About this file
This document is a Project Statement for the Musketawa Trail Reconstruction project issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Natural Resources - Parks & Recreation Division. The project seeks professional architectural and engineering services to perform a study, programming, and design for improvements to the 26-mile Musketawa Trail located in Muskegon and Ottawa Counties. The requested services include trail resurfacing, bridge replacement and repairs, culvert replacement, and other associated infrastructure work. A virtual pre-proposal meeting is scheduled for June 29, 2023, and proposals are due by July 20, 2023. The design work is expected to start in September 2023, with construction beginning in June 2024. The project is being funded with American Rescue Plan Act (ARPA) funds, and the design must be complete, and construction under contract by December 31, 2024.
The budget for this work is believed to be reasonable, but a contract modification may be requested if the budget is insufficient. The professional services contract will be awarded through a Construction Manager who will bid and administer the project. The State of Michigan will retain a professional to test for any hazardous materials that may need to be abated. The selected Architectural/Engineering firm will be responsible for gathering all necessary data, conducting surveys and studies, and producing schematic plans through contract document development.

PROJECT DESCRIPTION/SERVICES REQUESTED
The Department of Technology, Management and Budget (DTMB) on behalf of Michigan Department of Natural Resources – Parks & Recreation Division, is requesting professional architectural and engineering services to perform a study, programming, and design for improvements to the Musketawa Trail located in Muskegon and Ottawa Counties, MI. The services requested include Phase 100 – Study, Phase 300 – Schematic Design, Phase 400 – Preliminary Design, and Phase 500 Final Design/Contract Documents.
The Musketawa Trail is a 4-season, multi-use trail in West Michigan that is approximately 26-miles long, running from Muskegon to Marne. The trail is paved with HMA and has 13 bridges and numerous culverts along the length of the trail. The DNR desires to repair and resurface the trail, including all associated infrastructure. Trail repairs and improvements that shall be included in the project design include:
1) Resurfacing of the full-length of the trail. The trail surface is currently asphalt pavement. The material(s) to be used to resurface/reconstruct the trail shall be explored and determined during the Phase 100 Study phase of the contract.
2) Repair of trail sub-base and/or sub-grade areas where determined necessary by soil borings and geotechnical report. Add trail stabilization measures as needed to create/maintain required trail widths.
3) Replacement of 11 timber bridges and repair or replacement of an additional two bridges. Assessment of two bridges and determination of the need for repair or complete replacement shall be included in the Phase 100 Study phase of the contract.
4) Replacement of all existing culverts and add new where required. Coordinate with applicable County Water Resources Commissioners and Drain Commissions to verify/determine the appropriate size and location of culverts.
5) Clearing & grubbing in the trail right-of-way for the full length of the trail. Trail and clearing widths to be determined during the Phase 100 Study.
6) Improvement of road crossings, including but not limited to addition of ADA concrete ramps, detectable warning plates, protective overlay for snowmobile crossings, and road & trail signage.
7) Review of all trail signage. Replace existing or add new signage where required/recommended.
This project is being funded with American Rescue Plan Act (ARPA) funding. All design and bid documents must meet AASHTO Standards. The delivery for the project will be through a Construction Manager that will bid and administer the project. Design work for this project should start as soon as possible, and construction is expected to start in summer 2024. Due to ARPA funding stipulations, design must be complete and the construction project under contract by December 31, 2024, regardless of delays, with construction complete no later than December 31, 2026.
The following record documents will be made available to the selected PSC:
Phase 2 Trail Construction Plans - Broadway Trailhead in Muskegon to Ravenna (PDF) Railroad valuation maps (exception: Ensley Rd to Blackmer Rd, between Sullivan Twp and
Ravenna) (PDF).
Various easements and operating agreements for trail crossings (PDF)
This request is to provide Phase 100 Study, Phase 300 Schematic Design, Phase 400 Preliminary Design, and Phase 500 Final Design. We anticipate 50% and 90% design submittals/reviews at each design phase.
Value engineering, constructability review and cost estimates will be performed by the Construction Manager at each design phase once they are under contract. The State of MI will retain a professional to test for hazardous materials that may need to be abated.
Professional services shall also include, but are not limited to;
• The PSC shall be responsible for gathering and verifying all base information required for the proper design of the project.
• Phase 100 – Study professional services. Study shall include (but not be limited to) evaluation & recommendation of potential material(s) to be used to resurface/reconstruct the trail, assessment of two bridges, identification of potential areas requiring trail stabilization, and preliminary budget estimate. Further refine the project budget and scope based on the findings, recommendations, and design decisions made during the Study phase. Coordination with the Construction Manager on the estimate may be required.
• Phase 300, 400 & 500 professional services as required to produce schematic plans through contract document development.
• 50% and 90% design submittals for owner review at each design phase.
• Gathering all data and design development information necessary for plan review, submittals, and permit applications required for the Departments of Licensing and Regulatory Affairs (LARA), Environment, Great Lakes and Energy (EGLE formerly DEQ), and governing agency approvals.
Include as reimbursable expenses.
• Provide a proposed PSC design schedule. Design schedule shall be kept up to date through the project and will be incorporated into the Construction Manager’s master schedule.
• If requested, provide up to four (4) full-size sealed hardcopy sets of contract documents, including addenda, for DTMB and DNR use.
• DTMB Soil Erosion and Sedimentation Control (SESC) plan review submittal.
• Topographical survey, soil borings, geotechnical report, and hydrological survey are to be included as a reimbursable expense.
• Be prepared to separate the bridge repair/replacement, trail resurfacing, and/or tree clearing construction documents into separate bid packages if recommended by the Construction Manager.
The PSC proposal shall include:
• The proposal must include meetings as required to fulfill the intent of the contract. While some project team meetings may be considered in the form of computer-based meetings (e.g., Teams, Zoom, etc.), key review meetings shall be in person. For all document review meetings, required review information shall be submitted within sufficient time to allow for complete Owner review, in electronic and in hard copy formats. At a minimum, four (4) face to face meetings will be required, including but not limited to: the design kick-off meeting, Phase 300 pre-design meeting, one design review meeting, and pre-bid meeting.
• Provide a bi-weekly progress summary email to the project team, briefly documenting the prior two week’s progress by the PSC and display the initial project schedule and current schedule status.
• All testing required to verify the site conditions for the proper design are to be identified in the PSC Technical proposal, and the associated costs of testing are to be itemized in the PSC Cost proposal as reimbursements. The PSC shall indicate in their proposal any testing requirements.
• A graphic bar chart schedule (in weeks) indicating the PSC’s proposed timeline for services based on a proposed PSC contract start date of September 1, 2023. For scheduling purposes, assume fourteen (7) calendar days each for Owner review for the documentation and recommendation.
The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI’s and answers, Field Orders, and communications. The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all the work requested, it is anticipated that a contract modification may be requested at a later date.
