MANDATORY (Check box if Mandatory)

Masks must be worn at the walk-through and social distancing practices shall be followed to the extent possible. The walk-through will comply with all federal and state COVID-19 requirements and guidelines, including, but not limited to, any MDHHS Epidemic Orders, OSHA, MiOSHA, and CDC guidelines.

PROJECT DESCRIPTION / SERVICES REQUESTED

The Professional Services Contractor (PSC) shall provide Phase 100, 500, 600, and 700 Professional Architectural and Engineering Services to analyze, design and to provide plans and contract documents, construction oversight and project administration for various renovations to 3 buildings (Fire Barn, Staff Quarters, and Lodge). Include and identify any Phase 400 work necessary to complete the work and include in Phase 500.

Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget DTMB Project Statement Form (DMB427), DTMB Billable Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DMB 430) and DTMB Facilities and Business Services Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration.

Phase 100 analysis shall include the following:

1. Conceptual review of the Fire Barn’s footing to determine the limits of the footing’s deterioration. The conceptual analysis may include phased excavations to determine the extent of the footing failure and feasibility of repair or reconstruction. Should footing repair or replacement be determined feasible – conceptual level (Phase 100) plans, details, and cost estimates are required.

2. Provide analysis which investigates providing ADA accessibility to the Middle and South Unit of the Staff Quarters. Review existing floor plans and structural details for determining if these two units can efficiently be combined to allow for ADA compliant access to the 1st floor. A concept of offering an ADA compliant studio apartment style dormitory on the 1st floor’s south unit is to be considered. A conceptual level (Phase 100) floor plan shall be developed by the PSC as part of the Phase 100 analysis. Floor plan, structural, plumbing, mechanical, and electrical review is required to determine concept options and feasibility. Note: Phase 100 analysis is intended to perform data collection, analysis, and for developing concept designs, concept floor plans, and conceptual level cost estimates.

3. Provide analysis which investigates hazardous materials survey and testing throughout the Staff Quarters and Lodge.

Hazardous materials abatement will follow the recommendations of the hazardous survey report and PSC recommendations recognizing the potential impact for proposed work. The hazardous materials survey should include lead, asbestos, cadmium, and other hazardous materials that could be anticipated with construction materials from the 1950’s era construction of the structures and extending until present day.

4. Provide analysis which investigates the installation and ventilation of the Staff Quarters and Lodge attic spaces. The investigation should consider volumes and material types of existing insulating materials, the presence of hazardous materials, and the effectiveness of existing ventilation. Recommendations should consider the project budget in finding solutions to ensuring improved insulation and ventilation associated with the proposed roofing systems.

Phase 500, 600, and 700 services are anticipated to apply to:

1. Hazardous materials abatement.

2. Asphalt shingle roofing system replacements to Staff Quarters and Lodge: Replace asphalt single roofing system on the Staff

Quarters & Lodge. Roof system replacements are intended for only the asphalt shingle roofing system with zero to limited sheathing repairs anticipated. Roofing system replacements will provide all new drip edge, synthetic underlayment / roof deck protection, and flashings. Roof work will also include repointing and re-flashing 3 stone masonry chimneys (2 on Staff Quarters, 1 on Lodge), fascia repairs, and limited siding replacement (where roofing interacts with sidewalls). An architectural, limited lifetime warranty, asphalt shingle system is proposed (specifically GAF Timberline Ultra HD – Weathered Wood) to match the shingle systems installed on two other buildings within the historic service area. Limited sheathing damage and rafter repair is anticipated on the Staff Quarters down gradient of the large (north) chimney. The design of a cricket is anticipated to be required at the Staff Quarters’ large chimney. The design of flue repair is anticipated to be required at the top of the Lodge’s chimney.

3. Foundation repair to Staff Quarters: A foundation repair is proposed in the northwest corner (west wall of northernmost basement) of the Staff Quarters building. It is anticipated that 10 courses of concrete masonry units shall be required to be removed and replaced in an area measuring approximately 22’-8” long. Utility relocations of supply and waste plumbing, electrical utility, and ducting may be required on the interior. Propane fuel lines may require Miss-Dig or awareness during building exterior excavations. Design of temporary shoring is anticipated to be required. A basement window is located within the proposed foundation repair and requires replacement.

