About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division for the Musketawa Trail Reconstruction project. The project is located in Kent County and Muskegon City, Michigan. The addendum provides a sign-in sheet from the Pre-Proposal Meeting and responses to Requests for Information (RFIs) received at the meeting. The key RFI responses indicate a preference for prefabricated bridges over in-kind timber bridges, a requirement to design for H10 AASHTO loading to accommodate snow grooming vehicles, and a need for the selected Professional Services Contractor (PSC) to analyze the existing bridge load limits. The RFP has a proposal due date of July 20, 2023.
The contract opportunity does not provide any details on pricing terms, set asides, incumbents, funding requirements and sources, or other salient financial information. The document focuses on technical requirements and clarifications for the project.

Please note the following:
1. This addendum provides a copy of the sign-in sheet for the PSC Pre-Proposal Meeting on June 29, 2023
(attached).
2. This addendum provides the following responses to RFI’s received at the pre-proposal meeting.
RFI questions and answers:
Q1: Do you want the 11 timber bridges replaced in-kind with timber or install more modern prefabricated bridges?
A1: Prefabricated bridges or similar are preferred. They do not need to be timber. Please include bridge type recommendation & selection as part of the Phase 100 Study.
Q2: Should we plan on H10 loading for the bridge design, or just pedestrian traffic?
A2: Design for H10 AASHTO loading. Snow grooming vehicles will/may be utilizing the bridges.
Q3: Will the current bridges support the loading of a soil boring/drill rig?
A3: DNR & DTMB do not have that information. A PSC must analyze the bridges to determine load limits if you plan to utilize the bridges for trail access for soil boring vehicles.
