About this file

This document is a Project Statement issued by the State of Michigan Department of Technology, Management and Budget (DTMB) for professional architectural engineering services to improve several items at the Ionia Recreation Area. The project scope includes assessing and proposing period-correct windows, shutters, and entrance door for the Sessions Schoolhouse, replacing the Beach House roof, assessing and providing alternatives for the main entrance road pavement, upgrading the campground electrical system, and assessing and cutting back brush from the drain tile fields. The Department of Natural Resources, Parks & Recreation Division has received federal funds from ARPA (American Rescue Plan Act) for this project. Proposals are due by Thursday, September 29, 2022, at 2:00 p.m. ET, and a mandatory site visit is scheduled for September 14, 2022. The successful Professional Services Contractor (PSC) will be responsible for the design, construction administration, and compliance with federal requirements. The project is expected to commence after contract award in October 2022, with construction to be completed by December 31, 2026.

The Project Statement does not provide specific pricing or cost information. It indicates that the total cost for all phases should be included as the bid amount, and that the successful Construction Manager assigned to the project will issue the documents for bids and oversee construction. The project is funded by ARPA federal funds, and the PSC will be required to comply with all applicable federal, state, and local regulations and standards.

Project team to review pavement alternatives. PSC to complete bid documents based on recommendations.

5. Drain tile fields for both the campground toilet/shower building and campground sanitation station have trees and brush encroaching on the edges. Assess both drain tile fields and cut back brush 50’ to 75’ from edges.

The Department of Natural Resources, Parks & Recreation Division has received federal funds from ARPA (American Rescue Plan Act) for this project. To help manage the numerous DNR projects receiving ARPA funds, DTMB is in the process of contracting Construction Management Services from up to 9 different regions in the state. Once the designs are complete the successful Construction Manager assigned to the Ionia Recreation Area will issue the documents for bids and oversee construction. The PSC will be responsible for the design, attending construction progress meetings, issuing bulletins, responding to RFI’s, certifying payments, and complying with federal requirements.
