About this file

This is a Request for Letters of Interest (RLI) from the Oklahoma City Utilities Department for Small Diameter Water and Sanitary Sewer Rehabilitation and Replacement in the Northeast Region. The Oklahoma City Water Utilities Trust (OCWUT) seeks multiple engineering firms to provide as-needed services for water and sewer system improvement projects. The project involves rehabilitating and/or replacing approximately 30,000 to 40,000 linear feet of pressurized water mains and 5,000 to 15,000 linear feet of sanitary sewer pipeline within the specified project area. The contract is for a one-year term with an option to renew for an additional one-year term, with all assigned services to be completed within one year of the work order date. The estimated total project construction cost is $10,000,000 per contract, per year.

The project will be funded through OCWUT ratepayer funds and focuses on small diameter water and sanitary sewer pipelines (12-inch and smaller) primarily in residential neighborhoods and light commercial areas. The project area contains 1,130 miles of pressurized water mains and 830 miles of sanitary sewer pipeline, with some pipelines over 120 years old and composed of various materials. Interested firms must submit a detailed Letter of Interest addressing similar project experience, project team availability, and other specified requirements. Upon executing a non-disclosure agreement, additional project information such as as-built drawings and record drawings will be made available for review. The project aims to address operational challenges including frequent waterline breaks, access limitations, and infrastructure improvements in the Northeast Region of Oklahoma City.

Project Title: Small Diameter Water and Sanitary Sewer Rehabilitation and Replacement (12-inch maximum diameter) – Northeast Region

Project Area: The Northeast Region is defined as the portion of the water/sewer service area bounded by Interstate 40/I-40 crosstown to the south and Interstate 44/Lake Hefner Parkway/State Highway 74 to the west. A map showing the general extents of the Project Area is provided and attached for reference.

Estimated Total Project Construction Cost: $10,000,000 per contract, per year

Contract Term: One (1) year term with the option to renew for one (1) additional one (1) year term for a total of two (2) years.

All services for assigned segments shall be completed within one (1) year of work order date.

1.0 Project Description:

The Oklahoma City Water Utilities Trust (OCWUT) has identified certain portions of the water and sanitary sewer distribution system that must be replaced or rehabilitated within the Project Area. Each contract will include providing engineering and construction management services for improvement projects that will rehabilitate and/or replace approximately 30,000 to 40,000 linear feet of pressurized water mains and 5,000 to 15,000 linear feet of sanitary sewer pipeline and attached appurtenances.

2.0 Project Intent:

OCWUT intends to award contracts to multiple firms to provide engineering services on an as-needed basis for small diameter water and sanitary sewer renewal and system improvement projects. These services include, but are not limited to the following:

• Preliminary investigations and design report

• Survey and field assessment

• Alignment studies

• Right-of-Way and easement acquisition documents

• Completion of permit applications to identified authorities

• Public outreach

• Pipe sizing and material specifications

• Horizontal and vertical pipe alignments

• Sanitary sewer lift station design and pump specifications

• Final plans and bidding documents

• Construction administration and management

• Inspection and resident engineer services

• As-built and record documentation submittal

3.0 Background:

The Oklahoma City Water Utilities Trust (OCWUT) finances municipality-owned critical assets to deliver the water services as well as wastewater and solid waste collection services. The Oklahoma City water service area includes the corporate limits of Oklahoma City, select cities within the combined statistical area, and areas along the raw water pipelines to Lakes Atoka and McGee Creek. The City of Oklahoma City Utilities Department (Utilities Department) manages the operation of these critical assets, which are distributed over a vast geographical area that consists of approximately 4,245 miles of pressurized water mains and 3,000 miles of sanitary sewer pipeline in its water distribution and wastewater collection system (System).

The Project Area contains a subset of the System that consists of the small diameter linear assets and attached appurtenances including 1,130 miles of pressurized water mains and 830 miles of sanitary sewer pipeline. The Project Area has active pipelines that are over 120 years old that are composed of a wide variety of materials.

The construction contracts will be funded through OCWUT ratepayer funds.

4.0 Project Overview:

A work plan will be provided to the engineer specifying the location and configuration of the water and sanitary sewer assets that require renewal and/or improvements. The primary system assets will be small diameter water and sanitary sewer pipelines of 12-inch and smaller internal nominal diameter located mainly in residential neighborhoods and light commercial areas. Additional system assets could include adjoining manholes, valves, fittings, and other appurtenances. Multiple work orders are anticipated to be issued for various locations in the Project Area. Water and sanitary sewer assets identified in the work order(s) may be combined in one or more projects to be solicited for construction.

4.1 Operational Challenges:

Current operational issues include:

• Frequent waterline breaks and leaks

• Occasional dig-ups.

• Access limitations

• Public outreach and coordination

• Backups.

• Dead-end manholes in backyards rather than outside fence lines leading to difficulty in flushing.

5.0 Draft Project Scope:

The contract will include Tasks 1 through 6 of standard renewal and system improvement services. These tasks are Preliminary Report, Final Engineering Design, Bidding Services, Construction Administration and Management, Field Inspection Services, and As-Built Documentation.

6.0 Letter of Interest Requirements:

Interested firms must submit a Letter of Interest to be considered in the engineering consultant selection process. In addition to the requirements outlined in the advertisement, Letter of Interest submittals must also provide the below information.

6.1 Similar Project Experience

• Indicate the key aspects or characteristics of the referenced project that are relevant to OCWUT for the project the letter of interest is being submitted.

• Indicate the members of the proposed project team that worked on the reference project and what role they served on the project.

6.2 Project Team Availability

• Specifically address the availability of each proposed project member and communicate in a quantifiable manner how much availability they have (e.g., 25%, 50%, 75%, 100%).

• If the firm has existing projects with The City of Oklahoma City or any of its Trusts, provide a list of those projects, the members of the proposed project team working on those projects, and how much of their workload is allocated to those projects.

7.0 Available Information:

Upon execution of a non-disclosure agreement, the following information will be made available for review in preparation of Letter of Interest submissions. The executed form must be submitted to Bryan Haskins (bryan.haskins@okc.gov) and Patty Pool (patty.pool@okc.gov) via e-mail.

• Available as-built drawings.

• Available additional record drawings.

• Available information for storm sewer and water distribution in the immediate area.
