About this file

This is a Scope of Work document for the Porcupine Mountains Wilderness State Park, prepared by the State of Michigan Department of Natural Resources, outlining renovation priorities for historic service area buildings as of October 8, 2020. The scope addresses two primary buildings listed on the National Register of Historic Places: the Staff Quarters (bunkhouse/triplex) and the Lodge. For the Staff Quarters, work includes roof system replacement with enhanced wind warranty, attic insulation and ventilation analysis, chimney repointing and flashing, foundation repair in the northwest corner involving removal and replacement of masonry units and utilities, hazardous materials survey and abatement, complete electrical system upgrade including service panel review and grounding improvements across all three units, comprehensive plumbing replacement of galvanized lines and installation in the south unit, mechanical system upgrades including water heater and furnace replacement, and a Phase 100 analysis examining ADA accessibility feasibility for combining the middle and south units into an accessible dormitory. The Lodge work encompasses similar roof-related improvements, hazardous materials assessment, electrical system upgrades, plumbing replacement and installation, and boiler replacement. Additionally, a Phase 100 analysis is required for the Fire Barn to assess foundation failure, determine the extent of footing deterioration through conceptual excavations, and provide feasibility assessments with cost estimates for repair or reconstruction.

No specific pricing, contract term, award dates, bidder meetings, or site visit information is provided in this Scope of Work document. The document functions as a detailed project brief outlining the technical requirements and prioritized work items for the renovation projects but does not include procurement timelines, funding sources, budget amounts, or contract award details.

II. Staff quarters (AKA bunkhouse/triplex):

1. Provide plans for LARA plan review, if necessary/required.

2. Roof related.

a. Provide analysis which investigates the installation and ventilation of the Staff Quarters attic space. The investigation should consider volumes and material types of existing insulating materials, the presence of hazardous materials, and the effectiveness of existing ventilation. Recommendations should consider the project budget in finding solutions to ensuring improved insulation and ventilation associated with the proposed roofing systems.

b. Replacement of asphalt shingle roofing system. Design of system is to require enhanced installation requirements to provide high wind warranty.

c. Repoint and re-flash chimneys as needed (2).

d. Provide chimney cricket to north chimney.

e. Replace flashings for through roof vent pipes.

f. Repair / replace fascia where required.

g. Replace drip edge and all flashings.

h. Repair / replace sidewall siding where roof interacts with siding.

i. Minor quantities of sheathing replacement and rafter repair are anticipated around the north chimney.

j. Replace gutters with commercial gutters.

3. Repair foundation (concrete masonry unit) in NW corner of building (west wall of northern most basement)

a. Remove 10 courses of block x 22’ 9 ½” in length.

b. Utility relocations or remove and replace may be required for the following utilities:

ii. Remove and replace waste plumbing.

iii. Remove and replace electrical wiring.

iv. Furnace duct work may require removal and replacement.

c. Replace 1 basement window: Measures 2’ 8 ½” x 14 ¼”.

d. Provide temporary shoring recommendations.

4. Perform hazardous materials survey (and per PSC recommendations abatement).

5. Upgrade / replace electrical system in building

a. Review service panel and 3 sub-panels (1 sub-panel for each the north, middle, and south unit). Ensure that main service panel and sub-panel are adequately sized and are properly grounded.

b. Review conductors in all units and on all floors (Attic, 2nd floor, 1st floor, and basement).

There are many circuits that have 2 prong receptacles with no ground and/or have 3 prong receptacles with an open ground. There are some (limited) circuits with 3 prong receptacles where a ground wire is present. The PSC is to recommend replacement or modification to existing conductors.

c. Review receptacles

i. Ensure GFI or ARC fault receptacles are installed where needed.

ii. Ensure receptacles with grounding is present where needed.

iii. Work with DNR to identify where additional receptacles are needed or could be easily placed (both interior, exterior, and basement).

d. Review appliance(s) supply wiring.

iv. Stove, Refrigerator, water heater, furnace/boiler, washer, dryer, etc – in all 3 units.

e. Address any additional electrical hazards or non-code compliant issues identified (connections, j-boxes, overloaded circuits, grounding, etc.).

6. Plumbing

a. Supply plumbing

a. Provide supply plumbing to the following elements in the south unit:

i. Water heater

ii. Basement boiler

iii. 2nd floor boiler

a. Replace water heater

b. Replace furnace

b. South unit

a. Design hook up of boilers both upstairs (2nd floor) and basement.

b. Specify replacement water heater that is compatible with boiler.

8. Provide Phase 100 analysis with investigating ADA accessibility to the Middle and South Unit. Review existing floor plans and structural details for determining if these two units can efficiently be combined to allow for 1st floor level accessibility to a studio apartment style dormitory offering accessible living quarters including bathroom facilities. A conceptual floor plans shall be developed by the PSC as part of the Phase 100 analysis. Floor plan, structural, plumbing, mechanical, and electrical review is required to determine concept options and feasibility.

III. Lodge:

1. Provide plans for LARA plan review, if necessary / required.

2. Roof related

a. Provide analysis which investigates the installation and ventilation of the Lodge’s attic space. The investigation should consider volumes and material types of existing insulating materials, the presence of hazardous materials, and the effectiveness of existing ventilation. Recommendations should consider the project budget in finding solutions to ensuring improved insulation and ventilation associated with the proposed roofing systems
