An OPTIONAL onsite walkthrough will be held for interested firms on 08/13/25 2:30 ET to review the site.

The walkthrough is only to provide access to the site and any questions arising from the visit are to be submitted in writing to be addressed.

PROJECT DESCRIPTION/SERVICES REQUESTED:

This project includes the renovation of Bay College’s existing Shipping and Receiving Building and Welding building into a Manufacturing Innovation Center (MIC) for the Central Upper Peninsula. Originally used as a diesel shop, the Shipping and Receiving building was constructed in 1974. A welding laboratory was added in 1989 with the original addition renovated in 2015 doubling the size of the welding lab. With the recent relocation of the machine tool equipment into the lab, as well as a growing demand from local manufacturers for customized manufacturing courses, the need for a MIC is significant to the region. The renovation will allow for welding instruction to remain as it currently exists, with modification of the existing Shipping and Receiving area to a reduced footprint, and the space gained to be utilized as modular industrial space for collaboration and innovation. This modular space would allow for the space to change as needed for the requested application. The MIC will fill a regional need to support the manufacturing sector by producing a highly skilled, trained and educated workforce critical to existing and future operations. The MIC will also serve as a Safety Training Center to support OSHA and MIOSHA trainings for construction and general industry, boot camp style trainings around safety to include but not limited to credential forklift operators, confined space training and industrial rigging.

The scope of the project will include new electrical and mechanical installs to support equipment, ventilation upgrades, lighting upgrades, mobile partitions for flexible space utilization, demolition of the existing office space, one new shipping office, interior finishes, industrial coating floor epoxy in new innovation center, an automated sprinkler system for fire suppression, an opening added between the existing welding area and the Manufacturing Innovation Center, and planning for covered storage over the existing stock storage yard, with an access door on this exterior wall, and also for building graphics.

The Capital Outlay Design Manual must be followed and is to be closely reviewed by the PSC for all requirements including the requirements for various submissions. The document is geared towards a mailto:parsonsc5@michigan.gov

College/University self-managing the project but for this project DTMB-SFA-DCD will be working for Bay College and managing the project and holding the contracts.

Phase I Environmental Survey and Hazardous Material Survey are not part of this scope and will be contracted for directly by Bay College.

For proposal purposes the PSC is to assume a design-bid-build delivery method.

Total project budget is fixed at $1,875,000 (inclusive of design, construction, and miscellaneous internal fees). The Professional Services Contractor (PSC) is responsible for designing a project within the stated budget.

• Proposal responses MUST be uploaded to SIGMA VSS. Please enter the total cost for all phases as the bid amount.

• Firms are encouraged to combine their technical and cost proposals into one (1) attachment for proposal submission.

• Please remember that attachments can be no larger than 25mb.

• Do not wait until just before the 2:00 p.m. solicitation deadline to submit your proposal response.

SIGMA VSS will not allow a proposal to be submitted after 2:00 p.m., even if a portion of the proposal response has been uploaded.

DESIRED SCHEDULE OF WORK

Programming (Phase 200) and Schematic Design (Phase 300) draft design submissions per the Capital Outlay Design Manual are to be submitted in mid-February 2026 with the expectation that final submittals will be ready by 03/13/26. Future phases (final design & construction) are dependent upon the availability of state funding which requires legislative approval.

REFERENCE STANDARDS: This project will comply with all codes, standards, regulations, and workers' safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DHHS, EGLE, DNR, and MIOSHA), and any other local regulations and standards that may apply.