4. Electrical, plumbing, and mechanical upgrades to Staff quarters and Lodge: Upgrade / replace electrical system in each building (existing conductors are two wire no ground). Replace galvanized supply and waste plumbing. Replace water heaters (qty 2), furnace (qty 1), boilers (qty 2) .

Additional Information:

1. The Staff Quarters and Lodge are listed on the National Register of Historic Places. The project design and construction must meet the State Historic Preservations Office’s (SHPO) requirements for Historic Preservation. No federal funding, land, or permits are involved in the project; thus, a formal Section 106 application / process is not required.

2. The Staff Quarters and Lodge are utilized for year-round occupancy (non-seasonal structures).

3. Construction may need to be phased to meet park and visitor use requirements.

4. The project shall be developed into one set of bidding documents and is targeted for fall 2021 construction. The DNR has a desired Phase 500 completion date, including LARA plan review approval, of June 1, 2020. Please note that this is a desired deadline and not required. If the schedule requirements are too stringent, the PSC is asked to provide their best schedule that best meets the desired date. Additionally, construction is proposed to begin September 7, 2021.

5. The PSC shall assume a construction budget of $428,000 for the project. Should the project require additional construction funding, it will need to be brought to the project team’s attention so additional funding can be sought by the project team and/or alternates considered.

PSC services shall also include but not be limited to:

1. The PSC shall be responsible for gathering and verifying accurate base information, preparing preliminary and final cost estimates, preparing all necessary construction documents and obtaining approval of these documents by the required governing agencies, and preparing final as-built record drawings. Approval of the plans and specifications by MDNR, DTMB, SHPO and LARA Plan Review is required.

2. The Contract Documents prepared by the PSC shall utilize the current State of Michigan, DTMB, Facilities and Business

Services Administration, Design and Construction Division, DCSpec or MICHSpec General Conditions and the MasterSpec format.

3. The PSC shall prepare Preliminary and Final Contract Documents for the work described, advertise for bids on Sigma, and make a contract award recommendation using the DTMB “Best Value” analysis.

4. Prepare 50% and 90% complete estimates of the Phase 100 elements.

5. Prepare estimates of construction costs during Phase 500 at 50% and 90% complete plan reviews.

6. Coordinate and facilitate the required DNR and DTMB reviews of Phase 500 deliverables at 50% and 90% complete. The design kickoff meeting shall be via remote meeting format (Go-To / Microsoft Teams / Etc.). Subsequent design meetings shall be via Go-To meeting (or similar) format. A 100% submittal is required to verify that the 90% complete plans review comments have been accurately incorporated, however a formal 100% plan review meeting is not anticipated.

7. PSC to provide schedule for design and construction with the RFP response. The PSC shall provide active project management and maintain their proposed schedule of tasks and milestones including, but not limited to, critical project tasks such as consultation and other data collection tasks. The PSC’s schedule shall not only itemize and identify the critical project tasks, path and correlation, but the PSC shall be proactive in identifying and implementing remedial actions necessary to get back on schedule if schedule slippage is encountered. Agency review task durations on the PSC’s schedule should not be considered to be flexible for gaining back time should schedule slippage occur.

8. All staff labor and costs required for Phase 700 Inspection Services on a once per every two-week basis. Include all reimbursable costs for inspection services on the Phase 700 reimbursement line item. Assume project meetings are concurrent with project site inspections.

Additional Considerations:

1. Identify and itemize all reimbursable and travel expenses in the PSC Cost proposal.

2. PSC shall include a $1000 reimbursable for LARA plan review.

3. Hazardous Materials Survey, Testing, and Report (asbestos, lead paint, cadmium, etc.) $7,500

4. PSC shall detail any additional permit applications/reviews if any are anticipated.

5. PSC to identify any additional required testing to complete Phase 100 and 500 and include under a $5,000 reimbursable cost allowance for testing.

Additional Requirements:

1. Travel reimbursements and billing rates shall be in accordance with DTMB’s current contract requirements.
