About this file
This is a Project Statement from the State of Michigan's Department of Technology, Management and Budget (DTMB) and Department of Corrections (MDOC) for professional architectural and engineering services at the Alger Correctional Facility in Munising, Michigan. The project involves two separate scopes: 1) replacing the warehouse cooler/freezer, which has been in service for 35 years with outdated mechanical equipment, and 2) replacing deteriorating roofs on the Spruce Housing Unit and 300 Building that are actively leaking. The project requires Phase 500, 600, and 700 professional services, with a proposal due date of 9/25/2025 at 2:00 p.m. Eastern. A mandatory pre-proposal meeting is scheduled for 10:00 a.m. on 9/10/2025 at the facility, and all contractor representatives must submit a LEIN request form five business days prior to the meeting.
The project seeks a comprehensive professional services contract with a desired start date as soon as possible after contract award and anticipated construction in spring/summer 2026. Reimbursable items include LARA plan review ($2,000), roof coring/temporary patch ($10,000), BFS coordination ($1,000), and hazardous material testing and air monitoring ($10,000). The professional service contract (PSC) will be responsible for design development, bid advertisement, construction administration, generating construction documents, managing pre-construction and progress meetings, conducting site inspections, and ensuring compliance with all applicable codes, standards, and safety regulations. Proposals must be uploaded to SIGMA VSS, with firms encouraged to combine technical and cost proposals into a single attachment not exceeding 30mb.

PROJECT DESCRIPTION/SERVICES REQUESTED
The Michigan Department of Corrections (MDOC) is requesting Phase 500, 600, and 700 Engineering/Architectural/Construction Administration Services for two (2) separate projects. The Professional Services contract will be held under contract DTMB File Number 472/25256.JBB. The projects include replacement of the warehouse cooler / freezer which includes structural repairs and roof replacements, on two buildings within the facility. Bidding Plans will be advertised under DTMB File Number 472/25256.JBB for the cooler freezer project and 472/25266.JBB for the roofing project. Detailed information on the desired scopes is listed below:
PROJECT SCOPE:
• Warehouse Cooler/Freezer Replacement (DTMB File Number 472/25256.JBB)– Phases 500, 600, and 700 - The existing cooler/freezer has been in service for 35 years and has reached its lifespan. The mechanical equipment is outdated, and replacement parts are unattainable. The facility would prefer to modify the existing cooler/freezer location to have the cooler next to the freezer and create an office area in the existing cooler area.
mailto:smithD76@michigan.gov
• Roof Replacement (DTMB File Number 472/25266.JBB) – Phases 500, 600, and 700 – The roofs on the Spruce Housing Unit and the 300 Building are beyond their lifespan and need replacement. There is active leaking in both buildings. The current roofs are EPDM and replacement with EPDM is requested but a fleece back option may be considered if the PSC feels it is appropriate, and the agency concurs.
SCHEDULE:
MDOC wishes to have the project design started and be advertised as soon as possible, especially the roof replacement as it is actively leaking and a concern for facility staff. The project may include installation of temporary patch for the fall/winter until the roof can be replaced in the spring when roof coring is performed, refer to reimbursables. PSCs shall provide a proposed design and construction schedule for the two proposed bidding packages; the schedule shall include owner review and agency review periods such as LARA and BFS Review. The owner’s plan review time of a minimum of 10 business days shall be included in the PSC’s design schedule for each submittal required.
OCCUPANCY:
Alger Correctional Facility will remain open throughout the information gathering, design, and construction phases. The PSC shall design the project in such a way as to limit the number of shutdowns, closures, and interruptions to daily operations. Fieldwork by the PSC and construction scheduling must be coordinated with MDOC in advance to minimize disruption to operation of the facilities.
SERVICES REQUESTED:
Provide a complete PSC Proposal (Technical and Cost) for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB-0427), the DTMB Billable Rate Professional Services Contract, the DTMB RFP Billable Rate Form (DMTB-0430), and the DTMB State Facilities Administration (SFA), Design and Construction Division (DCD) policies and procedures for the development of Contract Bid Documents and Construction Administration.
PROPOSAL REQUIREMENTS:
Professional Services shall, but are not limited to, the following:
Phase 500 Final Design and Development of Contract Documents for Bidding:
• Contract Documents shall be created utilizing the current State of Michigan, Department of Technology, Management, and Budget (DTMB), State Facilities Administration (SFA), Design and Construction Division (DCD), DC Spec General Conditions and the Master Spec format.
o The Contract Documents shall meet the approval of MDOC and DTMB. The Contract
Documents shall meet all code and permitting agency requirements as well as accessibility requirements of the Americans with Disabilities Act which incorporates the 2010 Department of Justice’s ADA Standards for Accessible Design.
• PSC shall provide, at a minimum, virtual design meetings at design kickoff (this could also be scheduled as an onsite meeting) 50% and 90% and 100% completion of the phase 500 Contract Documents. The PSC is responsible for the submittal of 50%, 90 and 100% Contract Documents and estimates for owner review a minimum of ten (10) working days prior to the proposed review meeting dates.
• PSC shall provide construction estimates for owner review at 50%, 90%, and 100%, these shall be submitted with the review plans. Review of the construction budget will be required at the 50%, 90% and 100% design review meetings.
PSC shall provide a proposed schedule for design and construction for both projects with the RFP response. The PSC shall provide active project management and maintain their proposed schedule of tasks and milestones including, but not limited to, critical project tasks such as consultation and other data collection tasks. The PSC’s schedule shall not only itemize and identify the critical project tasks, path, and correlation, but the PSC shall be proactive in identifying and implementing remedial actions necessary to get back on schedule if schedule slippage is encountered. Agency review task durations on the PSC’s schedule should not be considered flexible for gaining back time should schedule slippage occur. PSC shall be responsible for the development of phasing plans and/or a construction schedule recommendation to avoid negatively impacting facility operations. The schedule shall allow for review time by all applicable permitting agencies, including BFS, LARA, and any other required permitting agencies.
• PSC shall be responsible for posting 2 separate projects on SIGMA for bid advertisement under the file numbers detailed above, performing a pre-bid meeting (in-person meeting), issuing addenda, performing Best Value Bid Evaluations on bidders, and generating PSC recommendations of Contract Award for construction.
