PROJECT DESCRIPTION/SERVICES REQUESTED

The Professional Services Contractor (PSC) shall provide complete Phase 100 Professional Architectural and Engineering

Services to provide a Phase 100 study.

Provide a complete PSC proposal for all required professional architectural and engineering services in accordance with the State of Michigan. Department of Technology, Management and Budget (DTMB) Project Statement form (DTMB 0427), DTMB Billable

Rate Professional Services Contract and the DTMB Request for Proposal (DTMB 0430) and the DTMB State Facilities

Administration (SFA) Design and Construction (DCD) policies and procedures for the development of a Phase 100 study.

The parks modern campground is served by two (2) standalone toilet / shower buildings. Each building and associated drain field was constructed around year 1974. The park has experienced sewage system backups and defects in recent years. This project is intended to study the potential replacement of an on-site sewage for each building and / or a combined sewage disposal facility.

Additionally, the sanitation system drain field, built in 2002, has also experienced backups possibly due to saturation. The study shall investigate the existing systems performance and review the existing conditions to assure compliance with all current public health departments. The PSC is asked to assist the Department of Natural Resources (DNR) with planning for sewage disposal system(s) replacement by investigating future sewage disposal options. These options could include separate systems or combined on-site sewage disposal system that supports the toilet / shower buildings and the sanitation station.

The Phase 100 study shall include consultation with the Michigan Department of Environment, Great Lakes and Energy (EGLE) regarding wastewater disposal requirements. EGLE wastewater disposal recommendations may require pretreatment based on the concentration of effluent from the sanitation station. The study will perform a Phase 100 study evaluation of options of replacing the existing drain fields with drain fields, a lagoon, or with some other PSC recommended (or as guided by EGLE) on-site sewage disposal system.

“The Phase 100 Study shall develop a basis of design for wastewater flows and determines the scale of development necessary to consider each option. The Study will evaluate the potential impacts to park lands such as potential wetland impacts, soils suitability for sewage disposal, and any required archaeological survey efforts.

The study will consider the compatibility of the proposed on-site sewage disposal system options with a planning concept that proposes to replace the two (2) existing toilet / shower buildings with one (1) new toilet / shower building locate din a central location (see attached concept map). The study will discuss the necessary infrastructure transitions necessary to be compatible to such a proposal.

Additionally, the study should evaluate the drain fields associated with the park’s headquarters building, and contact station / beach house and determine if replacement is necessary and if so, how replacement should occur (standalone system or combined).

The study shall consider permitting, licensing and life cycle maintenance costs of each system. The study shall initiate all necessary permitting discussions to inform the considered options.

PSC services shall also include, but not be limited to:

1. The PSC shall be responsible for gathering and verifying accurate base information, preparing preliminary and final cost estimates, preparing all necessary pre-application permitting documents and obtaining review and guidance of the Phase

100 Study documents by the required governing agencies. Review and consultation of the study by DNR, DTMB, SHPO and EGLE is anticipated to be required.

2. Prepare cost estimates for Phase 100 options at 50%, 90% and 100% complete submittals.

3. Coordinate and facilitate the required DNR and DTMB review meetings of Phase 100. An onsite project kickoff meeting after project award is required. Additionally, formal review meetings are required of Phase 100 deliverables at 50% and

90% complete. The 100% complete submittal is not intended to have a formal review meeting only informal review and acceptance. The 50% and 90% complete review meetings are proposed to be a GoToMeeting style electronic format.

4. Coordination of any utility infrastructure impacts.

5. The PSC shall provide active project management and maintain their proposed schedule of tasks and milestones including, but not limited to, critical project tasks such as consultation, and other data collection tasks. The PSC’s schedule shall not only itemize and identify the critical project tasks, path and correlation, but the PSC shall be proactive in identifying and implementing remedial actions necessary to get back on schedule if schedule slippage is encountered.

Agency review task durations of five (5) workdays on the PSC’s schedule should not be considered to be flexible for gaining back time should schedule slippage occur.

The PSC proposal shall further specifically include:

1. All testing required for project completion shall be identified and included in the PSC Technical Proposal and the cost itemized in the PSC Cost Proposal as reimbursements.

2. All travel expenses, reproduction, shipping and all other reimbursables identified and itemized in the PSC Cost Proposal.

The PSC shall include in their proposal as reimbursable costs the following Testing and Owner’s Cash Allowance:

1. EGLE permitting - $1,000.00

2. Phase I – Archaeological Survey - $10,000

3. Soil Sampling and Soils Analysis - $6,000

4. PSC to identify any additional required testing to complete Phase 100 and itemize under a $5,000 Owners Directed

Allowance for testing.

PSC to provide schedule with the RFP response assuming Phase 100 completion prior to June 30, 2020.

Additional Requirements:

2. Timely minutes from all meetings will be required as per the PSC contract.

3. PSC to follow DTMB naming convention of DTMB file number / Project Name / Y Number and subject on all project documents
