About this file

This is Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division, in coordination with the Michigan Department of Natural Resources (MDNR), for professional services related to various historic buildings upgrades at Porcupine Mountains Wilderness State Park. The project involves Phase 100 evaluation and Phase 500 completion of work on the Lodge, Staff Quarters, and Fire Barn structures. The addendum revises the Phase 500 completion date from June 1, 2020 to June 1, 2021 and adds requirements for structural assessment of wall and roof elements at the fire barn in addition to footing assessment. The original proposal due date was November 12, 2020. A pre-proposal walkthrough meeting was held on October 28, 2020 at the Historic Area of Porcupine Mountains Wilderness State Park, with attendance from DTMB staff, MDNR personnel, and professional consultants.

The addendum clarifies that MDNR will coordinate Michigan SHPO reviews and that contract documents must comply with The Secretary of the Interior's Standards for the Treatment of Historic Properties. The PSC (Professional Services Consultant) is required to participate in informal SHPO review meetings. Regarding hazardous materials survey, testing, and reporting, the $7,500 allocated amount includes all staff time and reimbursables; consultants may propose additional allowances if deemed insufficient. MDNR park staff will provide labor and equipment for foundation excavation, backfill, and restoration at both the Fire Barn and Staff Quarters, with the PSC responsible for coordinating utility locates through MISS DIG. Phase 100 evaluation scope includes investigation of attic insulation and ventilation, verification of double roof presence, evaluation of egress and code considerations where impacted by ADA accessibility proposals, and recommendations on occupant load and exiting capacity for both structures.

PROPOSAL DUE DATE:

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

General

1. Meeting Attendance Record is attached

Modifications to the Project Statement:

1. Under Additional Item #4 on page 2 of the Project Statement, revise the desired Phase 500 completion date to be June 1, 2021 rather than June 1, 2020.

2. For the Phase 100 scope at the fire barn in addition to the footing assessment it is requested that at the PSC shall also perform a structural assessment of the wall and roof structural elements to ensure structural stability and adequacy to snow and wind loading.

Responses to Questions:

3. Will MDNR coordinate the SHPO reviews and archeology study?

The MDNR will coordinate the Michigan SHPO review for the project. It is anticipated that this will be an informal review since the project is not subject to a formal Section 106 review process. It is the MDNR’s intent that the contract documents shall comply with The Secretary of the Interior’s Standards for the Treatment of Historic Properties and incorporate comments provided by the Michigan SHPO. The PSC will be required to provide documents to the Michigan SHPO for review and participate in an informal review meeting with the Michigan SHPO. The area along the Staff Quarters foundation where excavation will be required and the area along the Fire Barn foundation where excavation may be required are likely previously disturbed areas;

therefore, an archaeology study is not anticipated to be required.

4. Are the buildings currently heated? Will they continue to be heated through the winter?

The Lodge is currently heated. All areas of the Staff Quarters are currently capable of being heated though some are not currently heated throughout the winter. The intent is that after completion of this project all areas of the Lodge and the Staff Quarters will be heated throughout the winter.

5. The Project Statement states that the PSC should include $7,500 in our fee for the Hazardous Materials, Survey, Testing, and Report. Does this amount include the PSC staff time required for travel and sample-taking, shipping, and evaluation?

http://www.buy4michigan.com/

The intent is that this amount includes all time and reimbursables for PSC staff and/or consultant staff to perform the hazardous materials survey, testing, and report. If a PSC feels this amount is not adequate, they should state so in their proposal, and include the additional allowance amount they feel is needed to adequately complete the scope of work requested.

6. Please confirm that DNR staff will provide labor and equipment for the examination of below-surface footings.

The DNR park staff will provide the labor and equipment for the excavation, backfill, compaction, and restoration required to assist the PSC in completing the examination and evaluation of the below-surface foundation wall and footings at the Fire Barn. The foundation wall and footings shall be evaluated in multiple locations at the Fire Barn as directed by the PSC. The evaluation of all excavated locations at the Fire Barn shall be completed on the same day. A mutually agreeable schedule will be determined once the PSC contract is awarded.

At the Staff Quarters, should the PSC determine an exploratory investigation of the existing foundation wall and footing condition is necessary in order to design recommended repairs, the DNR park staff will provide labor and equipment for excavation, backfill, compaction, and restoration.

The PSC shall be responsible for assisting the DNR with utility locating prior to any excavation. The utility locates shall be called into MISS DIG by the PSC. Private utilities not part of the Miss DIG system shall be coordinated with and marked by the owner prior to excavation.

7. Will the Phase 100 evaluation of the Staff Quarters and Lodge include an evaluation of existing spaces for egress and other code considerations?

The Phase 100 study at the Lodge and Staff Quarters shall be limited to an investigation of the insulation and ventilation of the attic space, including consideration of volumes and material types of existing insulation materials, the presence of hazardous materials, and the effectiveness of existing ventilation in order to develop recommendations that ensure improved insulation and ventilation associated with the proposed new roofing system as requested in the project statement. The DNR is also requesting the PSC review and verify if a double roof is present on both structures.

The Phase 100 study at the Staff Quarters shall consider an evaluation of the existing spaces for egress and other code considerations at the areas that may be impacted by the proposed concept development to provide ADA accessibility at the Middle and South Units of the Staff Quarters. The PSC shall also evaluate both the Lodge and the Staff Quarters and provide a recommendation on acceptable occupant load and exiting capacity.
