About this file
This is an addendum to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget's State Facilities Administration, Design and Construction Division for a new sewage disposal system study at Bewabic State Park (File Number 751/19158.RAA). The addendum, issued on September 9, 2019 with proposals due September 19, 2019, includes several modifications to the original RFP scope. Key changes include: extending the Phase 100 completion date to November 30, 2020; adding effluent concentration testing requirements under a $5,000 owner's directed allowance; removing the Contact Station/Beach House drain fields evaluation from scope; adding conversion of campsites 119-128 to full hookup sites to the design basis; and requiring consideration of a 45-day archaeological exploration permit application process in the project schedule.
The addendum includes revised travel reimbursement and billing rate requirements per DTMB-430 Minor State Capital Outlay Projects Billable Rate guidelines. Additional attachments provided include a mandatory PSC walkthrough attendance list, a concept map showing the combination of two toilet shower buildings into one, and DEQ Public Act regulations governing campgrounds. The document package also contains extensive technical specifications and requirements for campground facilities, sewage systems, and operations as outlined in the Michigan Public Health Code and Department of Environmental Quality administrative rules.
