About this file
Summary
This is a Project Manual for a roofing renovation project prepared by the California Department of General Services (DGS) Real Estate Services Division for the Department of State Hospitals at Patton State Hospital in San Bernardino, California. The project, designated as Contract 25-298077 and Project Number 00000000006543, involves the complete tear-off of existing clay tile roofing and damaged substrate, structural repairs as required, and installation of a new standing seam metal roof system and single-ply roofing. The work is located at Building T of Patton State Hospital. Sealed bids are due by 2:00 P.M. on March 10, 2026, submitted to the Office of Business and Acquisition Services at 707 Third Street, West Sacramento, California 95605. A Class B contractor license is required to bid the project. The project manual contains comprehensive specifications across multiple divisions including selective demolition, metal fabrications, miscellaneous rough carpentry, sheathing, roof preparation and installation, sheet metal flashing and trim, roof specialties, joint sealants, gypsum board, and interior and exterior painting.
The specifications detail material requirements, installation procedures, quality assurance standards, and performance requirements for all components of the roofing system. Key specifications include standing seam metal roof panels with a 30-year paint warranty and 20-year weathertightness warranty, polyvinyl chloride (PVC) roofing with a 20-year warranty, polyisocyanurate board insulation, and comprehensive flashing and trim systems. The project requires compliance with numerous standards including FM Global listings, ENERGY STAR requirements, and California Department of Public Health standards for volatile organic compound emissions. Contractors must provide valid Certificates of Reported Compliance for any fleet vehicles subject to California Air Resources Board regulations and must comply with all applicable health and safety mandates issued by federal, state, and local governments. The project specifications indicate that the State will occupy the building during construction, requiring coordination to minimize operational disruption, and all demolition materials and debris must be conveyed to ground level using systems independent of the building elevator and disposed of at approved facilities.
