (3) Alma, GA – 115 miles; these are ranked in order of approximate distance from Robins AFB, GA. Propane will be quoted at a whole sale market price using website www.eia.gov (U.S. Energy Information Administration) data and the delivery or (freight plus fuel surcharge) should be a separate item with a fixed price based on the proposed Not To Exceed Multipler price awarded on the IDIQ Contract.
The quantity shall be delivered to the propane tanks located at the propane-air mix plant, located on the south end of the base on Marchbanks Drive at the intersection of Warner Robins Street, Robins AFB, GA or at Building 5 in Beal Drive by the flight-line.
