About this file

This document is Addendum No. 03 to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Musketawa Trail Reconstruction project, File Number 751/23320.JLM. The addendum provides responses to Requests for Information (RFIs) received by DTMB regarding the project. Key details include that the DNR prefers to repair rather than replace the two longer span bridges over Black Creek and Crockery Creek, but the selected Professional Services Consultant (PSC) will evaluate this further. The Crockery Creek bridge is approximately 220 feet long, and the Black Creek bridge is approximately 120 feet long. The existing bridges do not have any historic designations.

The RFP is for a state and local contract opportunity in Kent County and the City of Muskegon. The proposal due date is July 20, 2023. The addendum does not provide details on the project budget, pricing terms, set asides, incumbents, funding requirements and sources, or any other salient commercial information.

Josiah L. Meyers

PROPOSAL DUE DATE:

Thursday, July 20, 2023

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

Please note the following:

1. This addendum provides the following responses to RFI’s received by DTMB to date.

RFI questions and answers:

Q1: Does the DTMB have a specific total project cost (design and construction) based on the available ARPA funding. Our concern is that replacement of the longer span bridges across Black Creek and Crockery Creek could be very expensive.

A1: The total project budget is not provided as part of this RFP. Based on the potential high costs of replacing the 2 longer span bridges, it is DNR’s preference to repair versus replace them, but that will be determined after the selected PSC evaluates those bridges. Your professional opinion of the probable costs for repair versus replacement can be included with the “Budget Analysis” portions of your Technical proposal.

Q2: Do you have any record drawings for “two longer bridges” over Black Creek and Crockery Creek, if so would you please provide these as part of the proposal? If not, do you have any definitive information as to the length of the existing bridge spans? We found some information online indicating that the Crockery Creek bridge has a span greater than 200-feet.

A2: The DNR does not have record drawings available for the bridges. The Crockery Creek bridge is approximately 220’ long. Black Creek bridge is approximately 120’ long.

Q3: Do any of the bridges along the trail have “historic designations” that may inhibit replacement or rehabilitation of these structures?

A3: No. The existing bridges do not have official “historic designations” assigned.
