About this file
The document is a comprehensive project manual and invitation for bid (IFB) issued by the City of Huntsville, Alabama, for the Military Museum Expansion Project. The project involves constructing a new 35,500-square-foot single-story addition to the existing Veterans Military Museum, with a pre-engineered metal framing system, prefinished insulated metal wall panels, light gauge framing, storefront glazing, suspended acoustical ceilings, and interior spaces including offices, conference rooms, and restrooms. The project also includes limited reroofing, painting, and repairs to the existing adjacent building. The bid is scheduled for opening on August 26, 2025, with a pre-bid conference on August 12, 2025, at the John Hunt Park Veterans Military Museum site. The construction duration is specified as 420 days from the notice to proceed, with a total project budget implied through various bid documents and specifications.
The project will be funded by the City of Huntsville and is subject to standard municipal procurement regulations, including preferences for Alabama resident contractors and compliance with state labor and material sourcing laws. Bidders are required to have a valid Alabama General Contractor's License and must submit a bid bond of 5% of the total bid amount. The project includes several alternates and unit price options for potential additional work, such as metal roof replacement, soil removal, and landscape topsoil procurement. The contract will be awarded to the lowest responsive and responsible bidder, with the City reserving the right to reject any or all bids. Additional financial provisions include performance and payment bonds, and the project will be subject to prevailing wage requirements and E-Verify employment verification.

Bidders having items that do not meet the specifications may offer the same on an optional basis. Minor exceptions from the specifications may be considered if they do not alter the performance for the intended purpose. The City reserves the right to request a demonstration of any and all items bid before making the award. The City may also include a process in the bid document to pre-approve equal products.
All items bid will be inspected by a representative of the City upon delivery to ascertain compliance with the specifications. Items not in compliance with the specifications will be rejected until proper remedial measures are taken to assure compliance.
